Incoming President Rodrigo R. Duterte said talks with the Communist Party of the Philippines will adhere first to the initial agreements and terms of the preliminary talks, when the new administration assumes power next week.

“I will give their leaders sponsors to allow them to take part in the talks,” he said.

“But there will be no mass release of the NPA,” Duterte said, correcting reports that alleged the promise.

The president-elect said that he would adhere to the initial agreements that allowed free passes to imprisoned leaders of the Communist Party of the Philippines to take part in the negotiations.

“They will only be released if things do good,” he said. “Fine, baka sakali, if they are ready to surrender their arms and assume their normal roles in society.”

“Then maybe, I will consider with Congress granting them amnesty.”

Meanwhile, Duterte gave a counter offer to the rumored bounty on him and PNP Chief Ronald dela Rosa.

“If they give you P50 million, dagdagan ko yan, P60 million,” he said. “Slaughter them.”

Duterte even offered to up the offer by P120 million if the bounty reaches P100 million for the killing of those who plan on the bounty.

In an interview with Manila Bulletin, Dela Rosa said that those who want him and Duterte dead have already been identified.

Duterte was a guest at the turnover of command ceremonies held at the Camp Leonor Domingo, the headquarters of the Davao City Police Office here.

Outgoing city police director S/Supt Vicente D. Danao, Jr. was replaced in a ceremony yesterday by incoming city director S/Supt John Michael Dubria.
