The 3rd Infantry Division on Wednesday said that the New People's Army (NPA) once again violated the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL) when its hit men killed militia man Joseph Lutrago and PO1 Bejein Tanguan while the two were passing the Escalante City Public Market, in Negros Oriental Monday evening.

Both men died on the spot after being fired upon by NPA assassins.

The CPP-NPA continues to violate human rights in its highest form while its leadership who have the direct knowledge continue to tolerate such act. This is another inhumane act committed by the CPP-NPA which also violated the CARHRIHL which the communist group is a signatory,” 3rd Infantry Division commander Major Gen. Jose Z. Mabanta, Jr., said.

CARHRIHL states that parties involved in the agreement should affirm and apply the principles of international humanitarian law in order to protect the civilian population and individual civilians, as well as persons deprived of their liberty for reasons related to the armed conflict and also guarantees the right against economic and food blockades and indiscriminate bombings, shelling, strafing, gunfire and the use of landmines.

The former is the first of four agreements in the substantive agenda of the formal talks between the government of the Republic of the Philippines (GRP) and the National democratic Front of the Philippines (NDFP) which was signed on March 16, 1998 in the Hague, The Netherlands.

“Those who are in hand with this senseless act of killing through its inhumane tactics will be liable as their victims seek for justice. Despite of this, we are still humbly calling on the ranks of the CPP-NPA who are being used by their opportunistic leaders in executing innocent civilians, to abandon the armed violence, live a peaceful life and join us in bringing peace and development to the communities,” Mabanta concluded.
