The Commission on Appointments (CA) confirmed on Wednesday
the ad interim appointments of 196 senior officers of the Armed Forces of the
Philippines (AFP) and 28 officials of the Department of Foreign Affairs (DFA).
The CA Committee on National Defense recommended the
confirmation of the appointments of the AFP senior officers, including V. Luna
Hospital chief Brig. Gen. Joseph Acosta.
Acosta’s confirmation was opposed by the family members of
one retiree who was confined but later died at the AFP’s V. Luna General
Hospital. The death prompted the family to file administrative case against
Acosta and one of the doctors of the hospital.
Rep. Rufus Rodriguez moved for deferment of Acosta's
confirmation, but Senator Antonio Trillanes IV, a former Navy officer, said the
Ombudsman case should not hinder Acosta’s confirmation.
Trillanes, however, advised Acosta to improve the services
of the V. Luna, saying he personally witnessed the lousy services being given
by the medical personnel of the military hospital to the soldiers and their
dependents.
”I don’t see any grave reason why we will stop the promotion
of Gen. Acosta, but I hope we will learn from this experience. Discipline your
personnel because when I brought my father to V. Luna, I saw the nurses have no
sense of emergency. My father died there,” Trillanes said.
As ordered by Trillanes, Acosta apologized to his oppositors
and promised to continue the improvement he has been implementing at the V.
Luna Hospital.
Aside from Acosta, other confirmed AFP senior officers
include: Rey Leonardo B. Guerrero, who was promoted to the grade of Lieutenant
General; Carlito G. Galvez, Ferdinand F. Quidilla, Arnold A. Mancita, Manolito
P. Orense and Jose P. Tanjuan Jr. to the grade of Major General; and Raul R.
Ubando to the grade of Rear Admiral.
Also confirmed are: Brig. Generals Elvin B. Velasco,
Melquiades F. Feliciano, Welner M. Elpedes, Allan F. Martin, Restituto F.
Padilla, Jose P. Cabanban, Ramon C. Yogyog, Amador T. Tabuga Jr., James V.

Meanwhile, the CA bypassed the confirmation of Civil Service
Commission (CSC) Commissioner Nieves L. Osorio due to lack of quorum. Osorio’s
confirmation was deferred twice.
CA chairman Senate President Franklin Drilon thanked his
colleagues both from the Senate and the House of Representatives for working
hard for the last three years.
Drilon also urged the newly-confirmed AFP officers to “be
loyal to the Constitution.”
The 16th Congress is set to adjourn sine die on June 6 while
the new Congress will open on July 25 under newly-proclaimed President Rodrigo
Duterte.
