Philippines evaluates Russian Kilo-class submarines

From IHS Jane's 360 (Jan 27): Philippines evaluates Russian Kilo-class submarines

The Philippines is considering procuring diesel-electric Kilo-class submarines from Russia, Philippine defense secretary Delfin Lorenzana said on 26 January.

In comments published by the Philippine government's news and information bureau, Lorenzana said the Department of National Defense (DND) is currently assessing the submarines in terms of Philippine Navy (PN) requirements. However, he also indicated that funds to support the procurement would be a key factor in any acquisition.

Quoting Lorenzana, the bureau said that the DND is "now determining on whether these specialised ships are essential for the modernisation needs of the Armed Forces of the Philippines and whether the country can afford to acquire and maintain such an expensive weapons platform".
