Insulto sa masang anakpawis ang limos na programang ‘food stamp’ na nais ipatupad ng rehimeng Marcos Jr sa bansa, ayon sa Kilusang Magbubukid ng Pilipinas. “Bigyan naman natin ng dignidad ang ating mamamayan. Nagugutom na nga ang karamihan, ituturing pang parang pulubing namamalimos ng pagkain,” pahayag ng grupo.

Inianunsyo kamakailan ni Marcos Jr ang planong magpatupad ng isang Food Stamp Program sa bansa para bigyan diumano ng alibyo ang mahihirap at gutom na Pilipino katuwang ang Asian Development Bank.

Giit ng KMP, huwag sanang ituring ang mga Pilipino na mga pulubing nanlilimos. “Malala ang problema ng kagutuman at hindi ito masusulusyonan lamang food stamps. Kaya nitong masagot ang isa o dalawang beses na pagkain ng isang pamilya pero paano ang kinabukasan at pangmatagalan?” dagdag ng KMP.

Paninindigan ng grupo, ang sagot sa dinaranas na kahirapan ng mayorya ng mga Pilipino ngayon ay disenteng trabaho, kabuhayan, ayuda at abot-kayang presyo ng pagkain.

Ayon naman sa grupo ng mga mangingisda na Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (Pamalakaya), imbes na ‘food stamp’ dapat bigyan ng suporta sa lokal na produksyon ang mga magsasaka at mangingisda para sa epektibong pagtugon sa kagutuman sa bansa.

“Mas sustenable kung magpapatupad ng pangmatagalang…programa ang administrasyong Marcos na layong palakasin ang lokal na produksyon sa agrikultura at pangingisda,” paliwanag ng Pamalakaya. Matitiyak umano ng malakas na lokal na produksyon ang istableng suplay at murang pagkain sa merkado.

Paniniwala ng dalawang grupo na ang pagsusulong ng programang ‘food stamp’ ng gubyerno ay nagpapatunay lamang ng labis na pagkainutil ni Marcos Jr na tugunan ang krisis sa pagkain sa bansa. “Ang pamamahagi ng food stamp ay ang pinakawalang-silbi sa lahat ng mga palyatibong hakbang na maaaring ibigay ng gubyerno,” ayon pa sa KMP.

Sa konserbatibong taya ng Philippine Statistics Authority noong 2021, nasa 19.99 milyong indibidwal o 18.81% ng kabuuang populasyon ang nabubuhay ng mas mababa sa poverty threshold ng bansa na P12,030.

CAMP SIONGCO, Awang, DOS, Maguindanao – Joint AFP-PNP Operatives successfully arrested the bomb expert of BIFF-Karialan Faction on Friday afternoon (May 26, 2023) after serving a warrant of arrest in the municipality of Cotabato Regional Medical Center, Barangay Rosary Heights 10, Cotabato City.

90IB Commanding Officer, Lt. Col. Rowel Gavilanes identified the suspect Kuntong Basilan alias Tong Basilan and Michael Basilan with two cases of Double Murder and Multiple Frustrated Murder and one case of Arson filed against him in the local court.

Lt. Col. Gavilanes added that the operation was jointly conducted by 90IB, 34IB, PNP-SAF and CIDG Maguindanao Provincial Field Unit.

The arrested suspect is also known as a bomb expert, a confidant of the late Ameril Umbra Kato and triggerman of Commander Paradise.

Major General Alex Rillera, Commander of Joint Task Force Central and 6th Infantry (Kampilan) Division confirmed that it also involved some violence not only among uniformed personnel but also among civilians.

“Based on our information, the suspect was involved in gun-for-hire, harassment and landmine attack in the military installation in Sitio Risingan, Dungguan, Aleosan, Cotabato; burning of civilian properties in Sitio Poypoyon, Dungguaan, and Bagolibas, Aleosan and Baliki, Midsayap, Cotobato in 2008, and series of shooting incidents targeted by the PNP and AFP at Sultan Kudarat, Maguindanao del Norte during 2019 to 2020.

“Your AFP and PNP will continue to strive to eliminate threats to peace and maintain order in Central and South Central Mindanao”, statement of Maj. Gen. Rillera.

The accused is now in the custody of CIDG Maguindanao for the corresponding disposition.

CAMP AGUINALDO, Quezon City – The Armed Forces of the Philippines and Indonesian National Armed Forces officially closed the 15th iteration of Training Activity Dolphine XV-23 on Monday, May 29 at the First Scout Ranger Regiment (FSRR) headquarters in Camp Tecson, San Miguel, Bulacan.
 
