Camp Navarro, Calarian, Zamboanga City – April 28, 2023

Combined elements of the AFP and PNP neutralized a member of the Bangsamoro Islamic Freedom Fighters (BIFF) during a joint law enforcement support operation in Barangay Madia, Datu Saudi Ampatuan, Maguindanao del Sur at noon Thursday, April 27.
 
Troops of the 6th Infantry Battalion of the Philippine Army and 2nd Provincial Mobile Force of the PNP, together with the personnel from the 41st Special Action Company, Special Action Force, Maguindanao Provincial Police Office, and Datu Saudi Ampatuan PNP, conducted the joint operation to neutralize a wanted person identified as Surab Maliga, a.k.a. Morshid Malang/Malang/Bungo, a member of the BIFF-Karialan Faction.
 
Joint Task Force Central Commander, Maj. Gen. Alex Rillera said that the operation resulted in the death of Maliga who resisted arrest, and the recovery of one caliber .45 pistol. The recovered firearm was turned over to the PNP for ballistic examination while the cadaver of the slain BIFF member was immediately claimed by the relatives.
 
Western Mindanao Command Chief, Lt. Gen. Roy Galido, commended the troops for the successful operation. He also urged the remaining members of the different threat groups to listen to the government’s call for peaceful resolution of conflicts.

Kinumpirma kahapon, Abril 28, ng tagapagsalita ng Armed Forces of the Philippines ang planong dagdagan pa ang siyam nang “lokasyong EDCA” o mga base militar ng US sa bansa.

Sa isang panayam, binigyang-katwiran ito ni Col. Medel Aguilar, tagapagsalita ng AFP, sa pagsasabing kailangan ng Pilipinas ng “360-degree” o lahatang-panig na proteksyon. Kabalintunaang panawagan ni Aguilar ang pagsandig sa isang dayuhang armadong pwersa para “protektahan ang soberanya” at integridad ng teritoryo at mga rekursong pandagat ng Pilipinas. Taliwas ito sa naunang iginiit ng mga upisyal ng AFP na “hindi nakatuon sa anumang bansa” ang mga baseng EDCA.

Di sadyang inamin ni Aguilar na hanggang “rekomendasyon” lamang ang Pilipinas. Aniya, ang pagpili ng mga lokasyon ay “rekomendasyon” na “nanggagaling sa (AFP).” Tugon ito sa obserbasyong lumabas sa isang pagdinig sa Senado kung saan kinwestyon ang mga lokasyon na animo’y “random” (hindi sistematiko) at di naayon sa programang modernisasyon ng AFP.

Tahasang nagsinungaling si Aguilar sa pagsabing sa kadulu-duluhan, “mapakikinabangan” ng mga tropang Pilipino ang mga pasilidad sa mga baseng ito. Sa ilalim ng EDCA, may ekstrateritoryal na karapatan ang US sa mga baseng militar na ito, at walang awtoridad dito ang estadong Pilipino.

Bago pa nito, sinabi na ni Ferdinand Marcos Jr na magkakaroon ng gayong mga base “all over” o sa iba’t ibang bahagi ng Pilipinas. Sa ngayon, nakasentro ang pinakamaraming base sa Northern Luzon, kasunod sa Palawan. Tig-isa ang nasa Cebu at Cagayan de Oro. Dati nang permanenteng nakabase ang US sa Western Mindanao. Anim sa “18 proyekto” sa unang limang base militar ang sinsasabing matatapos ngayong 2023.
“Protectorate” ng US

Samantala, binatikos ng Bagong ALyansang Makabayan ang napipintong pakikipagpulong ni Ferdinand Marcos Jr kay US Pres. Joseph Biden sa Mayo 1. Ang pagpupulong ay “muling pagpapatibay sa lubos na di pantay na ugnayan sa pagitan ng dalawang bansa” at ang mababang katayuan ng Pilipinas sa relasyong ito.

“Isa itong muling pagpapatibay ng katayuan ng Pilipinas bilang neokolonya at military outpost ng US sa Asia,” ayon sa pahayag nito noong Abril 22. Batid ng grupo na iaanunsyo sa pagpupulong na ito ang bagong US-Philippines Bilateral Guidelines na sikretong isinalang sa negosasyon at sinasabing “upgrade” ng Mutual Defense Treaty. Kabilang sa itinutulak ng US ang permanenteng presensya ng mga armas at tropa nito sa Pilipinas. Lalo nitong patitingkarin ang katangian ng Pilipinas bilang “protectorate” (isang bansang nakapailalim o kinokontrol) ng US.

Sa gayon, walang dapat ipagdiwang sa paparating na pulong sa pagitan ni Biden at Marcos,” ayon sa grupo. Ilalatag sa pulong na ito ang mga kundisyon para higit pang masangkot ang Pilipinas sa mga gera ng US sa labas ng bansa.

