From the Visayan Daily Star (Nov 4): Local peace talks call ‘psy war’
The Pambansang Katipunan ng Magbubukid ng Pilipinas-SouthWest Negros chapter, a revolutionary farmer’s group, dismissed the local peace talks being pushed by Gov. Alfredo Marañon and called it part of the framework under the Oplan Bayanihan, and its “psy war tactics”.
PKM spokesperson Ka Andres Bayani, in a statement sent to the Visayan DAILY STAR, said the call of Marañon, being trumpeted by Col Jon Aying, 303rd Infantry Brigade commander, citing the number of alleged rebels who surrendered to the military, is part of the “divide and rule” tactics, also used during the time of Lapu Lapu, Ka Andres Bonifacio and Papa Isio.
Military records show that 89 rebels surrendered to the 303rd Infantry Brigade alone since 2011, aside from the 12 rebels who surrendered to the 11th Infantry Battalion, and turned over 23 firearms.
Bayani said they were elated by what he claims to be successful NPA attacks in Negros , and added that the revolutionary farmers are ready to support them with manpower requirements.
He also accused the Revolutionary Proletarian Army under the command of a certain Tibo, behind the timber poaching of being in cahoots with the police and also slammed Mayor Ernesto Estrao for allegedly accommodating RPA members, by giving them positions in the local government.
Bayani also criticized Marañon and Estrao for ignoring the call of the people to stop mining and cutting of trees in Hinobaan.

The Pambansang Katipunan ng mga Magbubukid (PKM -- National Association of Peasants) is a member organization of the National Democratic Front of the Philippines (NDFP or NDF), the political wing of the Communist Party of the Philippines. The propaganda statement issued by PKM spokesperson Ka Andres Bayani should come as no surprise. The CPP and its subordinate organizations, to included the NDFP, oppose any localized peace talks with the Philippine government.