Brigadier General Freddie T Dela Cruz, Regiment Commander of FSRR, presided over the closing ceremony that underscored the successful attainment of the exercise goals. He also led the presentation of certificates to the participants and a token of gratitude to the Indonesian Army.
 
A total of 40 Filipino and Indonesian soldiers trained side by side in jungle warfare operations, urban operations, and sniping operations during the Philippine-Indonesian military exercise that started last May 21.

The training activity bolstered the tactics, techniques, and procedures as well as sustained the existing partnership between the two military forces.
 
Following the recent pronouncements of President Ferdinand Marcos Jr, the AFP is continuously pushing for improved international defense relations through military training and engagements to foster mutual trust and confidence.
 
The conclusion of TA Dolphine XV-23 marked the AFP and the Indonesian National Armed Forces’ robust partnership and collaborative efforts toward building stronger relations and enhancing training and educational programs for both countries.

The BARMM police records 220 shooting incidents in the region from January to May alone, many of which took place in the two Maguindanao provinces

GENERAL SANTOS, Philippines – Gun violence, some of which resulted in mass evacuations, continued to undermine peace efforts in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), prompting the region’s police chief to order every police unit to review their local anti-criminality strategies.

BARMM police director Brigadier General Allan Nobleza issued the order as he noted an increasing number of gun attacks in the predominantly Muslim region.

From January to May alone, the police recorded 220 shooting incidents, many of which took place in the provinces of Maguindanao del Norte and Maguindanao del Sur.





Nobleza said the situation was unacceptable as he pointed out that some of the shootings took place near police outposts or along patrol routes of the police.

He ordered intensified efforts in combating criminality, particularly in crime-prone areas, and a fresh crackdown on illegal firearms in collaboration with local governments.

On Friday evening, May 26, a woman was killed and another was wounded in an ambush staged by a still unidentified group in the village of Ungap in Sultan Kudarat town, Maguindanao del Norte province.

The attack resulted in the killing of a government nurse, Sarifa Kabagani Gulam, who worked at the Cotabato Sanitarium Hospital in Maguindanao del Norte.

Sultan Kudarat town police chief Lieutenant Colonel Julhamin Asdani said the nurse’s husband, Samir Tula Gulam, an industrial contractor, was seriously hurt as a result of the ambush.


A day before the ambush, two plantation workers were killed in a similar surprise gun attack in Barangay Satan in Shariff Aguak town in neighboring Maguindanao del Sur province.


Police said the victims, Kamsa Sinalambai Abdullaziz and Mohaladin Said Pangalaw, residents of Satan village, were headed to Datu Hoffer town in Maguindanao del Sur when they were ambushed.

Also on Friday afternoon, May 26, a tricycle driver was fatally shot at the old market site in Barangay Poblacion Dalican, Datu Odin Sinsuat town in Maguindanao del Norte.

The victim, identified as 47-year-old Ulem Udal Maulana of the village of Makir in Datu Odin Sinsuat, was believed to have been shot dead in the aftermath of a violent clash between two feuding groups in Barangay Ambolodto, also in the same town, earlier that day, according to municipal police chief Major Regie Albellera.

Albellera said the police received a report about an exchange of gunfire between the two armed groups, one associated with Ambolodto barangay chairman Loay Keith Sinsuat and the other with former Maguindanao provincial board member Jojo Limbona.

A grenade was exploded near a public school in the village of Baka in Datu Odin Sinsuat town on Friday evening, said Albellera.

Sinsuat has alleged that an armed group aboard pick-up trucks with Mindanao State University (MSU) markings had attempted to occupy their village. Limbona, meanwhile, denied any involvement, saying that he was falsely implicated.

Although no one was hurt in the exchange, the skirmishes forced many residents to flee their homes as a result.

Monesa Ayao-Sale, the head of Datu Odin Sinsuat’s Municipal Risk Reduction and Management Office (MDRRMO), said 185 families from Sitio Balong in Barangay Ambolodto evacuated due to the fear of being caught in the crossfires.

There were at least 30 families from Barangay Kurintem and another 20 families from Barangay Sapalan who also fled their homes, the MDRRMO said.

There was also a violent attack in Pagalungan town in Maguindanao del Sur several days before and the town’s mayor, Salik Mamasabulod, denied allegations that it was the handiwork of his men.

Shots were fired at the house of Mamasabulod’s election rival, Suod Matalam, just as the mayor’s convoy passed by on the afternoon of May 17.