Sa kasaysayan, isa si Biden sa pinakahayok sa gera ng upisyal ng US. Nagsilbi siya sa makapangyarihang komite sa depensa sa Senado ng US noong sinalakay ng US ang Iraq sa maagang bahagi ng dekada 2000. Sangkot siya sa mga napakaraming agresyong militar sa iba’t ibang bahagi ng bansa sa ngalan ng “gera kontra-terorismo.” Bilang bise-presidente noon ni Barrack Obama, katuwang siya sa pagsasagawa ng maraming ekstrahudisyal na pamamaslang sa mga pinaghihinalaang mga terorista at kasama nilang mga sibilyan sa Afghanistan at Pakistan.

Bago pa ang pagbisita ng Marcos, nasa US na ang ilang mambabatas para makipag-areglo sa mga mambabatas sa US. Pinangunahan sila ni House Speaker Martin Romualdez, pinsan ni Marcos at palagiang kasama sa mga paglalamyerda sa ibang bansa. Isa sa kausap ni Romualdez si Kevin McCarthy, House Speaker ng US Congress. Isa si McCarthy sa pinakamaingay at aktibong tagapagtulak ng interbensyunistang patakaran ng US sa Taiwan. Noong nakaraang buwan, nakipagpulong siya kay Prime Minister ng Taiwan na si Tsai Ing-wen habang nasa US para talakayin ang “independensya” ng bansa mula sa China.

Nagpiket ang 100 katao mula sa iba’t ibang pambansa-demokratikong organisasyon sa harap ng embahada ng US kahapon, Abril 27, matapos ianunsyo ang pagsisimula ng isa na namang “pagsasanay militar” sa pagitan ng US at Pilipinas. Gaganapin ito sa Clark Airbase sa Pampanga at magtatagal hanggang Mayo 12.

Sisimulan sa Mayo 1, dalawang araw lamang matapos ang Balikatan noong Abril at Salakbnib noong Marso, ang “war game” na Cope Thunder na lalahukan ng mga hukbong panghihimpapawid ng dalawang bansa. Dadaluhan ito ng 160 elemento ng US Airforce na magdadala ng 12 F-16 eroplanong pandigma. Inaasahan ding gagamitin ang mga FA-50 ng Philippine Airforce sa naturang war games. Huling nagkaroon ng katulad na war game noong 1990,

Tinawag ng Bagong Alyansang Makabayan bilang “summer slam of subservience” para batikos sa sobrang pangangayupapa ni Ferdinand Marcos Jr at lantarang pagpapakita ng imperyalistang arogansya ng US ang pagsasagawa ng tatlong magkakasunod na malakihang war game sa bansa.

“Ang mahal, perwisyo at mapang-upat na mga war game ay maaring maging permanente oras na ianunsyo ni Marcos at ng presidente ng US na si Joseph Biden ang isang pinasaklaw na kaayusang paneguridad sa pagpupulong nila sa Mayo 1,” babala ng Bayan. Sa aktwal, tinatrato ng US bilang playground o pook-laruan ang Pilipinas para sa mga weapons of mass destruction nito (armas ng maramihang pagpuksa), ayon sa grupo.

Kinutya nito ang rehimeng Marcos Jr sa pamimilit nitong ilusot ang Balikatan bilang paghahanda para sa sakuna. “Ang maitim na layunin nito ay isulong ang hegemony at interes ng imperyalismong US.”

Nanawagan ang Bayan, kasama ang iba pang demokratikong organisasyon, sa lahat ng mga patriyotikong Pilipino na itakwil ang pangangayupapa ng rehimeng Marcos at labanan ang nagpapatuloy ang interbensyong militar ng imperyalismong US sa bansa.

Pinaghihinalaang dinukot ng mga sundalo ang dalawang Mangyan sa Sityo Buol, Barangay Santa Teresita, Mansalay, Oriental Mindoro noong Abril 24. Sa ulat ng grupong Karapatan-Southern Tagalog, tatlong araw nang hindi matunton ang kinaroroonan nina Mary Joyce Lizada at Arnulfo “Ompong” Aumentado, mga tagapagtanggol ng karapatan ng mga katutubo at kasapi ng Bigkis at Lakas ng mga Katutubo sa Timog Katagalugan (BALATIK). Hinahanap sila ngayon ng kanilang mga pamilya.

Ayon sa mga kaanak, ang dalawa ay nasa nabanggit na sityo para mag-imbestiga sa mga kaso ng paglabag sa karapatang-tao ng mga katutubong Mangyan.

