Contrary to his critics’ claim, President Rodrigo Duterte maintained that he is not giving up the country’s sovereign rights to any claimant nation in the disputed West Philippine Sea.
“So now the situation there in West Philippine Sea. We are not giving up our rights,” Duterte said in his speech during last Tuesday’s send-off program for an all-Filipino marine scientists team that will conduct a one-month research in the uncontested Philippine Rise, formerly known as Benham Rise.
Duterte said he had actually discussed the WPS issue with Chinese President Xi Jinping in one of his three visits in China.
“We talked about the China Sea and suddenly I blurted that, “you know, Mr. President, we are claimants to that island and we have this arbitral award. Though I am not insisting on its solution now, I’d like you to know that I am going to China Sea to claim part of our territory and I will dig oil’,” he said.
“I was that forward. It was only pushing on. I really told in front of him in a bilateral meeting, all of them were there,” he said, referring to his Cabinet members including Defense Secretary Delfin Lorenzana.
Duterte said Xi, whom he described as “an ever cool guy,” calmly responded: “Well, we just restored our relationships. I think it’s a new era for us, a new day and if I may beg you not to bring this up forcefully because there will be a time that we will be discussing it”.
Duterte agreed with Xi but reminded him that he will raise the WPS issue again during his term as President.
He said China is now offering a joint exploration and development in the WPS.
“He (Xi) said, maybe you’ll have a bigger share, let’s see,” Duterte said.
Duterte said instead of going to war, he opted to negotiate, a move which has revived and improved Philippines-China relations.
“In a matter of a few months, China was able to build a garrison. And we cannot do it. So he said let us be friends. In the meantime, time will come. There is always a time for everything,” Duterte said.
Aside from the Philippines and China, other claimant countries in the WPS include Vietnam, Malaysia and Brunei.
During their last bilateral meeting on the sidelines of Boao Economic Forum in Hainan, China last month, Duterte said the Chinese leader assured him that China will help the Philippines in times of needs and trouble.
“In China, in front of the Philippine delegation, we will be -- China will never allow the Philippines to be destroyed. We will be there if you need us,” he said.
Duterte said Xi also gave him “encouraging” assurance that “we will not allow you to be taken out from your office and we will not allow the Philippines to go to the dogs”.
“Perhaps because I am a freely elected leader, it could be a very justified statement,” he said.

