Due diligence is the guiding light of the Government of the Philippines (GPH) peace panel when they seal peace with the Moro Islamic Liberation Front (MILF) to end decades of secession, said Presidential Adviser on the Peace Process Secretary Teresita Deles on Tuesday.

Deles said both panels uphold the Constitution as they make the Bangsamoro Framework Agreement and the drafting of the Bangsamoro Basic Law in accordance with congressional dealings with the legislative procedures of the country.

“We’ve stated this often enough, as far as the executive, as far as following the instructions of the President to ensure that we stay within the parameters of the Constitution. Every consideration was made, due diligence was undertaken,” Deles told reporters at the sidelines of the House committee hearing on Peace, Reconciliation and Unity chaired by Basilan Rep. Hadjiman Hataman-Salliman.

Deles claimed they have lots of experiences with joint security work such as when both panels tackled the issue on cessation of hostilities, which has been existing since 2003-2004, and they had very good cooperation.

“In fact, many law enforcement actions have been undertaken with full cooperation of the MILF. This is not new, not putting something into place, this is not a cooperation that happened for the first time, there are many years of practice on this,” she pointed out.

“You can check our security forces (who are) very used to working with (the) MILF and they have found the MILF in complete cooperation to help address lawless elements in the areas where they are present,” she concluded.
