Sagay City, NegOcc—Three Local Access Road Projects worth PHP60 million under the NTF-ELCAC and Local Government Support Fund – Support to Barangay Development Program (LGSF-SBDP) were officially launched in a separate groundbreaking ceremonies held in three (3) barangays in the City of San Carlos on November 23, 2021 (Tuesday).

Codcod, Nataban, and Quezon, declared as CTG-cleared Barangays, are among the 25 LGSF-SBDP recipients in Northern Negros which will receive PHP20 million each following the identification of their issues and concerns through the Retooled Community Support Program (RCSP).

The LGSF-SBDP funding will be used for the construction of a local access/farm to market road from proper Nataban to Binone Elementary School in Brgy. Nataban; So. Alinga-ob to Balabag Elementary School in Brgy. Quezon; and So. Cabagtasan, Natuyay and Bedio in Barangay Codcod.

According to Danille Marie Osorio, DILG Local Government Operations Officer in San Carlos, these road projects which will begin in the first week of December, will accord the residents better economic opportunities and ease in the transport of their farm products direct to the market.

Leading the groundbreaking were San Carlos City Task Force-ELCAC Chairperson and City Mayor Hon. Renato Gustilo, Department of the Interior and Local Government- NegOcc OIC Provincial Director Roselyn Quintana; 1st District Representative Cong. Gerardo P. Valmayor Jr; 303rd Infantry Brigade Commander Brigadier General Inocencio Pasaporte; 79IB Commander Lt. Col J-jay Javines; Chief of Police, San Carlos City PLt Col Arthur Baybayan; officials of San Carlos City and the recipient Barangays, and other member agencies of the task force.

Mayor Gustilo, in his message expressed his deep appreciation to the efforts of the National Government thru PRRDs EO70. He further said that the city government will also provide an additional P20M in order for the road concreting project to reach So. Natuyay and Bedio in Brgy. Codcod. With the help of the provincial government and Cong. Valmayor these projects will soon be realized to give the farmers ease of movement and transport of their products to the city.

Further, BGen. Pasaporte said that the realization of the BDP projects is seen to boost the economic livelihood of the people and help resolve insurgency. He also assured the residents and City Government of San Carlos of the full support of the Philippine Army in the continued implementation and monitoring of BDP projects.

“This activity is a solid proof that our government is sincere in its commitment to bring its services closer to the people. Once completed, these projects will surely help improve the quality of life of the farmers and the residents to have an easy access to the basic and social services of the government. As your partner in this endeavor, your Army in Negros will continue to sustain its efforts in providing security and monitoring of the ongoing BDP projects in the area to ensure unhampered construction of the projects”, said BGen. Pasaporte.

For his part, Lieutenant Colonel J-jay Javines, Commanding Officer of 79IB expressed his gratitude for the full support of the community and the leaderhip of City Government of San Carlos for their untiring efforts to ensure the implementation of BDP projects. Likewise, he assured the 79IB’s continued collaboration and partnership with its stakeholders to sustain the peace and development efforts not only in the City of San Carlos but the whole of Northern Negros.
