CAGAYAN DE ORO CITY, Dec. 29 -- The Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC)-10 and the Balik Probinsya, Bagong Pag-asa (BP2) Committee endorsed the Northern Mindanao Regional BP2 Action Plan during a joint meeting here.The Action Plan will ensure balanced regional development and equitable distribution of wealth, resources, and opportunities through policies and programs that boost countryside development and inclusive growth, provide adequate social services, and promote full employment, industrialization, and improved quality of life in rural areas.

It will focus on the attainment of four key result areas (KRAs): (1) Empowerment of local industries, (2) Food security and agricultural productivity, (3) Housing, social welfare, health, employment, and human resource development, and (4) Infrastructure development. The total investment requirement to set the plan in motion is seen at PhP36 billion.

Also endorsed are the Updated Regional Development Investment Program (RDIP) 2017-2022 and Fiscal Year (FY) 2022 Annual Investment Program for the Security Sector as inputs to the respective FY 2022 budget proposals of concerned agencies.

The priority programs, projects, and activities of the security sector found in the two investment programs are generally responsive to the strategies and outcomes laid out in the RDP 2017-2022 Midterm Update, particularly in Chapter 17: Attaining Just and Lasting Peace and Chapter 18: Ensuring Public Order and Safety.

Cabinet Officer for Regional Development and Security and Presidential Communications Operations Office Secretary Jose Ruperto Martin M. Andanar presided over the joint meeting. Other highlights include the turn-over of the Enhanced Comprehensive Local Integration Program benefits, presentation of proposed regional FY 2021 Barangay Development Program, and updates of community development projects for the Convergence Areas for Peace and Development Areas under the FY 2020 Payapa at Masaganang Pamayanan (PAMANA) Program.

Major General Andres C Centino, RTF-ELCAC-10 TWG Chair, presented the highlights of the major accomplishments of the task force for the period January to November 2020 that resulted in the surrender of 2,100 Communist NPA Terrorist personalities and supporters. These include 262 regular communist New People’s Army, 222 Milisya ng Bayan, 83 Sangay ng Partido sa Lokalidad, and 1,533 underground mass organizations’ members and sympathizers. (NEDA10)