Mamasabulod said he and his group passed by Matalam’s house that afternoon but said he was unaware of shots being fired about that time.

Over local broadcaster DXMY, Mamasabulod said he has discussed the matter with Maguindanao del Sur police director Colonel Roel Sermese but did not elaborate further.

GENERAL SANTOS, Philippines – Authorities pounced on a man in a hospital in Cotabato City who turned out to be long wanted for his alleged involvement in bombings in Mindanao and a string of atrocities in the Bangsamoro region since 2008.

Kuntong Basilan, who uses the aliases Tong Basilan and Michael Basilan, was arrested on Friday, May 26, based on warrants in connection to murder and arson cases, confirmed Lieutenant Colonel Rowel Gavilanes, the commander of the Army’s 90th Infantry Battalion.

Basilan, accused by the military as a member of the Karialan faction of the extremist group Bangsamoro Islamic Freedom Fighters (BIFF), was at the state-run Cotabato Regional Medical Center when he was arrested. It was unclear exactly why the suspect was in the hospital, but authorities took him with them.


The Criminal Investigation and Detection Group (CIDG) had two warrants for his arrest, one for double murder and multiple frustrated murders under Criminal Case no. 13-044, and another warrant for arson under Criminal Case no. 08-269. The suspect is now under the custody of the CIDG in Maguindanao del Norte.

Gavinales said Basilan is a bomb expert and a trusted aide of the late Moro Islamic Liberation Front (MILF) leader Ameril Umbra Kato, who figured in the killing of Musa Alamada alias Commander Paradise of the MILF’s 105th Base Command.

Major General Alex Rillera, commander of the Army’s 6th Infantry Division and the Joint Task Force Central, alleged that Basilan was long wanted for a series of atrocities against soldiers and civilians in Cotabato province and what is now Maguindanao del Norte since 2008.

Rillera also alleged that Basilan worked as a gun-for-hire and was linked to harassment and landmine attacks on military installations in Sitio Risingan, Barangay Dungguan, Aleosan town in Cotabato province.


He said that in one of the cases against Basilan, the arrested suspect was accused of burning houses and other properties in Sitio Poypoyon, Barangay Dungguan, as well as in Bagolibas, Aleosan, and Baliki, Midsayap town in Cotabato some 15 years ago.

Rillera said Basilan was also blamed for gun attacks against policemen and soldiers in Sultan Kudarat town in the now defunct Maguindanao province from 2019 until 2020.

MANILA, Philippines – The coast guard of the United States, Japan and the Philippines will hold trilateral maritime exercise in the South China Sea this week, the first such maneuvers between them as a time of growing concern about China’s moves in the region.

The June 1 to 7 exercise in waters off Bataan province was an initiative of the United States and Japan, while Australia would join as an observer, said Philippine coast guard spokesman Armand Balilo said on Monday, May 29.

Four Philippine vessels and one each from the United States and Japan will participate in exercises designed to improve search and rescue collaboration and law enforcement, Balilo said.

The Philippines was approached by Japan and the United States about holding joint maritime exercises in February, the same month when Manila accused China of aggressive activities in the South China Sea, vast stretches of which Beijing claims as its territory.

“This is a usual routine activity among coast guard agencies,” Balilo told a press conference.

“There is nothing wrong with holding exercises with your counterparts.”

Japan, Australia, and the United States have frequently condemned China’s militarization in the South China Sea and have sought to engage closer with US ally the Philippines since Ferdinand Marcos Jr took over as president last year from pro-China predecessor Rodrigo Duterte.

Philippine ties with the United States have gained ground under Marcos, who has been increasingly vocal about China’s conduct, including over its alleged use of a “military-grade laser” against a vessel supporting a navy food re-supply mission.

It has also complained about large numbers of suspected militia lingering near Philippine-held features in the disputed Spratly islands. China maintains the actions of its coast guard are legal and in its waters.

Balilo said the upcoming maritime exercise will include counter-piracy simulations, and possibly an interception exercise involving a vessel carrying weapons of mass destruction.

The journalist-turned-PIA director-general says he wants the agency to be ‘at par’ with private media entities too

MANILA, Philippines – Jose “Joe” Torres Jr., new head of the Philippine Information Agency (PIA), said misinformation and disinformation were his concerns too, as he officially started his term as new director-general.

