An Army Reserve Command (Arescom) field unit official in Central Visayas on Wednesday said colleges and universities in the region are now beginning to adopt Reserve Officer Training Corps (ROTC) as major service training program for their students.
Col. Jerry Borja, 7th Regional Community Defense Group (7RCDG) group commander, said his office has discovered after the annual tactical inspections in 36 colleges and universities in Region 7 that teachers and administrators themselves have seen the value of ROTC programs in their schools.
“We have a very impressive result of RAATI (regional annual administrative and tactical inspection). Our board of inspectors found out that the schools have been becoming very cooperative,” Borja told the Philippine News Agency in an interview.
RAATI is a yearly activity of the 7RCDG to “assess the ROTC unit’s proficiency in administrative and military tactics.”
7RCDG is a field unit of the Arescom that supervises four reservist mobilization units -- the Community Defense Centers (CDC), in Cebu, Bohol, Negros Oriental, and Siquijor -- and all private and public colleges and universities that have ROTC program for their students.
Borja said that even school owners have been very active in the ROTC program.
He lauded Bohol Vice Governor Dionisio Balite for his “unrelenting support to the ROTC program of the government.”
Balite owns Bohol Institute of Technology (BIT) with four campuses in Bohol, including its main campus in Tagbilaran City, and one in Siquijor province.
All BIT campuses have ROTC units, he said.
“Before RAATI, we have a corps commander’s briefing. After attending in one briefing, Balite would hurriedly proceed to another briefing in another campus. He made sure he attended them all,” he said.
In other colleges and universities, the presidents themselves offered their support to the ROTC program.
College instructors, he said, have seen the “big difference of their students before when ROTC was not yet being offered and now that ROTC becomes a major program” of their National Service Training Program (NSTP).
Under Republic Act 9163 signed into law in 2001, NSTP aims to enhance “civic consciousness and defense preparedness in the youth, by developing their ethics of service and patriotism while undergoing training” in either one of the three components: ROTC, Civic Welfare Training Service, and Literacy Training Service.
“Na-realize nila ang importance sa basic discipline nga na-instill sa ilang estudyante nga nag-ROTC (They realized the importance of basic discipline now being instilled to their students who took up ROTC),” he said. “Teachers can see the difference.”
The instructors also saw ROTC cadets in their schools who have developed other values like being creative and hardworking, he said.
Borja said the instructors have observed that ROTC cadets are now imbued with “high sense of nationalism and patriotism.”
Because of this development, he said that 7RCDG and the four CDCs under his command need to step up their efforts to make ROTC a worthwhile program for college students.

The Communist Party of the Philippines-New People’s Army (CPP-NPA) lost more than 500 members and supporters in northern Negros following a series of surrenders since February, the Philippine Army has said.
“In less than three months, the CPP-NPA in our area of operations incurred a total of 538 losses due to a series of mass surrenders of their regular members, militias and mass supporters,” said Lt. Col. Emelito Thaddeus Logan, commander of the 79th Infantry Battalion (79th IB), in a statement on Tuesday.
The Communist Party of the Philippines-New People’s Army (CPP-NPA) lost more than 500 members and supporters in northern Negros following a series of surrenders since February, the Philippine Army has said.
“In less than three months, the CPP-NPA in our area of operations incurred a total of 538 losses due to a series of mass surrenders of their regular members, militias and mass supporters,” said Lt. Col. Emelito Thaddeus Logan, commander of the 79th Infantry Battalion (79th IB), in a statement on Tuesday.
He said this development is a setback to the communist rebel movement, and a breakthrough to the government’s anti-insurgency campaign.
Last Sunday, 257 residents of San Carlos City denounced the rebel group by staging an indignation rally after attending a two-day live-in seminar, which discussed the ills of communism. The gathering, organized by the 79th IB and the city government, was held from April 6 to 7.
The participants, who came from the villages of Quezon, Guadalupe, Nataban, Codcod and Buluangan, marched in the streets of the city proper carrying placards and tarpaulins denouncing the CPP-NPA and expressing their desire for a peaceful and NPA-free community.
In February this year, a total of 229 former supporters of the CPP-NPA from insurgency-affected barangays in the cities of Sagay, Escalante, Cadiz, Victorias and San Carlos and the municipalities of Manapla and E.B. Magalona took their oath of allegiance to the government.