In compliance with President Rodrigo R. Duterte's directive to establish unity among Filipinos in the country, a group of Muslims from the National Capital Region (NCR) has come together to promote the true meaning and practice of Islam which involves peaceful way of living.
In an interview with the Philippine News Agency (PNA), NCR Mufti Aleem Naquib Taher said that he, together with other Muslim scholars and sector leaders, condemns violent extremism and terrorism which are practiced by other Muslims.
"Ang nangyari sa Marawi ay di gawa ng mga totoong Muslim iyan kung hindi ng mga third party para sirain ang mapayapang pamumuhay ng mga Muslim sa isang community (What happened in Marawi was not done by true Muslims but by a third party to destroy the peaceful living of Muslims in a community)," Taher said.
"Maraming Muslims sa Mindanao ang nag-declare ng ganyan pero dito kami sa (There are many Muslims in Mindanao who have declared the same condemnations but here in) Metro Manila, this is the first time we declared the condemnation against acts of terrorism in the Philippines. Although there are some Muslims who are doing this, it doesn't mean that they represent the millions of Muslims," he added.
Bagong Muslim Balik Islam sector head, Ustadz Ahmad Barcelon, said that "new Muslim converts are the usual victims of terrorist recruiters in the Philippines."
"Ang mga bagong Muslim ang nagiging biktima ng mga extremist group madalas na-re-recruit para sumama sa terorrism activities kasi sila ang may determinasyon sa pagyakap ng Islam kaya nagpapakalat kami ng tunay na aral ng Islam na ang Islam ay tungkol sa kapayapaan at tunay na pag-ibig sa kapwa (The new Muslim converts are the victims of extremist groups to join terorrism activities as they have the determination to embrace Islam so we are spreading the true teachings of Islam about peace and love for others)," Barcelon said.
He said that their group is working on having a spiritual figure head and a grand Mufti who will provide genuine Islam teachings to be observed by Muslims in Luzon and Visayas.
Unity among Muslims and Christians
Presidential Adviser on Muslim and Overseas Filipino Workers Affairs, Dr. Mamasaranao Cabusaran, said that some 150 Muslim religious leaders convened on May 10 "to uphold their condemnation against terrorism and encourage everyone to their share to building harmonious relationships."
In a three-page statement, the group declared that Filipino Muslims cannot use the Islamic State of Iraq and Syria and other terrorist organizations like Al-Qaeda, Jemaah Islamiyah, Daullah Islamiyah, Maute Group, Abu-Sayyaf Group and other similar-minded groups.
The group urged Muslim educational institutions and authorities to prevent the use of any curricula that instigate aggression and extremism - leading to war, chaos and destruction of shared communities.
They also called on the leaders of other religions, civil society organizations and media to unite against prejudice, intolerance, and all forms religious bigotry.
Referring to their statement, Grand Mufti Al-Sheikh Abdel Jabbar Macarimbor said that unity among the Muslims and other people belonging to other religions is a commandment in Islam.
"Iyan ang kautusan ng Maykapal, ang magkaisa ang mga Muslim, para makamit namin ang biyaya ni Allah. Kung magkaka-isa ang mga Muslim, mga Kristiyano at mga indegenous people mababawasan ang mga problema sa Pilipinas, kung mayroong pagkakaiba kailangan unawain ang bawat isa (That is the Almighty's commandment, the Muslims must unite, to receibe the blessings of Allah. If the Muslims, Christians and indegenous people unite problems in the Philippines will decrease, each must be understood if there are differences)," Macarimbor said.
Meanwhile, Commission on Elections' Chief of Judicial Records Division, Dr. Saga Mabaning, said that "the Christians and Muslims must be united in order to have a Filipino united nation."
"Thank you to President Rodrigo Roa Duterte for facilitating and expediting the religious activities of our Muslim brothers to unite the humanities especially our Muslim brothers in the Middle East and the entire world. Because of him, there is now a tangible evidence that Muslims and Christians are united, we are now combatting illegal drugs and the eradication of criminalities, including graft and corruption and the institutionalization of reform in the various bureaucracies in the government," Mabanig said.

The United States remains concerned over developments in the West Philippine Sea (South China Sea), a visiting US official to Manila said Wednesday.
"We have long been concerned about developments in the South China Sea that threatens stability, security and the peace among the nations that are connected to this part of the world," Patrick Murphy, US Principal Deputy Assistant Secretary for Southeast Asia, said in a roundtable discussion at The Peninsula, Makati.
Murphy made the remark when he was asked how US views China's reported installation of missiles in three outposts at the contested West Philippine Sea.
Murphy said they are not a claimant country, but US is an "interested party" in the region.
"What I can say more broadly for the United States as a Pacific nation, the South China Sea or West Philippine Sea is a very important territory for many nations in the region."
"Almost half of the world’s trade and commerce transit through the South China Sea and all of us have interest in abiding by international law to exert our freedom of navigation, our freedom of overflight and the right to unimpeded commerce," he added.
The US official expressed hopes that the disputes will be resolved "peacefully and in accordance with international law."
Murphy said that the principles the parties have agreed on in the past are important. But aside from adhering to these and pursuing dialogue, among others, parties must cease all kinds of activities that increase tensions, or raise the possibility of conflict in the sea lane, he said.
These activities, he said, include the construction, reclamation and militarization in the area.
On May 2, a news network citing US intelligence sources, reported that China installed anti-ship cruise missiles and surface-to-air missile systems on three of its fortified outposts in the contested waters.
With recent reports of militarization, Murphy said this "would suggest that past commitments are being violated."
He pointed out there are commitments not to militarize, "commitments that have been made publicly and privately to the United States and other parties."
"As we may hear, there are ongoing process between ASEAN and China (on) a dialogue that produces a Code of Conduct (in the South China Sea)," he added.
Murphy said that America is supportive of this progress, seeing this important dialogue is quite inclusive, however, "the militarization that has been evident for some time threatens to undermine that dialogue because it puts in the question of good faith of parties coming to the table to try and put together a Code that is binding, that is transparent and can help resolve some of these issues in (the) South China Sea."
China, Taiwan, Philippines, Malaysia, Vietnam and Brunei have overlapping claims on some features in Kalayaan Island Group, located in the West Philippine Sea. The area is believed to have deposits of oil and natural gases.
Presidential Spokesperson Harry Roque last week said the reported construction being done by China is “not new construction” since what Beijing promised is that they would not make new reclamation or artificial islands.
Murphy is in the Philippines to meet with task forces that work on the issue of West Philippine Sea and the reconstruction of Marawi City.
While he did not dropped names, Murphy said he already met with some officials from the Department of Foreign Affairs.