Noong Oktubre 2022, kinanyon ng 23rd IBde ang Barangay Santa Teresita at kalapit na Barangay Waygan. Tinatayang higit 6,000 mamamayan, kabilang ang mga Mangyan, ang apektado ng insidente. Naitala rin ang mga kaso ng pambubugbog at iligal na pang-aaresto sa mga Mangyan ng 4th IB noong huling kwarto ng 2022.

“Bilang mga tagapagtanggol ng karapatang-tao at organisador ng katutubo, tumungo sa Mansalay, Oriental Mindoro sina Lizada at Aumentado upang mag-imbestiga. Nakumpirma nilang gaya ng mga paunang ulat, imbwelto ang 203rd IBde at 4th IB sa mga paglabag sa International Humanitarian Law (IHL), tulad ng panggigipit at walang pakundangang pambobomba sa mga katutubong pamayanan,” pahayag ng Karapatan-Southern Tagalog.

Ayon sa grupo, nangangamba ang pamilya at mga mahal sa buhay nina Lizada at Aumentado sa sinapit ng dalawa. Giit ng pamilya, “makauwi sana ang dalawa nang ligtas sa lalong madaling panahon dahil ang tanging hangarin lamang nila ay tumulong sa mga katutubo roon.”

Dumulog na sa lokal na gubyerno ng Mansalay, Commission on Human Rights, mga abugado, mamamahayag, at kapwa human rights defenders na imbestigahan at aksyunan ang pagkawala ng dalawang miyembro ng BALATIK ang Karapatan-Southern Tagalog.

Pinakamataas na pagpupugay ang ipinapaabot ng Makabayang Kilusan ng Bagong Kababaihan (MAKIBAKA) sa National Democratic Front of the Philippines (NDFP) para sa kanyang ginintuang anibersaryo noong Abril 24. Tunay na kasingningning ng ginto ang kanyang mga natamong tagumpay nitong nagdaang limang dekada. Pinagpupugayan natin ang mga martir ng rebolusyong Pilipino lalo na sina kasamang Benito ‘Ka Laan’ Tiamzon at Wilma ‘Ka Bagong-tao’ Austria na ibinuhos ang galing, talino at talento para sa kilusang mapagpalaya. Ang kanilang mga rebolusyonaryong buhay ay nakaukit sa bantayog ng mga bayani ng rebolusyong Pilipino.

Limampung taon na ang nakakalipas nang itatag ang NDFP, ang natatanging alyansa ng mga rebolusyonaryong organisasyon sa Pilipinas. Isa ang MAKIBAKA sa nagsilbing mga tagapagtatag na samahan nito noong 1974, panahon ng matinding sosyo-ekonomikong krisis at ng brutal na paghahari ni Ferdinand Marcos, Sr., na nagbunsod ng higit na pagpapalawak at pagpapalakas ng armadong pakikibaka at kilusang masa. Ang NDFP ay nagsilbing ‘pisi’ na nagbuklod sa kilusang nagsusulong ng armadong pakikibaka upang gapiin ang militaristang diktadurya ni Marcos Sr. na nagpakana ng pasistang terorismo ng estado sa loob ng 14 taon. Kasama ang malawak na hanay ng mamamayang lumalaban, naging susi ang tungkulin ng NDFP na pagbuklurin ang mga makabayan at demokratikong puwersa upang patalsikin ang diktador at isulong ang pambansa-demokratikong adhikain ng sambayanang Pilipino.

Limang dekada ang lumipas, nakabalik muli ang isang Marcos dala ng pambabaluktot ng kanilang madugong nakaraan. Subalit para sa mga rebolusyonaryo na malay sa kasaysayan at sa tunggalian ng uri, tiyak na hindi magmamaliw ang pagsisikap na higit na palagablabin ang apoy ng rebolusyon.

Hindi maitatanggi na ang krisis ng pandaigdigang sistemang kapitalista ay walang ibang tutunguhin kundi ang pagbagsak nito. Walang kaparis ang danas na pagsasamantala at pang-aapi ng masang Pilipino sa kamay ng mga naghaharing-uri at bulok na kasapakat nyang reaksyunaryong gubyerno ng Pilipinas. Matinding kahirapan, kawalan ng lupa, trabaho at nakabubuhay na sahod, at kabulukan ng panlipunang serbisyo ay ang araw-araw na reyalidad para sa masang Pilipino.

Imbes na bigyang lunas ang mga panlipunang suliranin, naging instrumental ang rehimeng US-Marcos II upang walang pakundangang kaladkarin sa gyerang agresyon ng imperyalistang Estados Unidos ang ating bayan. Ang katatapos lamang na ehersisyong militar na nilahukan ng tinatayang labinpitong libong tropa mula sa United States of America at mga observers mula sa Australia, at Japan ay indikasyon ng nagpapatuloy na pangangalaga ng Imperyalismong US sa kanyang pang-ekonomiya, pulitikal at militar na interes sa rehiyong Asya-Pasipiko.