Logan said the mass surrenders were the result of their strategized localized peace initiatives in collaboration with the Philippine National Police, City of San Carlos, and other government agencies.
“Our collaboration successfully reached the families and immediate communities of the members of the CPP-NPA to make sure that the purpose of our initiatives will be understood by these individuals,” he said.
The CPP-NPA is considered a terrorist organization by the United States, European Union, United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The security situation in South Cotabato remains stable even as eight of the province's 10 municipalities and lone city were included in the watchlist areas for the May 13 midterm elections.
Dorothy Losa, election officer of the Commission on Elections (Comelec)-South Cotabato, said in a briefing on Tuesday that they have not yet recorded any election-related incident in the area since the start of the local campaign period last March 29.
Losa said they have been regularly coordinating with Philippine National Police (PNP) and the Armed Forces of the Philippines (AFP) for the security preparations and other election-related concerns.
"We're getting weekly reports from the PNP and AFP and we are clear so far in terms of incidents related to the campaign and the coming elections," she said.
Losa said eight of the 12 areas in the province are listed under the yellow and orange categories or election areas of concern and election areas of immediate concern for the coming polls. These are Koronadal City and the municipalities of T'boli, Lake Sebu, Surallah, Tupi, Tampakan and Polomolok.
The municipalities of Norala, Sto. Nino and Tampakan were listed under the green category or areas "with no security concern" and considered peaceful and orderly.
Although the Comelec already declared the entire Mindanao under areas of grave concern, Losa said only Banga town was included under that category due to the presence of New People's Army rebels in the previous elections.
Under Comelec Resolution 10481, localities listed under yellow or areas of concern have reported intense political rivalry and history of election-related incidents in the last two elections while those under orange or areas of immediate concern are facing threats from organized armed groups and other lawless elements.
Red areas or those under grave concern exhibit the combined factors under the yellow and orange categories that might warrant their declaration under Comelec control.
"We don't have serious problems or threats right now in terms of security and we're hoping that it will be sustained until the end of the election period," Losa added.

Two Abu Sayyaf Group (ASG) bandits have surrendered to military authorities amid the offensive against them in the province of Sulu, military officials said Wednesday.
Col. Gerry Besana, Western Mindanao Command (Westmincom) information officer, identified the ASG surrenderers as Nidsmar Annuddin, 23, and Limo Ammad, 45.
Besana said they turned over an M-16 Armalite and Garand rifles when they surrendered to troops of the Army's 2nd Special Forces Battalion at about 4 p.m. Monday.
Annuddin is a follower of Radulan Sahiron, the oldest ASG leader, while Ammad is a member of the group of slain sub-leader Alhabsy Misaya, he said.

CAGAYAN DE ORO CITY -- Various units under the Army's 4th Infantry Division (4ID) commemorated the "Araw ng Kagitingan (Day of Valor)" on Tuesday by honoring the unsung heroes and veterans.
The 403rd Infantry Brigade (403IB) conducted a wreath-laying ceremony at the monument of Colonel Osito Bahian in Malaybalay, Bukidnon, exactly 34 years after his death.
Bahian was honored through a 21-gun salute with the presence of his daughters Ann Lucille Bahian Adag and Aileen Marie Bahian Cruzado. His son, Colonel Robert Roy Bahian, now serving as Provincial Director of Camiguin Provincial Police Office, skipped the event due to another ceremony.
Born on October 7, 1929, the late Bahian hails from Tuburan, El Salvador City. He completed the Reserve Officers Training Corps (ROTC) curriculum and was commissioned in the reserve force of the Philippine Army.
He then became a teacher and later principal of Xavier de Initao High School before becoming an Instructor at San Isidro College in Malaybalay City. He was called to active duty and joined the Philippine Army on March 1, 1969.
Bahian once served as commandant of Central Mindanao University as Commanding Officer of 1107th Community Home Defense Center. A distinguished ROTC graduate, he excelled and served the Philippine Army well with his nationalism and patriotism nurtured by the ROTC program.
On April 9, 1985, while serving as commander of 30th Infantry Battalion, he was killed in an ambush by New People's Army (NPA) in Barangay Tungao, Butuan City along with eight other army soldiers.
As a tribute to the fallen hero, the Batasang Pambansa promulgated Batas Pambansa Bilang 6724 on 27 April 1986 renaming the military reservation in Malaybalay City, Bukidnon into Camp Osito Bahian.
Bahian's heroism inspired his sons to join the uniformed service.
Col. Edgardo de Leon, 403IB commander, said of Bahian: "Thirty-four years ago, Colonel Bahian made the supreme sacrifice to show sincerity in peace negotiation. It is now up the NPA to reciprocate. Mula noon hanggang ngayon, bukas ang pinto ng Philippjne Army na tanggapin ang pagbabalik loob ng mga rebelde para sa pagbabagong buhay (then and now, the Philippine Army is open to any rebel who wants a new life)."
In this city, Mayor Oscar Moreno led the wreath-laying ceremony at El Pueblo A Sus Heroes, Divisoria, to honor Filipino war veterans.
In his message, Moreno called on Filipinos to "forget our divisiveness. Rather, let us focus on achieving inclusive growth. Let us not forget the martyrs who had sacrificed their lives in the name of freedom".
Major Gen. Franco Nemesio Gacal, 4ID commander 4ID, said the Day of Valor should "serve as an inspiration to the present and future generations”.
“As members of the Armed Forces of the Philippines, we will carry on and continue to emulate the standards of valor that our forefathers have exemplified all throughout the world,” Gacal added.

