From the Philippine News Agency (Dec 18): Opapp to implement FMRs in Eastern Samar
Residents of some hard-to-reach barangays of Can-avid, Maslog and Jipapad towns will find relief once construction of farm-to-market roads(FMR) leading to their areas are completed. A report of the Office of Presidential Assistance on Peace Process (Opapp) thru Area Manager Emy Bonifacio revealed that a total of P88 million worth of FMRs will be implemented in 2013.These will be constructed by the Army’s Engineering Battalion in the upstream barangays of abovementioned municipalities which at present can be reach by motorboat rides.
Bonifacio said Opapp is ready to extend financial assistance to hard-to-reach barangays. All they need, she said is complete documentations and profiles of targeted barangays. She noted that proper documentation of requirements delay the process but she vehemently dismissed rumour that these projects are anti-people. “Some sectors have exerted efforts to discredit the infra projects of the Payapa at Masaganang Pamayanan (Pamana) a program under Opapp, but please do not entertain that idea,” Ms. Bonifacio said.
She instead suggested to the local government unit of Eastern Samar province to fast track the required documents so that bidding, program of work and detailed estimates will come in place the soonest time possible. For 2013, the following FMRs are set to be constructed: 1) Can-avid-Maslog, P24M; P34M additional funds for Imelda, Jipapad; 3) P30M for Malogo, Can-avid. Bonifacio also reminded that half of the labor force will be taken from the barangays where the project would be implemented and NO BILLBOARDS nor tarpaulins with pictures of politicians shall be posted in Opapp areas.