"The AFP — most especially the Muslims amongst us — is one with the Islamic faith in wishing that this month-long period of penance, prayer, and reflection remind each one us of the value of peace, love, and sense of community," AFP spokesperson Col. Edgard Arevalo said Wednesday.
"We wish to exhort our Muslim brethren to be very vigilant, though. The AFP is conscious of the possibility that unscrupulous individuals or groups may be out to sow chaos. Let us, together, prevent them from disrupting the solemn observance of the Holy Month of Ramadan," he added.
The AFP also assured that it will exercise caution and will be mindful of the sensitivities called for during the occasion while conducting focused military operations necessary to safeguard the people and the communities.
Ramadan, the ninth and holiest month in the Islamic calendar, officially began on Thursday.
It is commemorated by Muslims around the world through fasting from sunrise to sunset and prayers.

In recognition of the services and acts of heroism displayed by our armed forces, Department of Transportation (DOTr) Secretary Arthur Tugade enjoined all transportation offices and agencies to grant benefits to all Medal of Valor awardees, as indicated under Republic Act (RA 9049).
Under the law, a Medal of Valor awardee, including his/her widow/widower and/or dependents, shall be entitled to a 20 percent discount on all transportation services, public or private, anywhere in the country.
Beneficiaries will receive discounts on air and sea fares, including advanced booking, and on land fares such as public railways, buses, jeepneys, taxi and shuttle services, and Transport Network Vehicle Services (TNVS).
Medal of Valor awardees and their widow/widower and/or dependents shall also be allowed to use the VIP and heroes’ lounges and facilities in all airports nationwide, free of charge.
To avail of these benefits, the Medal of Valor awardee, his/her widow/widower and/or dependents must present a valid and original Medal of Valor Identification Card issued by the Armed Forces of the Philippines as proof of eligibility. The benefits shall apply to awardees under Presidential Decree No. 1678, which have since been integrated to the Philippine National Police.
Tugade said giving the proper discount and benefits is just a small way of paying back the sacrifices and heroism of the awardees.
“This simple gesture is our way of showing our gratitude to our valiant soldiers. They went above and beyond their call of duty to ensure our safety, and we are forever in their debt,” said Tugade.
Agencies that will be honoring the privileges for the Medal of Valor awardees include the following: Maritime Industry Authority, Philippine Ports Authority, the Civil Aeronautics Board, the Civil Aviation Authority of the Philippines, Manila International Airport Authority, Mactan-Cebu International Airport Authority, Clark International Airport Corporation, Light Rail Transit Authority, Philippine National Railways, Metro Rail Transit 3, and the Land Transportation Franchising and Regulatory Board.

President Rodrigo Roa Duterte on Tuesday asserted the Philippines' sovereignty over the Philippine Rise.
Duterte said he does not distinguish between sovereign rights and sovereign territory because the underwater feature falls within the Philippines' Exclusive Economic Zone (EEZ).
"I no longer talk about sovereign [territory] or sovereign rights. I do not make any distinction. Basta umabot 'yan ng [Exclusive] Economic Zone namin, amin 'yan," he said in a program commemorating the first anniversary of the signing of Executive Order 25, which renamed Benham Rise to Philippine Rise.
Duterte also signed an executive proclamation formally declaring parts of Philippine Rise as a marine reserve.
"Last year I issued Executive Order No. 25 which renamed the erstwhile Benham Rise to the Philippine Rise. Today, I am issuing a presidential proclamation formally declaring parts of this undersea feature as a marine reserve," he said.
The President said around 50,000 hectares of the Philippine Rise shall become a strict protection zone limited to scientific studies to be conducted only by Filipinos at this time.
Duterte added that more than 300 hectares shall be designated as a "special fisheries management area."
Moreover, the President led the send off for some 50 Filipino scientists who were about to begin a six-month research in the Philippine Rise.
"Today we send off our team of talented and competent Filipino scientists who will undertake the coordinated national marine scientific research in the waters above the Philippine Rise," Duterte said.
The scientists are set to conduct mapping surveys, biological investigations, and assessment of the coral reef and fishery stock until November.
He assured the scientists that the resources of the government were at their disposal.
The President stressed that the activities to be conducted by the scientists will be "vital to the protection and management of Philippine Rise and its vast resources."
"I have complete faith in the capabilities of our world-class scientists and I recognize the need to provide them with the necessary means to fulfill [their] mandate," Duterte said as he joked that he would give the scientists one boat each.
He said that when the United Nations Commissioner on the Limits of the Continental Shelf approved our claim to the Philippine Rise a few years ago, the Philippines was "not just granted access to the vast resources" but was also "entrusted with the responsibility to protect it from abuse and misuse."

