Select civil society women leaders from Mindanao attended an information drive advocacy on the Framework Agreement on the Bangsamoro held at The Farm in Koronadal City on November 7-8, 2013.
  
The Department of Interior and Local Government (DILG) and Office on the Presidential Adviser on the Peace Process (OPAPP) hosted the activity dubbed as “Engaging Civil Society Women Partners in Support of the Road Map to peace.”

It provided an opportunity for the women leaders to understand the FAB and raise questions about the ongoing peace process.

The resource person, Professor Rudy Rodil, a prominent historian from Iligan, related the history of Mindanao and the highlights of the conflict between the Moro people and the Philippine Government.

He also discussed how the Moro people defended their land against the aggression of foreign invaders.

Rodil explicitly discussed the salient points of the FAB and gave updates on the peace talks between the government and the Moro Islamic Liberation Front (MILF).

Among the questions raised during the open forum was how competent the Moro people will be able to handle a new autonomous government.

“Will the Bangsamoro be able to implement transparency and eradicate corruption?” Norlainie Adam, youth delegate from Sarangani asked.

She further asked if the requirement for an elected official will be “can be able to read and write.”

Tama suggested that the Bangsamoro Government should first screen the educational qualification, leadership competency and moral background of those who want to be elected.

“There must be standard qualifications,” she pointed out, “we should not pattern to the Philippine constitution which allows even an elementary graduate to become a mayor.” 

The FAB which was signed last year by the Philippine Government and the MILF is a working document that will pave way towards the creation of new Bangsamoro Political Entity that will replace the current Autonomous Region in Muslim Mindanao.

ARMM was described by President Benigno Aquino as a failed experiment.

The OPAPP shall undertake initiatives to popularize the FAB and increase awareness among the stakeholders about the ongoing peace negotiations between the government and MILF.

The two peace panels target to finish the remaining annexes of the FAB before the year ends.
