Camp Navarro, Calarian, Zamboanga City-May 23, 2020.

Military troops neutralized two lawless elements following a 20-minute clash in Maguindanao today, May 23.

Soldiers of the 33rd Infantry Battalion established a checkpoint and noticed three armed personalities aboard a motorycle in Barangay Tuka, Mamasapano, Maguindanao at 12:10pm.

Said personalities fired towards the troops, prompting the latter to return fire.

The trio disembarked from their motorcycle and evaded military forces.

"Operating troops engaged in a 20-minute running gun battle against the armed men. When firefight subsided, two enemy cadavers and two M16 rifles were seen in the encounter site ," said Col. Joel Mamom, Officer-in-Charge 601st Infantry Brigade.

Ground forces intensified security, pursuit, and blockade operations along the withdrawal routes of the enemies.

Maj. Gen. Diosdado Carreon, commander of the Joint Task Force Central, said operating troops foiled the plan of the armed group to harrass a military attachment in Barangay Tuka.

"With vigilance, the ground forces promptly thwarted another planned hostilities by the lawless group. Kudos to our vigilant soldiers who always display an unwavering dedication and commitment to win the peace in the Bangsamoro Region and across the AOR," said Lt. Gen. Cirilito Sobejana, commander of the Western Mindanao Command.

While conducting combat operation, combined elements of the 45th Infantry Battalion and 7th Scout Ranger Company, 3rd Scout Ranger Battalion chanced upon armed men in Barangay Tagbak, Indanan, Sulu at 6:20am, May 23, 2020.

Short firefight ensued after which enemies scampered to different direction.

"We relentlessly operate to protect the people of Sulu from the inhumanity of the local terrorists," said Brig. Gen. Ignatius Patrimonio, 1102nd Brigade Commander.

While scouring the area, operating troops recovered one M16 rifle, one bandoleer, eight short magazines, 430 rounds of 5.56mm live ammunition, two upper PNP uniforms, one jungle hammock, and one handcuff.

"Our soldiers are working round-the-clock to eliminate the local terrorist group that impede economic growth in the province of Sulu," said Maj. Gen. Corleto Vinluan, Joint Task Force Sulu Commander.

Troops continue to pursue the fleeing enemies.

"I would like to extend my commendation to all the soldiers who continue showing moral strength to safeguard the people from the enemies of the state," said Lt. Gen. Cirilito Sobejana, WestMinCom Commander.

"Let us continue to pray for each and everyone's guidance and protection as we fight against the invisible enemy, corona virus, and the local and communist terrorist groups in the region," Lt. Gen. Sobejana added.

WESTMINCOM: Task Force GenSan now under WestMinCom's jurisdiction

Task Force GenSan is now a component unit of the 6th Infantry Division which is under the command and control of the Western Mindanao Command.

WestMinCom chief, Lt. Gen. Cirilito Sobejana officially welcomed the troops of TF GenSan to the team during his visit at the unit's headquarters in Barangay Bula, General Santos City on May 24, 2020.

Col. Eduardo Gubat, TF GenSan Commander presented the unit's mission, updates, and accomplishments to Lt. Gen. Sobejana.

Also presented were the history, operational approaches, and best practices in addressing the threats being confronted by the unit.

"At present, no act of terrorism exists in GenSan," said Col. Gubat.

The briefing was followed by a "Talk to Men" where Lt. Gen. Sobejana gave his guidance to the troops.

"Continue replicating your accomplishments as we work for PEACE and PROGRESS in our area of operation," Lt. Gen. Sobejana said.

"As I define, PEACE is People Empowerment in Adressing Challenging Environment and PROGRESS is the Patriotic Response to Opportunities Geared to Reinvogorate an Economically Sustainable Society,” Lt. Gen. Sobejana added.

During his arrival, the dynamic commander was welcomed with the traditional military honors tendered by the officers and enlisted personnel of TF GenSan.

Camp Osito D Bahian, Malaybalay City- May 23, 2020- A civilian was killed at Sitio Spring, Barangay Cawayan, San Fernando, Bukidnon last Friday, May 22, 2020 by members of terrorist New People’s Army.

The group belongs to alias Monsor of Guerilla Front Malayag, Sub Regional Committee-2 (SRC-2), North Central Mindanao Regional Committee.