Duterte also signed an executive proclamation formally declaring parts of Philippine Rise as a marine reserve.
"Last year I issued Executive Order No. 25 which renamed the erstwhile Benham Rise to the Philippine Rise. Today, I am issuing a presidential proclamation formally declaring parts of this undersea feature as a marine reserve," he said.
The President said around 50,000 hectares of the Philippine Rise shall become a strict protection zone limited to scientific studies to be conducted only by Filipinos at this time.
Duterte added that more than 300 hectares shall be designated as a "special fisheries management area."
Moreover, the President led the send off for some 50 Filipino scientists who were about to begin a six-month research in the Philippine Rise.
"Today we send off our team of talented and competent Filipino scientists who will undertake the coordinated national marine scientific research in the waters above the Philippine Rise," Duterte said.
The scientists are set to conduct mapping surveys, biological investigations, and assessment of the coral reef and fishery stock until November.
He assured the scientists that the resources of the government were at their disposal.
The President stressed that the activities to be conducted by the scientists will be "vital to the protection and management of Philippine Rise and its vast resources."
"I have complete faith in the capabilities of our world-class scientists and I recognize the need to provide them with the necessary means to fulfill [their] mandate," Duterte said as he joked that he would give the scientists one boat each.
He said that when the United Nations Commissioner on the Limits of the Continental Shelf approved our claim to the Philippine Rise a few years ago, the Philippines was "not just granted access to the vast resources" but was also "entrusted with the responsibility to protect it from abuse and misuse."

Malacanang on Thursday said the Philippines has discussed China’s missile deployment in the disputed West Philippine Sea (WPS) in a recent meeting through the Bilateral Consultative Mechanism (BCM) between the two countries.
Presidential Spokesperson Harry Roque said it was Department of Foreign Affairs (DFA) Secretary Alan Peter Cayetano who informed him about the recent BCM discussion.
“Based on my latest information, Sec. Cayetano told me that they did not only protest but in the bilateral (consultative) mechanism, wherein West Philippine Sea is being discussed, they talked about the arms, airports, airplanes on these islands,” Roque said in a Palace press briefing.
Asked if the Philippines would file formal protest like what Vietnam did when it requested China to withdraw the missiles, Roque said what the Philippines did was better than filing a protest against China’s militarization of the disputed WPS or South China Sea.
“So what happened was not just protest in paper. There was open, frank, candid, frontal discussion on this issue. We have expressed frontally that we are concerned,” Roque told the media.
The Palace official, however, said the public would not be able to know right away the results of the discussion.
“That’s part of the diplomatic negotiations and communications,” Roque said.
The creation of the BCM was part of the two-pronged approach that the Philippines and China agreed to adopt under the administration of President Rodrigo Duterte to revive the two countries’ bilateral relations.
The first approach tackles the contentious issues such as the WPS or South China Sea dispute while second method focuses on the non-contentious matters like trades and investments as well as people-to-people exchanges.
The inaugural meeting of the BCM was held in Guiyang, China on May 19, 2017 with both sides reaffirming the importance of maintaining and promoting peace and stability and addressing territorial and jurisdictional disputes by peaceful means.
Manila hosted the second BCM meeting last Feb. 13 where representatives from both countries agreed to highlight the importance of the meeting as a consultation mechanism that would continue to contribute to the stable development of bilateral relations.
Roque had earlier said the DFA will exercise all diplomatic approaches to address China’s deployment of missiles and military equipment in the disputed Spratly Islands.
US network CNBC has reported that China has installed anti-ship missiles and surface-to-air missiles on three reefs -- Fiery Cross Reef, Mischief Reef and Subi Reef.
Beijing has reportedly confirmed the report, saying the weapons aim to safeguard China’s sovereignty and security.
China deployed missiles and other military facilities despite the 2016 UN-backed Permanent Court of Arbitration’s ruling nullifying a nine-dash line which China uses to claim nearly the whole of South China Sea.
Duterte had temporarily shelved the arbitral tribunal’s verdict to give way to friendly and diplomatic negotiations to prosper between Manila and Beijing but promised to raise the issue again within his term which will end in 2022.