Ilang dekada ang lumipas at walang tunay na pagbabago ang idinulot ng mga nagdaang papet at reaksyunaryong rehimen na walang ginawa kundi pagsilbihan ang among imperyalista at mga burgesya komprador sa kapahamakan ng mga Pilipino. Nagpapatuloy ang kadusta-dustang kalagayan ng mamamayan kung kaya hindi mapipigilan ang pagnanais nitong baguhin ang kanyang kinalalagyan. Tunay na reporma sa lupa, trabahong disente at may nakabubuhay na sahod, at mahusay at maka-masang panlipunang serbisyo ang ilan sa mga pangunahing reporma na nais matamasa ng bawat mamamayan. Ngunit, sa ilalim ng mga namumunong papet ay hungkag ang mga reporma na nais lamang bigyang ilusyon ito ng pagbabago. Tunay ngang matatamasa lamang ng masang anakpawis ang pambansang kalayaan at demokrasya sa lipunang sosyalista.

Ating itanghal ang ginintuang selebrasyon ng NDFP sa pamamagitan ng pagpapalaki, pagpapalapad at pagpapalakas ng ating rebolusyonaryong hanay. Abutin, organisahin at pakilusin ang milyun-milyong kababaihan para sa demokratikong rebolusyong bayan. The call for amnesty for members of the New People’s Army is a sugar-coated bullet. It is a vain psywar attempt to draw public attention away from rampant cases of torture and extrajudicial killings, violation of women and child rights, hamletting of communities, aerial bombing and artillery shelling, perpetrated by soldiers in the drive to traumatize and terrorize the masses, and dispossess them of their lands and livelihood in favor of multinational corporations.

General Centino is grossly hypocritical in talking about amnesty. He himself is directly responsible for the cowardly murder of many revolutionaries, including the wilfull killing of NPA spokesperson Ka Oris in 2021, during which he was the chief of the Philippine Army. As head of the AFP, he is responsible for the recent killing of Rogelio Posadas, NDFP Consultant in Negros, soon after he was abducted by military agents last April 19.

General Centino also wants to obscure the fact how rights under international humanitarian law are being violated wholesale by parading unarmed people (many lured by promises of “relief goods”) as “surrenderees,” denied of judicial processes, and subjected to public humiliation, with many forced to serve as military agents under pain of imprisonment or death, or eventually killed or jailed, after the military no longer finds them useful. The entire “surrender” drive, in fact, is a giant milking-cow of military officers who falsify lists to put their hands on millions upon millions of pesos under the so-called Enhanced Community Livelihood and Integration Program.

Centino’s amnesty proposal will be rejected by revolutionaries who are whole-heartedly committed to serving the oppressed and exploited masses. In the face of the Marcos regime’s heightened fascism and political repression, and subservience to foreign economic and geopolitical interests, they are even more determined to arouse, organize and mobilize the people in their numbers to fight for the country’s sovereignty and people’s well-being.

Communist Party of the Philippines (CPP)-Negros newsletter Ang Paghimakas published a special report today tackling militarization and the human rights situation on the island in the first quarter of the year.

It gave details on 55 cases of human rights violations on the island within the first quarter of the year that affected not less than 5,000 individuals, mostly farmers and farm workers.

These violations were categorized into extrajudicial killings; illegal detention; bombing; threats, harassment and intimidation; physical assault; surveillance; coercion; and violation of rights of hors de combat.

According to the revolutionary publication, the military also occupied homes, churches, and public infrastructures like schools, health centers and barangay gyms.

Wherever there is a concentration of Armed Forces of the Philippines (AFP) and Philippine National Police (PNP) troops, there are also human rights violations, it’s report stated.

According to the report, not less than 300 to 400 military troops were employed at a time by the Philippine Army during its massive combat operations in farmer communities of Negros.

These were monitored in three cities and six towns in Negros Occidental namely Himamaylan City, Kabankalan City and Sipalay City, and Toboso, Calatrava, Moises Padilla, Isabela, Binalbagan and Cauayan.

Meanwhile, massive focused military operations were also noted in two cities and six towns in Negros Oriental specifically the cities of Guihulngan and Canlaon, and the towns of Vallehermoso, La Libertad, Ayungon, Sibulan, Siaton and Santa Catalina.

Ang Paghimakas raised the alarm on the intensifying brutality and atrocities perpetrated by the AFP, PNP and National Task Force (NTF)-Elcac and suffered by Negrosanons almost a year into Marcos Jr’s assumption of power especially because it already recorded 178 cases of human rights violations on the island in Marcos Jr’s first six months.