The Naval Forces Western Mindanao (Navforwem) rescued a wooden-hulled vessel in distress off Tawi-Tawi, a ranking official announced Wednesday.
Rear Admiral Erick Kagaoan, Navforwem commander, said the vessel M/L Yasda II, loaded with 53 people, was rescued Tuesday while drifting 28.5 nautical miles southeast of Bongao, Tawi-Tawi. Of the 53 people aboard, 42 were passengers while the remaining 11 were crew members.
He said their investigation showed that M/L Yasda “incurred damage on its engine transmission” while traveling from Bongao, capital of Tawi-Tawi, to Taganak in the Turtle Islands municipality of the same province.
Upon receiving the report, Kagaoan said the Naval Task Group Tawi-Tawi dispatched its Multi-Purpose Attack Craft to render assistance and rescue M/L Yasda II, which was later found drifting at 28.54 nautical miles southeast of Bongao.
He said the MPAC towed M/L Yasda II, which was later successfully moored at the Lamion Wharf in Bongao, where the passengers were provided assistance.
He said the successful rescue of the M/L Yasda II “is a result of selfless commitment and professionalism of the men and women of the Philippine Navy in protecting the country and our people.”
He added that the Philippine Navy, through the Navforwem, will remain vigilant in its area of operations for a secure and safe Western Mindanao maritime environment.

LEGAZPI CITY -- A retired police official who was running for city councilor here was killed on Wednesday afternoon by suspected members of the New People's Army (NPA) in Barangay Cagbacong, a remote village in this city.
Lt. Col. Aldwin Gamboa, city police chief, identified the victim as retired Senior Supt. Ramiro Bausa.
He said armed men believed to be communist rebels attacked the victim around 3:20 p.m. while visiting a friend in the said village.
Bausa's body was found lying beside his friend's house. He suffered a gunshot wound on the head and other parts of his body, resulting in his instantaneous death, Gamboa said.
Joven Llanto, Bausa’s driver, told the police that he was waiting for Bausa who was inside the house when he heard five gunshots. A bit later, two unidentified persons approached and ordered him to leave the area.
Bausa was a member of the Philippine National Police Academy Batch '87. He was assigned as police provincial director of Camarines Sur in 2014 and retired from the service in 2017.

COTABATO CITY -- Two persons died while two others were hurt in a broad daylight shooting incident in Barangay Poblacion 4 here on Tuesday, a police official said.
Col. Michael Lebanan, city police director, said police visibility has been heightened following the shooting incident that was preceded by a grenade-throwing incident in another part of the town the day before.
“We urge the public to help us secure our city against lawless elements as security is everybody’s concern,” Lebanan said.
About 11:20 a.m. Tuesday, armed men aboard a black Toyota Fortuner vehicle opened fire at four persons in a drive-by shooting along Sitio Almonte Extension, Barangay Poblacion 4.

While its multipurpose amphibious assault ship, the USS Wasp (LHD-1) is conducting training exercises with the Philippine Navy in connection with the "Balikatan" 2019, the United States said that it does not reveal the exact location of its naval vessels for security reasons.
The Joint Information Bureau of "Balikatan 2019" made this statement following reports claiming that some fishermen spotted an unidentified "aircraft carrier" in the vicinity of Scarborough Shoal and conducting take-off and landing exercises.
"USS Wasp has been training with the Philippine Navy ships in Subic Bay and in international waters of the South China Sea as part of Exercise Balikatan for several days. As a matter of force protection and security, we do not disclose the specific location of our ships," it added.

