Army Corporal Frederic Villasis, team leader of the Philippine Army’s Community Support Program in Barangay Lahug, Tapaz, Capiz, was killed by New People's Army rebels on Aug. 11, 2021.

ROXAS City – “An act of terror designed to undermine the peace efforts of the government in the hinterland barangays of Tapaz, Capiz.”



This was how the Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) described the New People’s Army’s (NPA) killing of a Philippine Army soldier in Barangay Lahug, Tapaz, Capiz on Aug. 11.

Army Corporal Frederick Villasis headed the Philippine Army’s Community Support Program Sustainment Team in Barangay Lahug.


“This barbaric and inhumane act will not go unpunished. Those responsible will be held accountable,” said Assistant Provincial Prosecutor Flosemer Chris Gonzales, spokesperson of RTF-ELCAC.

Villasis was on board a motorcycle heading towards the Tapaz municipal hall to follow-up a water system project for Barangay Lahug when around 40 rebels blocked his way.

They reportedly tortured Villasis before shooting him from behind. His motorcycle was also set on fire.

“By this act, the Communist Party of the Philippines and the NPA have shown their true colors. They are terrorists to the core,” said Gonzales.

Peace is not possible until they have surrendered or are neutralized, he added.

The RTF-ELCAC appealed to the people of Tapaz to not let the incident hinder them from working together to attain genuine and sustainable progress in their community.
