The military said it captured Tuesday one of the highest ranking communist rebels on Panay Island, describing the feat as a “big blow” that “will add to the leadership crisis” supposedly besetting the Communist Party of the Philippines and New People’s Army.

Brigadier General Arnold Quipao, commander of the Intelligence Service of the Armed Forces of the Philippines, said Norberto Castor, alias “Marlon” and “Greg,” was captured by agents of his unit and police in Barangay Calaboa, Leganes town around 5:30 a.m.

The capture of Castor was also confirmed by Colonel Eric Uchida, commander of 301st Infantry Brigade, who said: “The arrest of Castor is certainly a big blow against the CPP-NPA hierarchy and will add to their leadership crisis. This will contribute to the peaceful environment in the provinces of Panay Island.”

He said Castor is allegedly the deputy secretary of the Central Front of the CPP’s Regional Party Committee on Panay.

Castor was served a warrant of arrest for charges of multiple murder and multiple frustrated murder issued by the Regional Trial Court in Iloilo City.
Castor is in the custody of Police Regional Office-6.

Criminal Investigation and Detection Group Director Benjamin Magalong said Castor carried a P2.3-million bounty for his capture.