Militarization is the answer of the inutile regime to the people’s demands for livable wage, genuine land reform, adequate social services, genuine peace and social justice, it’s report said.

The AFP/PNP induces martial law-like conditions aggravating the economic crisis confronting the people that generated inflation and skyrocketing prices of basic goods while wages remain cheap, it added.

Ang Paghimakas also pointed out that Negrosanons are also burdened by the effects of neoliberal attacks such as importation of sugar and rice and other agricultural products, privatization of public services like water and power, and oil deregulation.

It remarked that the situation further worsened because of unending corruption of those in power who are in league with Marcos Jr, and him wasting the people’s money through luxurious travels abroad. ###

Nadakip sila sa Samar habang bumibyahe sakay ng dalawang van sa pagitan ng alas-12 ng tanghali at ala-1 ng hapon. Sila ay brutal na pinahirapan bago pinaslang. Sa kasunod na araw, isinakay ang mga walang buhay nilang katawan sa isang motorboat at pinahila sa gitna ng dagat sa pagitan ng Catbalogan City at Tarangnan island. Doon ay pinasabog ang bangka para palabasing nagkaroon ng engkwentro sa dagat at pagtakpan ang karumal-dumal na krimen.

Sa mahabang panahon, si Ka Benito ay nagsilbing pangulo ng Komiteng Tagapagpaganap ng Komite Sentral, habang si Ka Wilma ang pangkalahatang kalihim ng Partido.

Ang pagkawala nina ka Benito, ka Wilma at ka Joma Sison ay totoong malaking kawalan sa rebolusyonaryong kilusan ngunit sila ay katulad ng mabubuting binhi sa kasaysayan ng rebolusyon sa Pilipinas na yumabong at namunga ng marami pang mga mahuhusay at mabubuting binhi na s’ya ngayong magpapatuloy ng adhikain na mapalaya ang bayan mula sa tanikala ng pambubusabos at pang-aalipin ng malaking burgesya kumprador, panginoong maylupa at Imperyalismong US.

Isang malaking pagkakamali ng mga naghaharing-uri, lalo na ang mga utusan nitong mga mamamatay-taong AFP-PNP sa pag-aakalang magagapi nila ang rebolusyonaryong kilusan at wala ng kapasidad na lumaban ang BHB dahil sa pagkawala ng magigiting nitong lider ng Partido. Pinatunayan na sa kasaysayan na ilang kadre at lider ng Partido ang nagbuwis ng buhay ngunit patuloy na sumusulong ang rebolusyon dahil katulad ng tubig sa ilog pilit man sagipin at harangan ay hindi mapipigilan ang pagdaloy nito. Ang rebolusyon ay patuloy na susulong at higit pang lalakas sapagkat nananatiling hinog ang kondisyon para tuparin ang minimithing paglaya ng bayan.

Poot at galit ang nararamdaman ngayon ng lahat ng inaapi at pinagsasamantalahang mamamayan at rebolusyonaryong kilusan partikular sa probinsya ng Camarines Norte, ngunit ang poot at galit na ito ang magsisilbing gatong sa umaalab at nag-aalimpuyong mga damdamin para sa ibayong pagsisikap na maisakatuparan ang tungkuling ipagtagumpay ang digmang bayan.

Sa harap ng pinatinding krisis ng mala-kolonyal at mala-pyudal at araw-araw na hambalos ng kawalan, pang-aapi at pagsasamantala ng naghaharing uri kasabwat ang imperyalismong US ay laging tinitiyak ng Komite ng Partido sa probinsya ang pagpapalakas sa organisasyon sa pamamagitan ng pagpapagana ng komite hanggang sa batayang yunit ng Partido na umaalinsunod sa prinsipyo ng demokratikong sentralismo at sistemang komite para mabisang maisakatupataran ang programa ng Partido. Patuloy ang pagsisikap ng ACC-BHB-CN sa pamumuno ng Komite ng Partido sa probinsya na maisakatuparan ang atas ng Komite Sentral ng Partido na palagablabin at ikalat ang apoy ng pakikidigmang gerilya. Sa katunayan, sa kasalukuyan ay nakakalat ang mga yunit ng BHB sa probinsya para mag-organisa at ibayong pahigpitin ang pakikipagkaisa at ugnay sa uring magsasaka, manggagawa, mga intelektwal at mga katutubo para sumuporta at mapalahok sa digmang bayan. Puspusan rin ang pagsisikap ng ACC-BHB-CN na muling pasiglahin ang pakikibakang anti-pyudal, pagkokonsolida ng mga baseng masa sa kanayunan sa pamamagitan ng pagtataas ng antas ng kanilang organisasyon katulad ng pagtatayo ng mga Ganap na Samahang Masa (GSM). At ang paglulunsad ng Armadong Pakikibaka. Bahagi rin ng konsolidasyon sa loob ng hukbo at ng Baseng Masa ang paglulunsad ng edukasyon, pulong masa, gawaing kultura, at grupong talakayan.