Malacañang said on Wednesday the Chinese vessels suspected to be maritime militia have “no business” near the Philippine-occupied Kota Island, stressing that it will not allow China to intrude on its territorial property.
Presidential Spokesperson Salvador Panelo said the government will continue to object on the presence of Chinese vessels even as it has previously filed diplomatic protests.
“We will object to their presence. We have already filed a diplomatic protest and that applies to everything, anything that concern Chinese vessels in our territory,” Panelo said in a Palace press briefing.
“They should (leave), they have no business being there. They cannot be staying there forever,” he added.
Panelo said he will leave it to Foreign Affairs Secretary Teodoro Locsin Jr. to decide whether there was a need to file another note verbale against China.
“I’m sure the Secretary of Foreign Affairs will do that after validating the report,” Panelo said.
“They will know that we are against it, that we will not allow it, that we will not tolerate such presence in our territory,” he added.
Panelo said the continuous presence of Chinese vessels could be considered as “assault” to the country’s sovereignty.
“If they continue to be present in our territory then it is an assault to our sovereignty,” Panelo said.
Despite the decision of President Rodrigo R. Duterte to temporarily shelve an international arbitration court’s verdict nullifying China’s nine-dash line map to give way to friendly bilateral ties, Panelo said the Philippine government will still assert its sovereignty.
“While we remain friendly with respect to trade relations, we will always assert sovereignty when it is being impaired or assaulted,” Panelo said.
Asked if the Palace’s stronger statements against China meant the President would finally assert the country’s win in the sea row, Panelo replied “that’s the President’s call”.
“We will have to let the President decide what action he will undertake,” Panelo added.
Duterte had previously said he would assert the arbitration ruling before he steps down in 2022.
Panelo, meanwhile, said the government will give China “reasonable time” to respond to their protest.
Locsin earlier said the Philippine government has served a "salvo of diplomatic notes" to China over the presence of Chinese vessels near the Pag-asa Island in the West Philippine Sea (South China Sea).
A report from Inquirer.net showed that apart from Pag-asa Island, there have also been Chinese vessels monitored near Kota Island and Panata Island.
Meanwhile, the Department of National Defense (DND) and the Armed Forces of the Philippines (AFP) is ready to defend the country's sovereignty.
"The DND and AFP stand ready to defend Philippine sovereignty and enforce our laws within our territory. This includes the Municipality of Kalayaan, which is part of the province of Palawan," the DND said in a statement forwarded to reporters Wednesday.
"While we denounce war as an instrument of national policy, we will use whatever resources and means at our disposal to defend our own if and when we are called to action by the National Command Authority," it stressed.

"Unfounded allegations. If we, former military men, can do the job faster and better as the President says, what’s wrong with that? We are also Filipinos who are willing and eager to serve, are we also deserving that?" said Lorenzana in a message to reporters.
Karapatan, one of the groups allegedly acting as legal fronts of the Communist Party of the Philippines-New People's Army (CPP-NPA), claimed this situation is tantamount to enabling a de facto martial law situation in the country.
Karapatan secretary general Cristina Palabay earlier said this move by the Duterte administration is promoting a military mindset.
Armed Forces of the Philippines spokesperson, Marine Brig. Gen. Edgard Arevalo, earlier said the front organizations of the NPA cheated foreign funding agencies like non-government organizations (NGOs) from the European Union and Belgium, by falsely representing themselves as defenders and rights advocates of marginalized groups and by presenting a dark image and abominable state of affairs in the Philippines.
Last week, Malacañang slammed the rights group's recent remarks that the government committed summary execution during the incident in Negros Oriental.

In his succeeding response, he said Chinese President Xi Jinping himself was told that "No country can call a sea its own because it bears that country's name," noting that the Philippine government continues to claim the Kalayaan Island Group (KIG).
Last week, the DFA noted the Philippine government has consistently manifested its position on the Pag-asa Island and on the KIG.
The DFA has also raised its objections or concerns over illegal, tension-raising or coercive activities in the area, through diplomatic actions, notes verbales and in meetings with its Chinese counterparts, including the Philippines-China Bilateral Consultation Mechanism.
