An alert security guard of a drug store along a busy commercial district here prevented what could have been another blast that could maim or kill innocent people, police said.

Senior Inspector Reynaldo Delantin, police station 2 chief, said the improvised explosive device fashioned from 81 mm mortar was found by the security guard of a drug store at the corner of Sinsuat Avenue and Gutierrez Avenue, this city at 12:20 dawn Saturday.

Delantin said the IED was complete with accessories but has no capability to blow up as the vital ingredient was missing. He did not elaborate.

Delatin said the IED was last seen being carried by a unidentified child with mental disorder who left it in front of a known food outlet.

Bomb experts from the Philippine Marines deactivated the improvised bomb while investigation was still on going.

Delatin said police are now reviewing the closed circuit TV of business establishments beside the spot where the IED was found by the security guard to determine who left it there.

The site where the IED was found was about 20 meters away from the site where a car bomb went off last August 2013 that left a dozen persons killed and scores wounded.

The car bomb was set off while the service vehicle of Cotabato City Mayor Japal Guiani was to pass the area.

Lawyer Cynthia Guiani Sayadi, city administrator who was on board the mayor's vehicle, claimed her younger brother-mayor was the target of bomb attack.

The mayor, however, was not inside his vehicle when the blast occured.