Higit kailan man, laging handa ang ACC-BHB-CN sa pamumuno ng komite ng Partido sa probinsya na tuparin ang programa at atas ng Komite Sentral ng Partido para mabisang mapamunuan ang masang api at pinagsasamantalahan hanggang sa ganap na tagumpay ng digmang bayan.

Army Commanding General Lt. Gen. Romeo S. Brawner, Jr., honored the 43 Scout Rangers who paid the ultimate sacrifice in the 2017 campaign to liberate Marawi City during a wreath-laying ceremony at the First Scout Ranger Regiment’s (FSRR) Headquarters in Camp Pablo Tecson, San Miguel, Bulacan on April 27, 2023.

Lt. Gen. Brawner, who was accompanied by FSRR Commander Brig. Gen. Freddie T. Dela Cruz, laid the wreath at a monument lined with rifles and combat helmets that symbolized the 43 Scout Rangers including the late Army Captain Rommel B. Sandoval who was posthumously conferred the Medal for Valor for his gallantry in saving a group of Scout Rangers who had been trapped in a building at the main battle area.

The wreath-laying ceremony preceded the Battle of Marawi Symposium that served as a platform where Scout Ranger veterans shared best practices; tactics, techniques, and procedures; lessons learned; and experiences during the five-month campaign to liberate Marawi City from ISIS-inspired terrorists in 2017.

“The successful liberation of the entire Marawi City from the clutches of the Maute Group demonstrated the capability and resolve of the Philippine Army to win what is now acknowledged as the longest urban battle in the history of the Philippines,” Army Commanding General Lt. Gen. Romeo S. Brawner Jr., who served as the deputy commander of Task Force Ranao and spokesman of Task Force Marawi, said in his remarks.

BUENAVISTA, Agusan del Norte – Ten (10) New People’s Army (NPA) rebels surrendered to the Joint Intelligence Unit and 23rd Infantry (Masigasig) Battalion under the Operational Control of 402nd Infantry (Stingers) Brigade on 24 April 2023 at Brgy. Bancasi, Butuan City.

The former CPP-NPA Terrorists are identified as Lino Atipan Namatidong aka Commander Dahon, CO of Headquarters Force NEO; Reyna Nanganlag Namatidong aka Miray, Regional Staff, Education Propaganda; Nestor Panhayan Namatidong, Team Leader; Ronie Namatidong Polistico, Squadleader; Lyka Namulanta Lagaolao, Medic; Besto Tumanan; Ronald Abalang Dungogan who are both members of Squad 4, HQF NEO, and Jerry Pinatubas Inantag, member of SRSDG MTJ EAGLES, SRC 1, all of NCMRC.

Moreover, the former rebels narrated that they voluntarily surrendered due to the difficulties, hunger, and physical exhaustion they were experiencing from the unrelenting government troops’ operations.
The said former rebels decided to return to the folds of the law bringing along with them the following: two (2) M16 rifles, one with attached M203 Grenade Launcher; one (1) AK47 rifle; one (1) carbine; one (1) M203 Grenade Launcher; two (2) Gauge Shot Guns; one (1) homemade shotgun; and one (1) Garand rifle.

Meanwhile, Ltc Jeffrey P Balingao, Commanding Officer of 23IB said that majority of them abandoned the Communist Terrorist Group (CTG) because of the hardships and the realization that they were deceived by the said group.

Thus, BGen Adonis Ariel G Orio, Commander of 402nd Brigade congratulated the troops for a job well done and emphasized that this act of surrender is a testament on the Army’s effort to provide avenues for the rebels to return to the folds of the law in a peaceful manner. On the other hand, the surrendered CTG members will undergo interview as part of the protocol to process their benefits under the E-CLIP program such as livelihood, medical, and legal assistance.

CAMP SIONGCO, Awang, DOS, Maguindanao del Norte – Isang sundalo ng 6th Infantry (Kampilan) Division ang agad na rumesponde matapos masaksihan ang pamamaril ng mga naka-motorsiklong gunmen sa isang ginang na sakay ng pulang Suzuki Multicab sa Crossing Awang, Datu Odin Sinsuat, Maguindanao del Norte pasado alas-4 Myerkules ng hapon (April 26, 2023).

Kinilala ni Major General Alex Rillera, Commander ng 6ID at Joint Task Force Central ang agarang pag-aksyon ng sundalo hinggil sa nasabing insidente at nagligtas ng biktimang si Mila Mendil Ulama, nasa hustong gulang at residente ng Sitio Baimagalen, Brgy. Upper Capiton ng nasabing munisipyo.

