The 116th Base Command of the MILF BIAF Central Mindanao Front, conducted capability Building Training last March 15-16, 2013 at JMIF Hall Annex Building Quezon Avenue , Marawi City.

The training was attended by about 150 selected officers from Base Command, down to the level of Department Heads, Brigade Commanders and Staff under the BIAF Central Mindanao Front. It is a part of a series of human capability programs for the 116h Base Command that was directed to conduct at least 1 training annually in its respected area of operations (AOR).

The invited speakers were Prof. Esmael A. Abdula, member of the BLMI’s Steering Committee and Deputy Director on Training, Mr. Zamin K. Unti, BLMI’s Administrative Officer; and Mr.Yusoph A. Abdullah, Computer Specialist; and BLMI’s Training Coordinator.

The training started with a recital of some verses of the Holy Qur’an, followed by short remarks by Nor Hasan Panolong, 116th Acting Base Commander. Gordon Saifullah Khan, Commander of the BIAF Central Mindanao Front gave briefings and updates on GPH- MILF Peace Process.

Front Commander Saifullah Khan, urged his men to support the GPH-MILF Peace process through advocacies on the Framework Agreement on Bangsamoro.

He stressed the need for every individual member of BIAF particularly those under his Command to do their part in order to achieve the MILF’s peaceful approach on the Mindanao question but on the other hand, be prepared for any acts that may impair or derail the search for comprehensive solution to the centuries-old Mindanao problem.

Brother Unti was the first speaker. He described a Ministerial Form of Government including its vital aspects that may become the form of government for the proposed Bangsamoro Government,

For his part, Prof. Esmael A. Abdula, lectured on leadership but he first explained the objectives of the training. He said that, “in training like this, the best way to change our negative outlook about leadership; is to develop positive concept in KASH- Knowledge, Attitude, Skills and Habits’. “Proper understanding of this concept may help us in leading our people towards growth and progress in their respective communities,” Prof. Abdula further said.

On the second day, March 16, Prof. Abdula continued his lecture until in noon He asked the participants to engage in a workshop, and asked them the most cited skills of effective leaders. He described the importance of Communications Skills for leaders, either verbal or non-verbal, as it play vital roles in leadership, particularly in dealing with subordinates; co-workers and the grassroots.

He stressed that” communication is the life blood of any organization” “Perhaps, we are aware on how capable our leaders in the MILF in terms of communication most especially in the negotiation table; or facing foreign diplomats and visitors” in any given time. At this point in time, Prof. Abdula said, “we need to communicate the messages of peace by conveying the letter and intent of the Framework Agreement on Bangsamoro to the people in the core territory and in areas mainly populated by Bangsamoro outside of the proposed Bangsamoro Region”.

The training ended with every participant satisfied and asked for more training in the near future. This was expressed by majority of them during the closing program.