ABOARD THE BRP DAVAO DEL SUR -- In order to enhance the country's capabilities to protect the Philippine Rise (formerly Benham Rise), Northern Luzon Command (Nolcom) head Lt. Gen. Emmanuel Salamat is looking at the possibility of upgrading the various ports near the above-mentioned territory.
He made this statement when asked on whether there are plans to construct a naval facility in Casiguran, Aurora, the landmass nearest to the 13-million-hectare Philippine Rise.
The Nolcom chief was aboard BRP Davao Del Sur (LD-602), the lead ship of the Filipino flotilla tasked to arrange the commemoration of the first anniversary of President Rodrigo Duterte's Executive Order 25 which renamed Benham Rise to Philippine Rise on May 16, 2017.
The BRP Davao del Sur was joined by eight ships from the Navy, Coast Guard and Bureau of Fisheries and Aquatic Resources (BFAR).
Two FA-50PH jet fighters, a Coast Guard Islander plane and a Navy C-90 patrol aircraft also made a series of fly-by during the dropping of a buoy where a Philippine tricolor was drawn.
"As of now, I don't have an idea except that they have a proposal to, I myself have (a) proposal (to) upgrade and capacitate (the) development of our port facilities so that they can sustain (our) rotational presence here in Philippine Rise," Salamat said.
"Without port facilities, our ships, our maritime (patrol vessels) cannot sustain sustain longer (operations) in the seas," he added.
He admitted, though, that these proposals, should they near fruition, need a considerable amount of resources.
The Philippine Rise buoy laying and flag-raising mission, he said, will set the tempo on more patrols in the area.
"Of course as (soon) as the requirements (we need) are (provided as soon as possible to) Nolcom and (Area Task Force North) in coordination with other maritime agencies like the Philippine Coast Guard, the BFAR, we will continue our rotational presence in Philippine Rise," the Nolcom chief said.

The CPP- NPA Terrorist Leader was identified as Boy Iligan alias ANDRES, male, 36 y/o, married with six (6) children, a Squad Leader of Squad Dos, Platoon 2, GFC21A of the North Eastern Mindanao Regional Committee (NEMRC).
Alias ANDRES decided to surrender because he had longed to be with his family and cannot bear the difficulties they have suffered while he was away.
“Misurender ko kay tungod sa akong pamilya ilabina sakong asawa nga gimahal nako og pagayo. Nagpasalamat ko og dako kay nahimong instrumento ang dakong kahigugma nako sa akong pamilya arun makalingkawas nako sa niaadtung pagka NPA nako”, Ka Andres said in a vernacular.
He revealed that the CNTs is weakening and getting smaller while adding that he experienced miserable life while inside the organization as he needs to endure less food and always on the run to evade government troops.