The civilian killed was Jerson Blanza, 23, single and son of the Punong Barangay of Brgy Magkalungay, San Fernando, Bukidnon. He was fatally hit on the first volley of fire of the NPA.

According to Army’s 403rd Infantry Brigade that covers the eastern provinces of Northern Mindanao, Brgy Cawayan was once a stronghold of NPA and that the terrorist NPA are dead serious in recovering the area at all cost.

“We all know that the NPA does not value human life. They recruit children to bear arms and they kill their allies and comrades wanting to leave their doomed revolution” Col Ferdinand Barandon, Commander 403rd Bde said.

“Everyone knows they only wanted power and money. As everyone of us thinks of ways to help one another to survive this pandemic, they are still bragging they have time to plan and attack communities.” Barandon added.

Units of 403rd Brigade since the start of quarantine season have been engaged on information and education campaign on COVID19 said Cpt Rene Belmonte, 403Bde spokesman. “We do loud speaker operations, radio programs, social media operation, check point operation, community and sitio visitation, and recently leaflet/info kit dropping thru our air assets. We do all of these while doing security operations to ensure every Filipino is equipped with knowledge to combat COVID19 while at the same to ensure our people are secured from threat and intimidation of terrorist groups”.

“Di jud mi gusto muhawa ang kasundaluhan kung pwede lang sir, mahadlok mi sa NPA. Murag di mi kalihok ug naa sila unya di mi gusto nga matawag utro nga NPA area among lugar ( please we dont want our soldiers to leave, we are afraid of NPA. We are uncomfortable when they are here, and we dont want our place to be called NPA Area)”, a mother from Sitio Spring said.

This came as soldiers of 403Bde visit Sitio to Sitio to dessiminate government efforts and information about COVID19.

“We are deeply saddened of Jerson’s loss. His father PB Blanza is very supportive of our efforts to keep his people from NPA manipulation and on our war against COVID19. We offer our sincerest condolences and we strongly condemn this terror act of the NPAs”, Barandon concluded.

CAMP EVANGELISTA, Cagayan de Oro City – the Communist NPA Terrorist’s North Eastern Mindanao Regional Committee (NEMRC) is believed to have been wiped out in a 5-day armed clashes against the troops of 401st Infantry “Unite n Fight” Brigade under the 4th Infantry “Diamond” Division of the Philippine Army in the uninhabited areas of Andap Valley complex in Surigao del Sur province on May 14-19, 2020.

The series of clashes begun after 4ID forces launched its security operations in response to reports from local folks of a large consolidation of NEMRC forces threatening their ancestral community. As widely documented, history is replete with NPA atrocities in the area against IPs, women and minors prompting the 4ID to conduct focus military operation to prevent another terror plan by the CNTs.

This plan involves tactical offensive to kill IP leaders unsupportive to their ideologies as well as the recruitment of adventure seeking minors to sustain their terroristic schemes of murders, robberies and extortion. Furthermore, said consolidation was clearly postured to conduct atrocities during distribution of relief goods and social amelioration programs of the government to ease the people’s suffering caused by the COVID-19 pandemic.

An analysis of the volume of items recovered that include personal belongings, food supplies, war materiel and electronic equipment are material evidences of the impending terror plot by the CNTs. Importantly, the capture of the two (2) laptops and overhead projector after the encounter provide information of the criminal activities of NEMRC. Said electronic equipment were believed to be owned and used by Myrna Sularte aka “Malaya”, the Secretary of NEMRC, and Alvin Loque aka “Joaquin Jacinto”, the spokesperson of National Democratic Front (NDF) Komisyon Mindanao (KOMMID).

