NPA-MOUNTAIN PROVINCE (LEONARDO PACSI COMMAND)

Red salute and utmost tribute is rendered by the Leonardo Pacsi Command NPA-Mt.Province (LPC), Communist Party committees, and all revolutionary forces in the Montanyosa to Wilfredo “Ka Gigi” Gaayon and Ernesto “Ka Lando” Lucaben, Jr. We mourn and commiserate with the families, kakailian, and friends of Ka Gigi and Ka Lando, as well as to the massess of the Ilocos and Cordillera who loved them so dearly and whom they have wholeheartedly served.
Ka Gigi and Ka Lando were killed in an encounter between a unit of the LPC and the fascist forces of the 54th IB and 72nd DRC of the Philippine Army on September 28, 2021 in Mainit, Bontoc, Mt.Province.
As the contradiction rises between the people and the rulling class due to the worsening socio-economic crisis, especially in the time of pandemic and calamities, Duterte intensified its war against the armed revolutionaries and against the oppressed people in the countryside and in the city and town centers. Duterte reinforced previous counter-insurgency programs to fulfill the dictates of the US imperialist and to bolster his tyrannical rule. He installed the NTF-ELCAC (National Taskforce to End Local Communist Armed Conflict) that placed all agencies and local government units under the control of the military. He enacted the Anti-terror Law as a legal measure to suppress all forms of criticism and opposition. He unleashed waves of Focused Military Operations (FMO) and the cunning Re-tooled Community Support Program (RCSP) that effectively militarized thousands of villages and work places. He took the pandemic as an oppurtunity for a militarist lockdown and to tighten the control over the people while ceiminally neglecting the entire public health system. Duterte braggingly announced his dream to defeat the NPA by 2022, after their failed attempts with the AFP in 2018, 2019 and 2020.
It was in this situation that Ka Gigi and Ka Lando rendered all their skills diligence and strength to advance the national democratic revolution (NDR). They offered a big part of their life in a revolution that upholds the interests and aspirations of the peasants and national minorities, workers, professionals, the small businesses, local industries and national burgeoisie. The NDR, which Ka Gigi and Ka Lando participated in, will put an end to the long history of oppression and exploitation of the Filipino people, and is the only way establish a new society wherein the people holds the political and economic power that ensures that the interest of the majority.
As cadres of the Party and people’s army, Ka Gigi and Ka Lando persistently remoulded to prioritize the interest of the people. They were role models on how to hold tight and carry out the duty to raise the consciousness of the masses, and their determination and capacity to fight.
Ka Gigi and Ka Lando made the highest sacrifice as they offered their last breath in the intensifying people’s war against the rulling class currently headed by Duterte. Their death is truly a martyrdom. As people’s martyrs, they shall never die.
Intensify the revolutionary stance against the US-Duterte Regime!
Advance towards victory the people’s war that would crash the rotten system!
