To ensure that the Internal Peace and Security Plan (IPSP) "Bayanihan" will prevail against the insurgency threat, Central Command chief Major Gen. John Bonafos said on Friday that convergence of efforts of all the stakeholders is needed.

“Winning the peace cannot be done by the AFP or the PNP alone. We need the concerted efforts of every citizen and for each to lend a helping hand for peace to reign and development to happen in this part of our country," he added.

The Central Command, located in the Visayas Region, is headquartered in Cebu City.

IPSP "Bayanihan" was implemented late in 2010. Its emphasis is to conduct community development missions in areas known to be rebel enclaves, thus depriving the New People's Army (NPA) of a mass base.

As this developed, Capiz-based 3rd Infantry Division, a field unit of the Central Command, reported that it was able to neutralize 66 NPA members in 2013.

Out of these, 44 have abandoned the rebel movement and joined the mainstream society, 17 others were arrested, captured or apprehended during law enforcement operations and five were killed in encounters.