Further, revelations and statements of former rebels point that a planning session was participated in by prominent communist leaders of Caraga region, as follows: 1) Myrna Sularte aka “Malaya”, the Secretary of NEMRC; 2) Alvin Loque aka “Joaquin Jacinto”, the spokesperson of National Democratic Front (NDF) Komisyon Mindanao (KOMMID); 3) Edilberto R Daval aka “Bong Waco”, CO of Regional Operations Command (ROC), NEMRC; 4) Felizardo Valdez aka “Adu” or “Jing”, Secretary of Sub-Regional Committee Southland and also acted as the spokesperson of NEMRC; 5) Julieta Tawide Gomez aka “Tina”, Secretary of Regional White Area Committee (RWAC), NEMRC; 6) Rolando Leyson, Secretary of Sub-Regional Committee (SRC)-16 and also acted as CO of Hini-usang Command, NEMRC; 7) Judel Virtudazo aka “Janjalani”, CO of Regional Sentro-De-Gravidad (RSDG), NEMRC; 8) Imelda Rambuyod aka “Sandara Sidlakan” or “Aloy” or “Kubing”, the 1st Deputy Secretary and spokesperson of SRC Westland; 9) Adonis Maglasang aka “Do”, the Head Organizing Department/Pers of NEMRC; 10) Marcelino Navarro aka “Marsing”, the Head Propaganda of NEMRC; 11) aka “Tarzan”, the CO/Head Ordnance of NEMRC; 12) Pablo Logatiman aka “Lucas”, the 1st Deputy Secretary of SRC-16, NEMRC; 13) aka “Del”, CO of Sub-Regional Sentro-De-Gravidad (SRSDG), SRC Westland, NEMRC; 14) aka “Rodel”, Secretary of Weakened Guerilla Front (WGF)-21, NEMRC; 15) aka “Jared” or “Wolf”, Ordnance Staff of SDG-16, GF-16, NEMRC; 16) Vergie Valdez aka “Dalay”, Finance Officer of GF-19, NEMRC; 17) Leonida Sanchez aka “Susay”, Staff of GF-19, NEMRC; 18) Elizabeth Monter aka “Amihan”, Political Officer and acted as spokesperson of GF-19, NEMRC; 19) Alfie Masinatao Basa aka “Momoy”, the Vice CO of Regional Headquarters (RHQ), NEMRC; and 20) Lorna Pamutongan Gomez aka “Momay” or “Danah”, the Medical Staff of RHQ, NEMRC.

These wanted terrorists and a number of their cohorts were believed to have been killed or severely wounded after the series of clashes against our security forces as heavy bloodstains are scattered along the CNT’s direction of withdrawal.

The latest report from the field of the ongoing security operations that include the complementary operations initiated by 36th Infantry “Valor” Battalion under 402nd Infantry “Stingers” Brigade cites the following;11 NPAs killed, the capture of 5 firearms, 2 laptops, 1 overhead projector, flash drives, external hard drives, 2 anti-personnel mines, 100-meter detonating cords, hand grenades, bandoleers, assorted ammunition and magazines, handheld radios, personal belongings, assorted food and medical supplies, and subversive documents with high tactical value.

Operating troops continue to clear several encounter sites wherein the rugged terrain and inclement weather slows the process particularly the retrieval of ten (10) CNT casualties. Meanwhile, one (1) unidentified CNT cadaver found at the hinterland area of Sitio Kiskis, Brgy Siagao, San Miguel, Surigao del Sur was turned over by the operating troops to LGU San Miguel for identification and proper disposition.

MGen Franco Nemesio M Gacal, the 4ID Chief, expressed confidence on the impending decimation of NEMRC. “Considering the losses suffered by these terrorists, the collapse of NEMRC is imminent. They were wrong to consider Andap Valley complex a safe haven. The government has offered its peace through the Enhanced Comprehensive Local Integration Program (E-CLIP). Those who are still surviving should take advantage of this before it’s too late.” Gacal stressed.

“Don’t be insistent of your wrong doing. Grab the chance to change and truly contribute to nation building.” Gacal ended.

CAMP EVANGELISTA, Cagayan de Oro City — aspiring for modernization and a world-class division of the Philippine Army, the 4th Infantry “Diamond” Division initiated a groundbreaking ceremony marking its construction of a world-class 4ID Administrative Building in Camp Evangelista, Patag, Cagayan de Oro City on Friday, May 22, 2020.

The said ceremony was led by MGen Franco Nemesio M Gacal, Commander of the 4ID, held at the division’s tennis court area. In observance of the health protocols, selected guests were invited to mark another history of 4ID in the making. Present during the simple yet momentous ceremony was Engr. Mabel F. Saa, the Chief of Staff of the 1st District Engineering office who represented the DPWH Secretary Mark Villar being the Guest of Honor and Speaker. LtGen Jose Faustino AFP, Commander of Eastern Mindanao Command attended the activity together with other senior military officers. Also witnessing the ceremony were NICA-10 Regional Director Manuel M Orduna and NEDA-10 Regional Director Mylah Faye Aurora B Cariňo.

