A House leader has called on the Executive Department to utilize the Engineering Brigades of the Armed Forces of the Philippines (AFP) in the reconstruction and rehabilitation projects of the government as a cost-effective approach.

Rep. Rodolfo Biazon (Lone District, Muntinlupa City), a former AFP chief of staff, said the costs of reconstruction and rehabilitation of homes and public infrastructures entail billions of pesos, hence approaches to cut these public expenditures should be continuously sought.

“The cost of reconstruction and rehabilitation projects can be greatly reduced if these are done by units of government agencies that have the capability to undertake them as the profits of private contractors, which are necessarily inputted in the costs of these projects, will be taken out of the equation,” said Biazon.

The chairman of the House committee on national defense and security said examples of such units are the Engineering Brigades of the different branches of the AFP.

“These Engineering Brigades of the AFP have the mission to provide general engineering support and contribute to national development programs of the government,” said Biazon.

He called for the mobilization of the AFP Engineering Brigades for the reconstruction and rehabilitation of calamity-devastated homes and public infrastructures through House Resolution 1191.

“For the past several years, the country has continuously experienced both natural and human-induced calamities that have wreaked havoc on the lives of our countrymen and cost damage to homes and public infrastructures,” he said.