“Fighting disinformation and misinformation is part of [our work] because on social media, because of the prolification of supposed digital creators, the online world has turned murky, and it’s also affecting the real world,” Torres, who took his oath before Communications Secretary Cheloy Garafil on Monday, May 29, told Rappler in a phone interview.

“We want to help in facilitating [and making sure] that the right information will reach the people,” he added.


Torres began his journalism career in the 80s. He has since held different posts in a variety of news organizations, from alternative to mainstream media. He’s worked for the Saudi Gazette, Isyu news magazine, Manila Times, The Philippine Post, The Sunday Paper, ABS-CBN’s online news website, GMA News Online, and Remate.

His most recent affiliations include being managing editor of the Union of Catholic Asian News, then editor-at-large for LiCAS.news. He was also an editorial board member of Radio Veritas Asia.

Torres, who was appointed to the post by President Ferdinand Marcos Jr. just the week before, acknowledged both the gains and pitfalls of social media.

“We have to accept that we have democratized access to information but at the same time, it entails responsibility, which some social media users forget about. So we have to engage with the public – where should they be getting their information from?” he said.

“At the same time, we work on protecting their rights, for them to exercise their rights in a democratic system of government,” he added.

What does the PIA do?

The PIA is the “official public information arm of the Government of the Republic of the Philippine” – something not everyone seems to understand, said Torres.

It’s not unusual, said Torres, for people to confuse the PIA with the Philippine News Agency, the country’s “official web-based newswire service.”

“There are calls for us to be independent from government [but] we cannot be independent because that’s [our job], we are the government’s information agency,” he said.


Their job is to amplify and disseminate what government agencies are putting out. For instance, said Torres, it’s their task to tell the public why vaccines are important, as the health department rolls out its vaccination programs. It’s also their job to help the Department of Social Welfare and Development (DSWD) inform potential beneficiaries of the services they can avail of, and how they can qualify.

Torres dreams of a PIA that’s “at par with other communication agencies…even the private agencies, news agencies.” He wants to “modernize” the agency – from its equipment to the way it communicates.

“We [will] need a lot of writers, a lot of creative people,” he added.

The PIA, an agency directly under the Presidential Communications Office, covers 16 regional offices and 78 provincial information centers.

Torres told Rappler that the first six months of his term will be spent figuring out his planned modernization, as well as engaging with PIA offices around the country.

COTABATO CITY - The Philippine military on Saturday said army troops and Moro Islamic Liberation Front (MILF) members captured four young fighters of the local ISIS group in a rare joint operation in Lanao del Sur province in the restive Bangsamoro autonomous region, a hotbed of Muslim insurgency in the South.

Security officials said intelligence provided by the MILF led to the capture of the Dawlah Islamiya (DI) - Arabic words for "Islamic State" - fighters on Thursday evening, May 25, in Pabrika village in the town of Marugong.


It was unknown whether the military delayed the release of the information to the press due to continuing joint operation between the army and the MILF or the ongoing interrogation of the captured Islamists, two of them 18 years old and the other pair 14 and 16.

One of the fighters, Saidi, is the younger brother of DI sub-leader known by his nom de guerre Abu Sham, according to Army Maj. Gen. Antonio Nafarrete, commander of the Joint Task Force ZamPeLan.

"Troops of the 32nd Infantry Battalion acted on information from the Moro Islamic Liberation Front members under Esmail Cosain regarding the presence of unidentified armed men in Barangay Pabrika, Marugong, Lanao del Sur. While moving towards the target area, operating troops, composed of a platoon of soldiers and five MILF members, sighted a group of armed men. Sensing the presence of the government forces, the armed men scampered in different directions prompting the troops to execute a hasty raid," Nafarrete said.

He said the four DI fighters are all under Juhari Sandab, whose group is operating in the province. "Accordingly, they were waiting for supplies and foodstuffs coming from their supporters in the area," the officer said, adding, soldiers also seized weapons and explosives from the four fighters.

Among the seized weapons were one M14 rifle, one M16A1 rifle, one Remington R4 rifle, one M1903 Springfield rifle, M203 grenade launcher and five 40mm grenades; including five improvised explosives and assorted magazines and ammunition.

Army Lt. Gen. Roy Galido, chief of the Western Mindanao Command, commended Nafarrete for the capture of the four fighters and cited "the good relationship between the MILF and the military in the area, which resulted in the successful operation."

The MILF signed a peace deal with the government in 2014, but despite the accord, the members of the former rebel group are still heavily armed and continue to maintain dozens of strongholds in the region.