“Kinikilala natin ang ipinakitang katapangan ng ating sundalo dahil sa kahandaan nitong ilagay ang sariling buhay sa panganib upang makaresponde sa ano mang pangyayari. Hindi niya hinayaan na may mangyaring masama sa biktima at nailigtas niya ito sa kapahamakan mula sa mga gunmen. Agad naman dinala sa ospital ang biktima na ngayon ay nagpapagaling na”, pahayag ni Maj. Gen. Rillera.

Napag-alaman, sakay ng motorsiklo ang sundalo pabalik sa Crossing Awang mula sa Cotabato City, nang makita nito ang dalawang suspek na magkaangkas sa motorsiklong walang plate number at binaril ng backrider na suspek ang biktima habang nasa loob ng kanyang multicab.

Kaagad binunot ng sundalo ang kanyang dalang baril at pinaputukan ang gunmen kung saan tinamaan ito at tumakbong palayo. Ang kasamahan naman nitong drayber ay pumalayo ng ilang metro.

Habang hinihintay ang sugatang gunman ay pinaputukan ng kasabwat na drayber ang sundalo ngunit sa kabutihang palad ay hindi ito tinamaan.

Hinabol ng sundalo ang patakas na mga suspek sakay ng kanilang motorsiklo papuntang Brgy. Tamontaka, DOS, Maguindanao subalit bumalik ito at inuna ang kapakanan ng biktima na mabigyan ng agarang atensyon na madala sa hospital at mabigyan ng karampatang lunas.

CAMP CAPINPIN – The Philippine Army’s 2nd Infantry “Jungle Fighter” Division condemns the atrocious acts of the CPP-NPA-NDF following the killing of a CAGFU Active Auxiliary member in Calintaan on April 3 and a soldier in San Jose in Occidental Mindoro on Wednesday, April 26, 2023.

On April 25, Pvt Mayuay Onaw, a soldier from the 4th Infantry “Scorpion” Battalion and resident of Sitio Mantay, was returning home from Sitio Danlog after buying construction materials at Barangay Monteclaro. He was with six locals, including his two children, when they were fired upon by eight fully-armed rebels. Three other victims were able to escape while four of them with his children were held and blindfolded. It was later reported that his two children and another victim were released, however, Pvt Onaw was murdered with his body dumped at the location of the shooting incident.

This comes just weeks after one member of the CAFGU Active Auxiliary was forcibly taken and dragged from his house in front of his common law wife and stabbed multiple times by armed men wearing black shirts believed to be NPA members. Last April 3, CAA James Angeles was dragged from his home at Sitio Kintangan in Barangay Iriron and was stabbed to death multiple times by NPA members. Reports reveal the masterminds of the incidents included Regional Operations Command head alias Saylo, Sub-Regional Military Area 4D Secretary alias Insay, Main Regional Guerilla Unit leader alias Busay, and SRMA 4D’s Platun Serna leader alias Lino.

Both slain troops have contributed much to the development and security of their communities; Pvt Onaw, a member of the Tao Buhid tribe, was assigned to Sitio Mantay to help in the development efforts of the government for the indigenous communities. He has been actively helping in various programs that helped improve the IP communities; he was only doing peace development works before he was killed.
These brutal attacks on the troops who were doing community peace and development works are not only an attack on the military but on the peace-loving IP communities.

Additionally, another CAFGU member named CAA Donald Arieta went missing last February 10 while hunting wild chickens at Sitio Siraco in Barangay San Vicente, Oriental Mindoro. On January 26, another CAGFU member named CAA Ruffy Avila and two other civilians named Solomon Puroginto and Jolas Avila were reported missing last while hunting wild boars at Sitio Balani in Barangay Ligaya, Sablayan, Occidental Mindoro. All three are members of the Tao Buhid tribe and residents of Sitio Pusog, Barangay Brigada in the said municipality. It’s believed these incidents are part of the NPA’s new modus “OPLAN Paglilinis-Base Hatol Pamamarusa” which aims to sow terror in the communities, including CAAs and their families who are working with the government forces.

In a statement, 2ID Commander Maj. Gen. Roberto S. Capulong expressed his sincere sympathy to the family, friends, and loved ones of Pvt Onaw and CAA Angeles, and members of the communities who have been terrorized by the CPP-NPA-NDF. He added that the sacrifices of the fallen troops will only serve to impel the military in bringing down the Communist Terrorist Group whose mission is only to bring terror and suffering.

“These terrorist acts of the CPP-NPA-NDF is a stark contrast to the humane acts and kindness shown by 2ID soldiers who are saving the lives of the wounded and injured CPP-NPA-NDF combatants captured in combat.”

