Rebel escapes from NPA, yields 2 firearms

From the Philippine News Agency (May 1, 2019): Rebel escapes from NPA, yields 2 firearms

An 18-year-old New People's Army (NPA) combatant in Bukidnon province fled his unit and surrendered to authorities, bringing along two rifles.

Capt. Ryan Delgado Layug, civil-military operations Officer of the Army's 403rd Infantry Brigade, on Wednesday identified the NPA surrenderer as Jimmy Mantikinon, a member of the Matigsalog tribe and a resident of Kitaotao town, Bukidnon.

Layug said Mantikinon wanted to be with his family again and knowing the rebels would not allow him to surrender, escaped from the group and made a run for his life on April 26.

Mantikinon belonged to the NPA's North Central Mindanao Regional Committee (NCMRC) sub-regional command. Layug said the teenager surrendered to the 88th Infantry Battalion in Barangay Banlag, Valencia City, Bukidnon.

Layug said Mantikinon brought in an M16 armalite rifle, an M653 rifle, rifle magazines loaded with live ammunition, and a handheld radio.

Mantikinon's surrender proved that the peace initiatives of the Matigsalog tribal council in the province is gaining headway, Layug said.

He said the Army has partnered with the Matigsalog tribal leaders to attract more surrenderers, in support of President Rodrigo Duterte's Enhanced Comprehensive Local Integration Program (E-CLIP).

Based on the interview with Mantikinon, Layug said the teen joined the NPA when he was only 16 years old.

According to Col. Edgardo de Leon, the 403rd Brigade, a total of 40 NPA regulars and nine members of the NPA's militia unit have already surrendered to their unit since January.

The NPA, the armed wing of the Communist Party of the Philippines, is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.
