From the Manila Bulletin (Apr 29): Military readies quick reaction forces

The area command of the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP) are readying their unified and well-coordinated quick reaction forces (QRF) in an effort to secure the mid-term May 13 national and local elections.

The area commanders and their respective field unit commanders of the AFP’s Eastern Mindanao Command (EastMincom) and PNP Directorate for Integrated Police Operations (DIPO) for Eastern Mindanao are continuously conducting tactical command meetings aiming to secure volunteers from lawless elements during Election Day.

The QRF and police’s rapid deployment forces (RDP’s) are part of the over-all security measures being instituted by the PNP and the Army divisions of the AFP – the Northeastern and Northern Mindanao 4th Infantry (Diamond) Division (4th ID), the Southern Mindanao 10th Infantry (Agila) Division (10th ID), and the Central Mindanao 6th Infantry (Kampilan) Division (6th ID) and the PNP-DIPO Eastern Mindanao.

Also under the operational control (Opcon) of EastMincom are the Philippine Naval Forces Eastern Mindanao, the 3rd Tactical Operations Wing of the Philippine Air Force, and the AFP’s 5th Civil Relations Group.

Maj. Gen. Ariel Bernardo, 10th ID commander and newly installed 4th ID commander Brig. Gen. Ricardo R. Visaya said these units are highly mobile units which can respond to any untoward situations in the field.
