Five civilians were killed while two policemen and another civilian was wounded in a shootout in Mabinay, Negros Oriental Wednesday morning.

An initial police report disclosed the shootout took place around 10 a.m. Wednesday in Mabinay between the Civil Security Group of the Bais City local government unit and police personnel from the Regional Public Safety Battalion (RPSB-7) and the city police.

Two of the five killed were allegedly Fely Candido and Rudy Reyes of the so-called Candido armed group.

According to the police report, around 10 a.m. Wednesday, Mrs. Dionesia Trongcoso, station manager of the Department of Environment and Natural Resources (DENR) in Mabinay asked the assistance of RPSB-7 personnel led by Insp. Lowelyn Reyes, OIC of the 3rd company, due to the presence of “armed men”.

While in the course of discussion with a certain Mr. Lasmarinas, head of the civil security group, called up the OIC police chief of Bais City to proceed to give them assistance and for verification purposes, the police report added.

At around 2:25 p.m. of the same day, one of the RPSB-7 personnel noticed that a person in the civil security group had a bulging waist, prompting the unidentified concerned individual to voluntarily submit himself for inspection.

But without apparent reason, somebody from the group allegedly fired at the government troops.

The encounter resulted to the wounding of two Bais City police personnel and the death of five civilians and the wounding of another civilian, all purportedly members of the said civil security group.

Three members of the civil security group were unharmed while another allegedly escaped, the police report said.

All of the wounded were brought to the Bais City hospital.

OIC provincial police director Sr. Supt. Dionardo Carlos could not be reached for comment on the incident.

The Mabinay police chief, Sr. Insp. Rogelio Pacificar could not also be contacted for the identities of the victims as well as additional details of the shooting incident.
