CAMP EVANGELISTA, Cagayan de Oro City – The firm and precise Martial Law Implementation by the 4th Infantry Division troops and Police Regional Office (PRO) 13 led to the arrest of CARAGA's top most wanted NPA terrorist at Purok Spring, Brgy Tagcatong, Carmen, Agusan del Norte on December 30, 2018, around 04:30 in... the morning.
Security forces from the 23rd Infantry Battalion, 4th MIB, PRO13 and 402nd Infantry Brigade arrested Joaquin Madrianon alias ALTO/JUNJUN who was an Intelligence Officer and the present Commanding Officer of Special Partisan Armed Revolutionary Unit (SPARU) of NPA in CARAGA. A Cal. 45 pistols with 22 rounds of ammunition, one hand-grenade, and a sling bag were recovered in his possession during the arrest who was immediately brought to Carmen Municipal Police Station for investigation and proper custody.
It was known that Madrianon was involved in various crimes such as murder, frustrated murder, and arson. He is listed as the Nr 1 Most Wanted NPA Terrorist in Agusan del Norte and Nr 2 in the most wanted list of overall criminals in the province.
Madrianon was responsible in unsolved lumad killings in CARAGA including the murder of the late Mayor Dario E. Otaza of Loreto municipality, Agusan del Sur last October 15, 2015. He was also involved in the failed ambush by the NPA against Governor Angel Amante-Matba of Agusan del Norte in March 2015 at Sitio Mimbahandi, Camagong of Nasipit municipality.
Major General Ronald C.
