Bureau of Internal Revenues (BIR) commissioner Kim Sy
Jacinto Heranes was formally commissioned as an officer of the Armed Forces of
the Philippines Reserve Force Monday.
Henares was conferred the rank of lieutenant colonel of the
Philippine Air Force.
Donning ceremonies took place at 7: 30 a.m. at Camp Aguinaldo ,
Quezon City ,
AFP public affairs office chief Lt. Col. Harold Cabunoc said.
Henares was appointed BIR commissioner in July 2010. She is
a gun enthusiast, collector and a shooter herself.
Prior to her appointment as BIR head, Henares served as BIR
deputy commissioner under the Arroyo Administration.
She spearheaded the “Run After Tax Evaders” (RATE)
operation, which led to cases being filed against major tax evaders.
During the same ceremony, Capt. Eric E. Dimaculangan (Res),
acting executive director of Bureau of Immigration, was promoted to the rank of
Major.
He is also a reservist officer of AFP under the Medical
Administrative Corps of Philippine Air Force.
The Army Reserve Command (ARESCOM or RESCOM) was enacted
through Republic Act 7077, also known as the “Armed Forces of the Philippines
Reservist Act.”
It gives the base to the extension of the AFP in the
occasion of war, invasion or rebellion, to help assist in relief amid disasters
or calamities, to help with socioeconomic development and to help with the
operation and upkeep of key government or private utilities in the assistance
of general mission.
The Reserve Force is organized into five components: The Air
Force Reserve Component, The Navy Reserve Component, The AFP-Wide, Technical
Reserve Component and The Affiliated Reserves.
The citizen soldiers, then again alluded to as reservists,
are graduates of the Reserve Officers' Training Corps (ROTC) basic and advance
courses and who were issued orders as enlisted reservists or reserve officers
of the AFP and graduates of authorized basic military training instructions who
were issued orders as enlisted reservists or reserve officers.
Citizen soldiers or reservists are categorized based on age.
The First Category Reserve is composed of all able-bodies
reservists whose ages are between 18 to 35.
All capable reservists whose ages are between 35 to 51 falls
under the Second Category Reserve, while all reservists whose ages are between
51, but not more than 65 fits the Third Category Reserve.
The Reserve Force units are also classified into three (3)
based on their operational readiness for immediate deployment /utilization: the
Ready Reserve, the Standby Reserve and the Retire Reserve.
The Ready Reserve is comprised of citizen soldiers, who
mostly belongs to the First Category Reserve and others, who should be subject
to calls whenever there is need to expand the standard units of the military
power amid wartime or national crisis, calamities, disasters and different
dangers to peace and order and to give help with advancement exercises.
The Standby Reserve is composed of the reservists from the
second and third categories and are only mobilized or called for active duty
only during times of war or national emergency.
They can also work on Ready Reserve activities and could
upgrade their rank in doing so.
Lastly, the Retire Reserve is made up of citizen soldiers
who have retired due to old age, disability or length of service.
The retirement age is 65. A retired reservist could still be
called for active duty at times of national and local emergencies as long as he
or she is still qualified and fit to render his or her service.
The general qualifications for citizen soldiers are first,
the applicant must be a Filipino citizen.
Second, he or she must not be less than twenty-one (21) nor
more than 64 years of age at the time of appointment as reserve officer.
Third, he or she must pass the physical examination
standards conducted by an authorized AFP hospital or civilian/government
hospitals and the physical examination report to be validated by the Major
Service Chief Surgeons. Fourth, he or she must be a graduate of a baccalaureate
degree/ Honorary degrees except deserving Non-Commissioned Officers (NCOs)/
Petty Officers (POs).
Fourth, he or she must take the AFP aptitude test battery
(AFPATB) and lastly, Appropriate Pre-Commission Training for individual applicants
and Military Orientation Training for applicants shall be required prior to
Commission into the Reserve Force.
The AFP Reserve Command and the Major Services through their
separate RESCOM are in charge of requesting candidates for commission and all
applications might be completely screened by the screening sheets which should
prescribe contender for commission to the Major Service/AFPRESCOM Commanders
then to the Chief of Staff, AFP.
The Chief of Staff, AFP, should prescribe to the President,
through SND, the commission in the Reserve Force, AFP of qualified applicants.
Reservists must report to the mobilization center every year
for accounting, updating of his records and Annual Active Duty Training (AADT),
a training which aimed at improving the competence and skills of Officers and
Enlisted Reservists to be conducted in his mobilization center.
They must monitor any scheduled accounting or mustering in
his mobilization center. They must always be willing to serve his countrymen in
case of national emergency.