“We strongly condemn this atrocious acts of the CPP-NPA-NDF which led to the deaths of our troops. We are warning our kababayans to remain vigilant against the new modus of the CPP-NPA-NDF. As we provide assistance to the bereaved families and work to ensure the perpetrators are caught, we urge the Commission on Human Rights and other human rights advocacy groups to investigate these inhumane
incidents,” said Maj. Gen. Capulong.

Camp Navarro, Calarian, Zamboanga City – April 27, 2023

Marine troops turned over a former member of the Abu Sayyaf Group to the Provincial Local Government Unit of Tawi-Tawi on Monday, April 24.

Joint Task Force Tawi-Tawi Commander, Brig. Gen. Romeo Racadio said the former violent extremist surrendered to the Marine Battalion Landing Team 12 on July 12, 2022, to clear his name and assure his family’s security. He handed over one M1 Garand rifle with a clip and six rounds of live ammunition.

The former ASG member was recruited to be a follower of Sulu-based ASG under sub-leader Jamiri Jawhari, a.k.a. Amah Bers, in 2010. He stayed with the group for eight years and served as the courier/errand of the ASG in Patikul, Sulu.

Joint Task Force Tawi-Tawi formally presented the former violent extremist to Vice Governor Al-Syed Sali and was subsequently turned over to Councilor Nagder Sangkula who represented Bongao Mayor Jasper Que.

“Rest assured that we will continue to monitor the status of the former violent extremist as he returns to mainstream society. We will also continue to process surrendered personalities, in partnership with other government units, for their rehabilitation and reintegration programs,” Lt. Gen. Roy Galido, Commander of Western Mindanao Command, said.

Ilocos Norte village’s dream health care facility now operational

LAOAG CITY –San Joaquin village in Sarrat, Ilocos Norte has realized its dream to have its own health care facility.

There will be at least 10 village health workers and two nutrition scholars who will serve in the center, which was inaugurated Friday.

“This is a big deal for us because we never expected that in just a span of 30 days, we now have this beautiful building in front of us,” said San Joaquin village chief Michael Lardizabal in a media interview.

Funded by the United States government, the Armed Forces of the Philippines (AFP) and US Armed Forces led the construction of the new Community Health Care Center as part of the Balikatan Exercises 2023 under the Enhanced Defense Cooperation Agreement (EDCA).

During a dedication ceremony and formal signing of documents, Philippine Navy Commodore Karl Decapia, deputy commander of the Northern Luzon Command told reporters that aside from the building itself, they plan to equip the health care facility further in order to improve residents’ access to health care services.

The construction of the health center is part of the Balikatan military’s humanitarian and civic works.

This year’s “Balikatan” and 38th iteration overall is the largest annual exercise between the Philippines and the US, with more 17,600 participants.

The exercises started on April 11 and will end Friday.

The closing ceremony of the 38th iteration of the Balikatan was held at Camp Aguinaldo in Quezon City.

Maj. Gen. Marvine Licudine, head of the AFP Education, Training, and Doctrine Command (ETDC) and Balikatan exercise director on the Philippine side, congratulated the 17,600 troops from the two countries, which is the largest number of participants since its inception in the 1990s, as they have successfully honed their skills and interoperability in various exercises such as command post, cyber defense, field trainings, and humanitarian assistance.

Now what’s next? Cope Thunder – Philippines 23-1, that’s what.

For the first time after three decades, the Philippine Air Force (PAF) and the United States Air Force (USAF) will revive the Cope Thunder exercises with primary flight operations over Clark Air Force Base in Pampanga.

The Cope Thunder – Philippines 23-1 will take place from May 1 to 12, according to the US Pacific Air Forces Public Affairs.

Cope Thunder began in the Philippines in 1976 but it had to be stopped after the closure of military bases in Clark and Subic Bay in 1991. The following year, it was moved to the Eielson Air Force Base where it was renamed Red Flag Alaska.

“This is the first iteration of Cope Thunder in the Philippines since 1990. It provides a unique opportunity to integrate forces and improve interoperability between the Philippines and the United States,” the US Pacific Air Forces Public Affairs said.

Approximately 160 USAF service members are expected to fly, maintain, and support more than 12 aircraft from its 35 Fighter Wing, Misawa Air Base, Japan units during the iteration of the exercise.

During the training, service members from the AFP will exchange tactics, techniques and procedures while improving interoperability with their American counterparts.

Among the aircraft seen to be involved in the exercise are the USAF’s F-16 multirole fighters and the PAF’s FA-50 jet trainers.

“Cope Thunder Philippines is designed to provide bilateral fighter training with the Philippine Air Force and improve combined interoperability,” the US Pacific Air Forces Public Affairs said.
