The NPA forces in Mt. Sierra Madre-Southern Tagalog under Rosario Lodronio Rosal Command (RLRC-NPA-Mt. Sierra Madre-Southern Tagalog Sub-Regional Command) effectively foiled the government soldiers attack on NPA forces who are conducting peace consultation with Dumagat Tribesman. The encounter happened yesterday afternoon, March 30, 2017 in Barangay Lumutan, Gen.Nakar, Quezon. The NPA forces valiantly fought and out manuevered the attacking soldiers for an hour long battle inflicting casualties on them resulting to five (5) killed and one seriously wounded government soldiers while the NPA forces suffered zero casualty. The NPA forces confiscated from the government soldier one baby armalite rifle with eight magazines with bullets and government issued back packs containing high value intelligence documents.
Prior to this incident, the government forces belonging to 80th IB-PA under its commanding officer Lt. Col. Randolph Cabangbang were conducting combat operation continuously in the mountain villages of Rizal province and North Quezon wreaking havoc on the lives and livelihood of farmers and Dumagat Tribesmen. Even after the CPP-NPA-NDFP and the GPH agreed last March 10-11 meeting that both parties agreed to reinstate the declaration of interim unilateral ceasefire before the start of the 4th round of Peace talks this coming April 2-6, 2017, they arrogantly declared to the Dumagat tribesmen that they are not covered by any ceasefire or peace agreement with the CPP-NPA-NDFP and that they will eliminate NPA presence in the area.
Opposite to the actions of government troops, the NPA units in Mt. Sierra Madre-Southern Tagalog started to stand down on its operation against government troops. When the CPP announced that it will be declaring interim unilateral ceasefire not later that March 31, 2017 in support of the 4th round of peace negotiations, all NPA under RLRC-NPA- Mt. Sierra Madre-Southern Tagalog suspended its offensive operation against AFP-PNP-CAFGU personnel and used its time to celebrate the NPA’s 48th Founding Anniversary and conducted peace consultation with the Dumagat tribesmen in Barangay Lumutan, Gen. Nakar, Quezon to explain to them the on-going peace neagotiations between the CPP-NPA-NDFP and the Philippine Government (GPH) under the Duterte Regime and solicited their active support of the said peace negotiation. When they were informed about the NPA troops conducting consultations with Dumagat tribesmen, they immediately dispatch company size troops to disrupt the activities and attack the NPA troops. Unknown to them, the NPA troops were warned beforehand by the people and prepared to engage them in battle. When they arrived, they were surprised by NPA battle readiness who valiantly foiled their attack and they were out maneuvered, thus suffering defeat from NPA troops.
But to compensate for their defeat in the hands of NPA fighters, they spread lies to the public using the media personnels who unknowing succumb to the wishes of the military propagandist. They issued press releases and gave them to media outlet claiming that 10 NPA rebels were killed in the encounter without any body count and only 2 soldiers killed and 3 wounded on their side. The media outlets were taken for a ride by Lt. Col. Randolph Cabangbang, the commanding officer of 80th IB-PA, Major General Rhoderick Parayno, the commanding officer of 2nd ID-PA and Gen. Nakar, Quezon police chief, Police Senior Inspector Lonardo Suaverdez who all chorused about their lies. Again, we are calling on members of media not to immediately believe the press releases of AFP and PNP. We call on you to seek truth from facts. Short of this, you will be guilty of Duterte’s accusation that you are distorting the truth. We are very willing to help you with the real data on the field. Just communicate and confirm with us and ask our side for you to be able to present balanced news to the public. For this incident, ask the people or even the government soldiers who fought with the NPA fighters if they saw any NPA members killed in the firefight. They will surely tell you the truth.
We are also calling on the government peace panel and to the Duterte government to reign on your AFP troops. If the AFP-PNP troops will continue to disregard efforts on attaining just peace, we are wary that any ceasefire agreement with the Philippine government will be useless.
We want just peace! We support the 4th round of peace negotiation between the CPP-NPA-NDFP and the Government of the Philippines. But, since the Duterte government does not want to declare ceasefire, the NPA forces will remain vigilant and be ready to do battle with attacking government forces the defend ourselves and the peoples interest even when peace negotiation is on going.
