Department of National Defense (DND) secretary Voltaire Gazmin on Thursday said the decision of the Armed Forces of the Philippines (AFP) to launch its Multi-Sector Governance Council (MSGC) will do much for its transparency efforts.
Ground work started 2013 and will end in 2028.
"We envision a truly professional capable AFP so we decided to invite experts from the different sectors, aside from the military, so that mistakes inside the system can be corrected," Gazmin stressed.
MSGC efforts are aimed at improving transparency in the military and its core values of honor, service, and patriotism.
The establishment of the MSGC highlights the AFP’s thrust in pursuing genuine reforms in the military, particularly in promoting good governance, while actively involving and engaging other government agencies and the civil sector, he added.
MSGC members include Dr. Jesus Estanislao, Chairman of Institute for Solidarity in Asia; former Ambassador Lauro Baja; Assistant Secretary Jennifer Oreta, Assistant Secretary for Policy of the Office of the Presidential Adviser on the Peace Process; Dr. Alfredo Pascual, President, University of the Philippines; Ambassador Cesar Bautista, Co-Chair, National Competitiveness Council; and Father Jose M. Cruz, Dean, Ateneo School of Social Sciences.
Also taking part are Bai Rohaniza Sumndad-Usman, Founder, Teach Peace-Build Peace; Prof Solita Collas-Monsod, Professor, University of the Philippines; Honorable Mel Sarmiento, Representative, 1st District Western Samar; Dr Jose Ramon Albert, President, Philippine Statistical Association; Atty Avelino Cruz, former Secretary of National Defense; and Gina Lopez, Managing Director, ABS-CBN Foundation.
The MSGC is in line with the AFP Transformation Roadmap (TR), a 15-year strategy geared towards capability development and professionalization.
To implement the AFPTR, the AFP adopted the Performance Governance System, a local adaptation of Kaplan & Norton’s Balanced Scorecard.
