From the Philippine News Agency (Mar 25): GPH-MILF peace panels agree to continue talks in 'expeditious' manner

The special meeting between the negotiating panels of the Government of the Philippines (GPH) and the Moro Islamic Liberation Front (MILF) held Monday in Kuala Lumpur ended with a firm commitment of the two parties to continue the talks in an expeditious manner.

This was the joint statement issued by both parties signed by GPH panel chair Miriam Coronel-Ferrer and MILF panel chair Mohaguer Iqbal.

According to the joint statement, the special meeting was called in lieu of the 37th round of Formal Exploratory Talks upon the request of the (Philippine) government.

The parties discussed the composition of the Third Party Monitoring Team (TPMT) and the Independent Commission on Policing (ICP).

They also set the date for the convening of the Transition Commission in the first week of April 2013, and the Terms of Reference of the "Task Force Sajahatra Bangsamoro."

The Transition Commission, whose composition comes from vital Bangsamoro constituencies, is tasked with drawing out stakeholders' sentiments that will be considered in shaping inclusive, participatory and empowering social and political institutions in the future Bangsamoro.

These features will be embodied in the draft Bangsamoro Basic Law which the Transition Commission will craft for submission to Congress.

Both parties also agreed to meet in the second week of April 2013 for the 37th round of Formal Peace Talks.

President Benigno Aquino III earlier said it is important to finish all the annexes, which require reaching a meeting of the minds on these annexes.

This will, in turn, help in the process of crafting a new organic act so that the final outcome will be legislation all stakeholders agree to, and rally behind.

"We want to finish all of the annexes. But we also have to be able to come to an understanding on these annexes, so that the crafting of the new organic act will be something that all stakeholders can agree to. and rally behind, " he stressed.