The Moro National Liberation Front (MNLF) and Moro Islamic Liberation Front (MILF) of the Province of Sulu conducted a peace summit on Bangsamoro Convergence, and in support to the passage of Bangsamoro Basic Law (BBL) and Anti - Terrorism Campaign held at Mindanao State University (MSU) - Sulu Gymnasium, Jolo, Sulu on May 12, 2018.
The said event was organized by BASULTA Contact Group under the leadership of its Executive Director Benhur Usman with financial assistance from The Asia Foundation (TAF) and The Aus-Aid.
The Summit was attended by 200 participants mostly community leaders of MNLF, MILF, Professional and Youth sectors, women and traditional sectors from different Municipalities of the Province.
The activity aims to orient and update the Sulu populace on the ongoing peace process particularly the passage of BBL and build peace constituency that will support the Bangsamoro aspiration.
The resource speakers were unanimous in their contention that the passage of BBL is an antidote to terrorism and radicalism.
Acting Provincial Chairman Abdulmotalib Ismi of MILF Northern Sulu delivered a message of unity and solidarity of the two fronts.
He said, " This is now the time we have to unite as one Bangsamoro regardless of our affiliation. Now is the time we have to leave a legacy to our children, a harmonious relationship with our brothers in faith and humanity. "
The prominent personalities who attended were the following : Prof. Sahie Udjah, Head of MNLF Provincial Secretariat ; Hadji Mansur Pawaki - MNLF Jolo Municipal Chairman ; Alandonie Hassan, MNLF Lupah Sug Revolutionary Chairman; Hadji Cesar Alil - MILF Provincial Chairman, Central Sulu; Abdulmotalib Ismi - MILF Acting Provincial Chairman, Northern Sulu; Sitti Raida Ismi - Provincial Chair, MILF - SWC, Northern Sulu; MILF Base Commander Musackal Abbie, 117th Base Command of Sulu and Tawi - tawi; Dr. Hanbal Bara, Dean, Graduate School - MSU Sulu; Judge Muhusar Amil - President of Bangsamoro Professionals and other Sulu leaders of their own right.
Prof. Udjah, the MNLF Provincial Secretariat Head gave a message on convergence of all fronts.
He argued, " MNLF and MILF are the legitimate defenders of the Bangsamoro people. We are both fighting oppression. Let us support the passage of BBL to correct injustices."
Dean Dr. Bara of Mindanao State University on his part thanked the organizer of the summit and called for the Unity and Solidarity of all sectors by supporting the passage of the BBL.
The summit concluded by signing a covenant showing their unconditional support to peace process and passage of BBL.

QUEZON CITY - The House Joint Committee on Bangsamoro Basic Law (BBL) have delivered a majority vote on the proposed law drafted by the Bangsamoro Transition Commission (BTC) to pave the way for the approval of the committee report on Bangsamoro Basic Law (BBL) without amendments on Tuesday, May 15 here at the Batasan Pambansa, Quezon City.
The result of the voting were as follows: Committee on Local Government, voted 32-3; the Committee on Muslim affairs, voted 27-3; and the Special Committee on Peace, Unity and Reconciliation, voted 27-3.
However, before the joint committee concluded yesterday’s committee report session, BBL well-known critics Zamboanga 1st District Rep. Celso Lobregat, Lanao del Norte 1st District Rep. Mohammad Khalid Dimaporo and 2nd District Rep. Abdullah Dimaporo vehemently opposed the inclusion of Moro dominated areas in Lanao del Norte and Zamboanga City.
Among who voted “no” was Shernee Abubakar Tan of the Party List Kausug-Tausug.

Rep. Lobregat quoted and argued that what President Rodrigo Duterte was saying “the BBL will not pass in Congress” but one observer said during the committee session that Rep. Lobregat is blind and constant in his argument against the BBL.
It is recalled that President Duterte has reiterated his commitment during the turnover of hundreds of loose fire arms in Buluan, Maguindanao that he will resign if the BBL is not passed by May this year.
Lanao del Norte 1st District Rep. Dimaporo questioned the process of voting last April 16 when Deputy Speaker Rep. Bai Sandara Sema approved without amendments the HB 6475 authored by House Speaker Pantaleon Alvarez.
Rep. Juan Pablo “Rimpy” P. Bondoc, Senior Deputy Majority Floor Leader said, they have gone trough the process as stipulated in the committee on rules of the house. “We did not muscle you or estoppel you,” he said, explaining why the house decision should be respected.
He said they must go to the given timeline with due process in order to avoid further delay on the passage of BBL.
House Majority Leader Rodolfo Fariñas said they hope to approve House Bill 6475 by May 30.
"Kailangang ma-approve namin itong BBL by May 30," Fariñas said.
Fariñas said all the concerns of the opposing camps will be heard in the upcoming all-party caucus on HB 6475, before the plenary deliberates on the bill.
The next meeting of the House of Representatives (HoR) after making explanation of their votes, the committee report would then be referred to the committee on rules and to schedule for plenary deliberations where HoR members who would like to raise concern on the BBL will be entertained.
The BBL is long overdue since the 16th Congress. It encountered so many challenges, and criticisms on its constitutionality, such as the 2015 Mamasapano fiasco, the 2017 Marawi Siege.
Yet, it hurdled the test of time, and in due time expected to be passed by congress under the Duterte administration so that once and for all the historical injustices committed against the Bangsamoro are addressed.

