President Rodrigo Duterte Friday evening vowed to implement severe measures against the New People’s Army following a spate of killings in Negros Oriental that left 21 dead, including 4 policemen.

“I’ve been telling you, I will implement a more severe measure…Maghintay lang kayo. Kasi sabi ko sumosobra na kayo (You just wait, you have gone too far),”
the President said in his speech during the Mindanao-wide distribution of Certificates of Land Ownership Awards in Davao City.

“You cannot do it unrestrained, unbridled, uncontrolled as if you are the killing machine of the Filipino,”
he said.

The NPA has denied killing the civilians among the 21 slain in Negros Oriental.


The president who has alleged that the policemen killed in Ayungon were tortured, said”I will not allow you to do that, I will not. I will give you tit for tat. That’s my order to the military. Give them what they deserve. They are not fighting a conventional war. They are not obeying the Geneva convention”.

“These communist, they are blaming the government for the killings, when actually you started the spate of murders there,” he said.

The hardest hit are soldiers, policemen, barangay captains, and people who are openly for the government, he said.

And they are killing teachers and principals, too, he added.

“Anyone that is anti-communist or does not like the communist, you kill,” Duterte said.

Duterte also took aim at Karapatan, which he tagged as a movement of demons and a legal front of the rebel movement.

“You know what you did in Negros, it is not just fighting. The danger there is you are now implementing the commune system of the discredited communist party strategy.” Duterte said.

“It is lawless violence,” he said, of their entry into properties already covered by land reform. He said the beneficiaries who should have first option to the land are those who have been toiling on it for years.

“In Negros, it is not the case. You know in Negros you are forced to join a federation, and that federation will choose the people who will occupy the land that has been already covered by the land reform law,” he said.

He told those engaged in such activity: “If I can use your carcass as a fertilizer, I might do that to increase the yield”.

“Look the reason why we cannot develop fully is the countryside…is infested with parasites like you. You do not work, you exact taxation,” he said.

Duterte said his order to the DAR is: “Give the land to the beneficiaries according to our laws.”

He said the two Negros provinces and Central Luzon are the areas with the most trouble arising from land disputes.

The NPAs are descendants of the tenants when the Spaniards came, he said.

When the Spaniards came to the Philippines they subjugated us, confiscated our lands and gave them to the Insulares, who are the rich today, he said.

That is why in Bacolod those mestizos are rich, he said.

The feudal system that was started by the Spaniards has become part of the genetic order, he said.*
