The Cagayan de Oro City Police Office has filed a case for illegal possession of explosives against a certain Rodel del Puerto of Baungon, Bukidnon, who was arrested Monday evening.
Del Puerto had ordered drinks at a bar but refused to pay, prompting the owner to call the police station at Divisoria.
The responding policemen nabbed Del Puerto before the latter could flee with his backpack.
Police saw a piece of metal protruding from the backpack, which prompted them to order Del Puerto to open his backpack.
The metal turned out to be a chisel but the backpack also contained suspicious chemical compound which turned out to be ammonium nitrate.
The backpack also contained two non-electric blasting caps and assorted pieces of rock.
Sr. Insp. Henry Cay-as, Divisoria police chief, said the confiscated items were sent to the police crime laboratory where it was determined to be possible ingredients for an improvised explosive device.
Cay-as said Del Puerto was also slapped with an estafa case for his failure to pay for the drinks worth P260 he ordered.
The suspect is now detained at the Maharlika jail of the Cagayan de Oro City Police Office but the offense is bailable.
Del Puerto said the items seized from him were for his uncle at a mining area at the border of Cagayan de Oro and Bukidnon.