If the plan of government to send the Maute surrenders to Malaysia to study agriculture will push through, there is only one overarching explanation to this. President Rodrigo Roa Duterte is dead serious in giving peace all the chances to succeed, and, without saying, he is facing this group squarely. Otherwise, he would charge all of them in court, because a mere surrender does not take away liabilities in committing a crime.
The choice of Malaysia as training site for the surrenderers is perfect. They can learn many things from there, aside from agriculture. The people are mostly Muslims. Their costumes and traditions are like Moros. Despite getting their independence 11 years after the Philippines, Malaysia is far ahead in terms of development including rural and urban planning.
Perhaps, what is more astonishing here is how a 92-year-old former prime minister, who voluntarily resigned from office, managed to come back into politics without necessarily being a politician. Dr. Mahathir Mohammad had already bid goodbye to politics, but when things appeared wrong in his country, he still managed to call his people and they rallied around him. He is now the new Prime Minister of Malaysia.
The Duterte administration is pursuing a policy of talking to those who fight government, including those which are either branded extremist or bandits. Such policy even earns criticisms from many quarters, who chastised government for babying these criminals. Imagine, at some instances, calling the Abu Sayyaf Group (ASG) and now the Maute Group (MG) to peace talks? Set aside the National Democratic Front/Communist Party of the Philippines/New People’s Army, whose peace process with government has been off-and-on and off. To this day, both parties have hard time resuscitating back to life this ailing peace process.
This policy is laudable. It is practical and builds goodwill among men and communities. Few leaders, nay politicians, would dare do this, especially those who are obsessively legalistic.
It might appear at first glance, however, as a weakness, but seen in totality, it is greatness, because it puts the government in higher moral ground. Viewed in all other aspects, the government can never be an underdog.
However, while we praise the Duterte administration for this pragmatic approach, the fact remains that short term approach cannot exchange for long term solution. Palliatives, more often, complicate problem or create more problems.
Without addressing the main root of the insurgency in Mindanao, which is the historical injustices committed against the Bangsamoro people, no solution will ever hold. It might be true that the Maute Group still has remnants. But to us, their capacity to reappear and pose serious threats to government is remote. They are on the run, and they have no mass base to count on.
To us, threats can emerge from frustrations of people over lack of progress in addressing the historical injustices committed against the Bangsamoro people. In this regard, the passage of the Bangsamoro Basic Law (BBL) which is currently under deliberation in Congress is the most immediate antidote to radicalism and formation of extremist groups in Mindanao.

We, in the NDFP panel for the GRP-NDFP peace negotiations, view with great concern newspaper reports about an NPA leader, Elizalde Cañete, being arrested on May 12 while receiving treatment for wounds in Don Carlos Hospital in the province of Bukidnon. We remind the Government of the Republic of the Philippines (GRP) of its obligations under CARHRIHL (Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law) that the GRP and the NDFP have signed as the first substantive item in the agenda of the peace negotiations.
The pertinent provisions in the CARHRIHL are those in Part IV, Article 4, nos. 1 and 6, thus:
1. Persons hors de combat and those who do not take direct part in hostilities are entitled to respect for their lives, dignity, human rights, political convictions and their moral and physical integrity and shall be protected in all circumstances and treated humanely without any distinction founded on race, color, faith, sex, birth, social standing or any other similar criteria.
6. All persons deprived of their liberty for reasons related to the armed conflict shall be treated humanely, provided with adequate food and drinking water, and be afforded safeguards as regards to health and hygiene, and be confined in a secure place…On humanitarian or other reasonable grounds, such persons deprived of liberty shall be considered for safe release.

We are grateful to the Exodus for Justice and Peace (EJP) and its convenor, Bishop Hamuel Tequis, for calling on the GRP to release Cañete on humanitarian grounds and in line with efforts for the resumption of the peace negotiations between the GRP and the NDFP. The EJP has acted several times in the past as third party facilitator in the release of prisoners of war (POWs) by the NPA.
Bishop Tequis pointed out that the NPA has released GRP soldiers and policemen held as POWs. The GRP he said should reciprocate this gesture of goodwill.
We admonish the GRP to honor its commitments under CARHRIHL. Likewise, we warn the GRP that any harm done to Cañete can have adverse consequences to the efforts of both sides to resume the peace negotiations. It can jeopardize the back-channel talks for making preparations for the resumption of the stalled peace talks that have already reached an advanced stage.
