From Malaya (Apr 25): Fil-Am activist’s abduction revived
THE Supreme Court has ordered the Philippine National Police, Armed Forces of the Philippines, and the National Bureau of Investigation to conduct a deeper investigation into the abduction of Filipino-American activist Melissa Roxas.
In an April 16, 2013 resolution which was released only yesterday, the High Court said the more thorough probe should identify those behind the alleged abduction and abuses and lead to the eventual filing of cases.
The SC also stated that instead of following the evaluation report of the appellate court to junk the case provisionally, “the petition must be archived pursuant to Section 20 of the Rules of the Writ of Amparo.”
Roxas had claimed that she was abducted by armed men in the municipality of La Paz in Tarlac on May 19, 2009 and was tortured physically and mentally. She surfaced a week after.
A writ of amparo and habeas data petitions were filed in her favor against then President Gloria Macapagal-Arroyo and her former military and police officials led by former Defense Secretary Gilbert Teodoro, ex-AFP chief Gen. Victor Ibrado, ex-PNP chief Jesus Verzosa, along with Gen. Delfin Bangit and Supt. Rudy Gamido.
The appellate court earlier recommended the dismissal of the case “as against all the public respondents” who were not shown to be liable for the abduction and torture, without prejudice to the any evidence that may surface or be discovered in the future.
