Armed Forces of the Philippines (AFP) chief-of-staff Gen. Emmanuel Bautista said the Multi-Sector Governance Council (MSGC), launched last Thursday, aims to create a better image of the military to the public.

Aside from ensuring transparency in all AFP proceedings, the MSGC also seeks to demonstrate to the Filipino people that military is working very hard to transform into a world class fighting institution.

"(Our goal is) to be a world class Armed Forces, to be a source of national pride, we want our people to own us, to be proud of us, after all this is your armed forces, the armed forces of the Filipino people, its a commitment," Bautista stressed.

The MSGC, the AFP chief stated, is also the vehicle for implementing security sector reform.

Bautista stressed that they have picked up good people to staff the MSGC so that they can get inputs and support for their transformation.

"We have selected a good number of them, prominent people in our society to help us in our journey towards transformation, not just them but to represent the filipino people," the AFP chief stressed.

Bautista also added that transformation is a continuous process and that they are prepared to do that.

The establishment of the MSGC highlights the AFP’s thrust in pursuing genuine reforms in the military, particularly in promoting good governance, while actively involving and engaging other government agencies and the civil sector, he added.

MSGC members include Dr. Jesus Estanislao, Chairman of Institute for Solidarity in Asia; former Ambassador Lauro Baja; Assistant Secretary Jennifer Oreta, Assistant Secretary for Policy of the Office of the Presidential Adviser on the Peace Process; Dr. Alfredo Pascual, president, University of the Philippines; Ambassador Cesar Bautista, Co-Chair, National Competitiveness Council; and Father Jose M. Cruz, Dean, Ateneo School of Social Sciences.

Taking part also are Bai Rohaniza Sumndad-Usman, Founder, Teach Peace-Build Peace; Prof Solita Collas-Monsod, Professor, University of the Philippines; Representative Mel Sarmiento, 1st District Western Samar; Dr Jose Ramon Albert, president of Philippine Statistical Association; Atty. Avelino Cruz, former Secretary of National Defense; and Gina Lopez, Managing Director, ABS-CBN Foundation.

The MSGC is in line with the AFP Transformation Roadmap (TR), a 15-year strategy geared towards capability development and professionalization.

To implement the AFPTR, the AFP adopted the Performance Governance System, a local adaptation of Kaplan & Norton’s Balanced Scorecard.
