TAGBILARAN CITY, Sept. 1 (PIA) -- The Philippine Information Agency (PIA) Region 7, in coordination with the 47th Infantry Brigade of the Philippine Army, led the briefing on End Local Communist Armed Conflict (ELCAC) for the members of the Association of United Development Information Officers (AUDIO) in Bohol on Aug. 28, 2020.
The activity which was held at Camp Rajah Sikatuna in Brgy. Katipunan, Carmen aims to address the insurgency problem along with youth recruitment, hunger, poverty, insensitivity, social inequity, and social injustice which can be addressed through the collective effort and application of good governance as a tool for local government units.
This is also in line with Pres. Rodrigo Roa Duterte’s Executive Order No. 70 institutionalizing the whole-of-the-nation approach in attaining inclusive and sustainable peace, especially amid the coronavirus disease 2019 (COVID-19) pandemic.
Battalion Executive Officer Major Mozart Jaque, who welcomed the information officers from the local government units and national line agencies, underscored the important role of the public information officers (PIOs) and the media in disseminating accurate, timely, and relevant information to the public especially in their area of operation in Bohol.
Jaque shared that they have the so-called "TRIMP" or TV, radio, internet, messaging and print in which they are actively focused on the internet and messaging because all ages are actively participating on this platform.
“At itong platforms na to, ito yung avenue natin para maipaparating natin doon sa mga stakeholders natin, maging saan man sila dito sa province of Bohol kung ano yung ibat-ibang efforts and initiatives undertaken by the army and other law enforcement agencies at saka sa inyo na rin," said the battalion executive officer.
“Especially itong tinatawag natin na NTF-ELCAC or the EO No. 70 of President Duterte. So napakahalaga itong endeavor natin for today, yung orientation natin dahil ito yung paraan natin upang ma-equip tayo what is ELCAC all about, ano-anong yung mga salient points na pwede nating matutunan as partners in our quest for peace and development dito sa area ng Bohol,” Jaque added.
1Lt. Elma Grace Remonde, Civil Military Operations Officer of the 47th IB of the Philippine Army, discussed the Civil Military Operations, Enhanced Comprehensive Local Integration Program (E-CLIP) and the CMO accomplishments while Bohol Provincial Police Office (BPPO) Community Affairs Development Division Chief, Police Major Jacinto Mandal Jr., presented their Anti-Terrorism and Anti-Criminality Campaign.
Remonde said their CMO operations is anchored on the following pillars: psychological operations and information support affairs that weaken the will of enemy and supporters and changes behavior in favor of the Armed Forces of the Philippines (AFP), civil affairs that legitimize AFP presence and activities and mitigates impact of operations, and public affairs that ensure the public is well-informed and actively builds the reputation of the AFP.
Other resource speakers were Rachel Torremocha, Department of Interior and Local Government (DILG) Bohol’s Local Government Operations Officer II and Peace and Order Concerns Focal Person on the role of DILG in ELCAC, and Governor’s Office Program Officer Renato Espinosa Jr. on the Provincial Government of Bohol’s Community Development Program Purok Power Movement as a support for ELCAC.
Meanwhile, two rebel returnees, Don A. Dane (secretary of the People’s Advocacy for Collaboration and Empowerment, Inc.) and “Ka Mariel” gave a clear picture through their personal testimonies of their experiences as insurgents returning to the fold who are now actively supporting government initiatives to combat insurgency.
