“Tapos na at maraming issues na hindi settled” (The meeting is over but many issues were not settled), Mohagher Iqbal, Chair of the peace panel of the Moro Islamic Liberation Front (MILF) said in a text message, in response to MindaNews’ query if the meeting between the GPH-MILF Peace Panels in Manila was over and if they had accomplished anything. Iqbal did not mention what issues were not settled.
  
He declined to say what issues were not settled, MindaNews said in its report.

With Iqbal’s statement and the previous meeting between the GPH-MILF Peace Panels in Kuala Lumpur from July 8-11, 2014 yielded “modest progress”, a mutually-acceptable draft Bangsamoro Basic Law (BBL) has become uncertain.

In their four-day meeting in Manila that ended on Monday, July 21, there were no major issues resolved, no joint statement issued and no next meeting scheduled, according to MindaNews.

Government peace panel chair Miriam Coronel-Ferrer in a statement posted on OPAPP website said, “There continue to be significant points of differences between the Parties” in their review of the draft BBL. Ferrer, however did not elaborate on what were those “significant points of differences”.

But she said government “stands firm that we want a Bangsamoro Basic Law that can withstand political and legal scrutiny and be acceptable to various stakeholders, and the nation as a whole.”

Atty. Marvic Leonen, now Supreme Court Associate Justice during his stint as chair of the GPH Peace Panel had repeatedly said that the asymmetrical relationship that the MILF had put forward for the future Bangsamoro can be worked out “within the flexibility of the 1987 Constitution.”

Hopes for submission of the draft BBL to congress before President Aquino deliver his State of the Nation Address (SONA) before the joint session of the two chambers is fading away.(Source:MindaNews)