The 3-storey Administrative building will soon rise replacing the 66-year old admin building of the army division. The old admin building commonly called the “White House” was built in 1954 during the stint of Col Tirso G Fajardo as the Commander of the 4th Military Area (IVMA), an important landmark that witnessed the transition from IVMA to 4th Infantry Division in 1970. It has indeed stood the test of time and has very well served its purpose even up to the present. However, the building is now in the advanced stage of deterioration. “Had it been a government employee like us, it would have long retired from the service. It is but time to give it its well-deserved rest as it may no longer be in its best shape to cater to the needs of the division nowadays,” says Gacal.

The 4ID admin building project is under the “Tatag ng Imprastraktura para sa Kapayapaan at Seguridad” (TIKAS) Program of the DPWH with a programmed budget of PhP60 million. The government started the TIKAS program in 2019 and had accomplished more than 300 structures of military camps built and improved. It was initiated for the mutual benefit of the two government agencies (DPWH and DND) wherein the DND can mount projects with the DPWH, while the DND shall safeguard DPWH projects in conflict affected areas.

“My deepest gratitude to the DPWH under the inspiring leadership of Sec Mark A Villar for helping us realize our aspiration of constructing a new 4ID headquarters that will provide an efficient working environment for the personnel and will also give justice to their heroism as it stands through time and witness the resounding glorious future and milestones up ahead,” Gacal said.

“It is an enduring testament to the diamond division’s role in both the shaping and transformation not only of the Philippine Army but also of the entire Mindanao island,” Gacal added.

LtGen Gilbert I Gapay, Commanding General of the Philippine Army, lauded the leadership of 4ID, sent through an audio-visual presentation, for brokering and making the project a reality.

Secretary Mark Villar, the Guest of Honor and Speaker, in his statement sent through a recorded audio-visual message, commits to continue and strengthen the TIKAS program in recognition of every soldier’s dedication to service. “It is an honor for me to be invited and be part of the groundbreaking ceremony. Rest assured that DPWH will not cease in supporting our AFP. We will continue this TIKAS program specially in upgrading the structures of our military camps. We believe that this is the right time for our AFP to have a quality and world-class facilities,” Villar said.

“I am very hopeful that this new project will stand testament to the enduring commitment we have towards continuous progress and development to the Caraganons and Northern Mindanaoans. Above all, this will further enable us to continuously and relentlessly pursue our core purpose of serving the people and securing the land,” Gacal concluded.

CLAVERIA, Misamis Oriental– the 58th Infantry ‘Dimalulupig’ Battalion in partnership with the Minergy Power Corporation (MPC) formally opened the Special CAFGU Active Auxiliary Company II (CAAC-II) training composed of 100 candidates at Brgy Mandangoa, Balingasag, Misamis Oriental yesterday, 20 May 2020.

The said activity is part of the implementation of Executive Order No.70 (EO70) which exhibits the active participation of all sectors of society in the pursuit of the country’s peace agenda.

The activity was opened with Lt. Col. Ricky L Canatoy, the Commanding Officer of 58IB as the Keynote Speaker, 4th Division Training School (4DTS) headed by Maj Latris, and MPC headed by Mr Gaudencio C Bascon Jr.,Station Manager.

The main purpose of said activity is to develop and hone skills of the aspirant CAA applicants into a professional peace partner of the province of Misamis Oriental. It will also serve as ready reserve force for the 4th Infantry ‘Diamond’ Division in providing security services while combating COVID-19 Pandemic.

The training will take 45 days of rigid military training to develop their physical abilities and skills needed for them to serve.

Moreover, the candidates had already undergone the required Physical and Medical Examination facilitated by the MPC-BPS to determine their military readiness.

In his statement, Lt. Col. Ricky L Canatoy, Commanding Officer of 58IB said, “The Army is very confident that we can achieve our mission thru the support and assistance of other agencies. This activity is a concrete example of the whole-of-nation approach that our government had implemented to attain inclusive and sustainable peace, and this would not be successful without the support of our partners from MPC. Thank you for your continuing support to the 58IB in reaching communities including the far-flung areas.”

Aside from the training, the MPC have various livelihood projects intended for the Conflict Affected Areas (ConAAs) and the Geographically Isolated and Disadvantaged Areas (GIDAs).

Lt. Col. Canatoy also expressed the strong commitment of the Army’s 58IB in support to implementation of E.O. 70 and intensify their campaign to engage with the civilian populace in partnership with the national government agencies, local government units and various sectors of civil society.