The DI considers the MILF a rival and branded its members as "apostate Moro militia" and declared a total war with them, according to the Middle East, Iran, South Asia, and North and West Africa (MEMRI).

MEMRI reported that members of the "Islamic State East Asia Province" (ISEAP) claimed responsibility for the May 13 attack against MILF positions with machine guns in the village of Tuayan in Datu Hoffer Ampatuan town in the neighboring province of Maguindanao causing MILF members to flee. ZAMBOANGA CITY - Three Abu Sayyaf terrorists surrendered separately to the Philippine Navy in the southern Muslim province of Basilan and Sulu with security officials saying the trio may be given amnesty under the government's Enhanced Comprehensive Local Integration Program.

The trio - Akmad Hassan, Sibar Asid, and Anting Addalal - who surrendered on Thursday, May 25, also underwent a thorough medical check-up at the military's Camp Navarro General Hospital here to ensure their well-being, said Rear Adm. Donn Anthony Miraflor, commander of the Naval Forces Western Mindanao (NFWM), which facilitated the surrender of the terrorists.


"They were turned over to the Joint Task Force-Basilan and Joint Task Force-Sulu, in collaboration with MPOS-BARMM, for proper documentation and appropriate disposition, and their possible inclusion in the Enhanced Comprehensive Local Integration Program," Miraflor said, referring to the Ministry of Public Order and Safety of the Bangsamoro autonomous region.

"They (surrenderers) willingly turned over a significant cache of firearms and explosives, demonstrating their commitment to leaving behind their militant activities," he added.

The former Abu Sayyaf members turned over one M16 rifle, one M1 Garand rifle, one .45-caliber pistol, one fragmentation grenade, one smoke grenade, one canister of tear gas and ammunition, according to Miraflor, who said the men were presented to Army Lt. Gen. Roy Galido, chief of the Western Mindanao Command. "The continuous surrender of ASG (Abu Sayyaf Group) members is a testament to the NFWM’s unwavering efforts to establish lasting peace and security in the Western Mindanao," he said. MANILA – The Philippine Coast Guard (PCG) will hold its first-ever trilateral maritime exercise with the United States Coast Guard (USCG) and the Japan Coast Guard (JCG) off the waters of Mariveles in Bataan from June 1 to 7.

The PCG will deploy BRP Melchora Aquino (MRRV-9702), BRP Gabriela Silang (OPV-8301), BRP Boracay (FPB-2401), and one 44-meter multi-role response vessel, while the USCG and JCG will send USCGC Stratton (WMSL-752) and Akitsushima (PLH-32), respectively.

The PCG acquired the BRP Melchora Aquino and the participating 44-meter MRRV through the Japan International Cooperation Agency-Department of Transportation Maritime Safety Improvement Project.

In a news release, the PCG said the joint maritime exercise would strengthen interoperability through communication exercises, maneuvering drills, photo exercises, maritime law enforcement training, search and rescue (SAR) and passing exercises.


Participating coast guard personnel will demonstrate a scenario involving a suspected vessel involved in piracy.

The joint law enforcement team from the three coast Guards will carry out a boarding inspection followed by a SAR operation.

PCG Vice Admiral Rolando Punzalan Jr. said the exercise would also improve maritime cooperation and understanding.

"The US Coast Guard and Japan Coast Guard have been assisting us in our human resource development program, particularly in law enforcement training. This is a good opportunity to thank and show them what our personnel learned from their programs," Punzalan said.

The week-long exercise also involves a sporting event to strengthen the three coast guards' camaraderie, a special interest exchange for women in maritime law enforcement, and an expert exchange for PCG personnel's professional development.

MANILA – The Philippine National Police on Monday (PNP) warned candidates for this year's Barangay and Sangguniang Kabataan Elections (BSKE) not to give in to the extortion demands of lawless elements such as the Communist Party of the Philippines-New People’s Army (CPP-NPA).

PNP chief Gen. Benjamin Acorda Jr. is particularly referring to the direct payment by candidates to the communist rebels who carry out extortion activities via their "permit to campaign" and "permit to win" during polls.

“Let me caution candidates who will fall for this election racket of the CPP-NPA that any form of monetary or material support to the CPP-NPA, a terrorist organization, is tantamount to ‘terrorist financing’ that is punishable under Republic Act No. 11479 or the Anti-Terrorism Act of 2020. And if the donor or giver is an incumbent Barangay or SK official, the crime is further aggravated by willful disloyalty to their Oath of Office,” Acorda told reporters during a press briefing held at Camp Crame, Quezon City.


Acorda, meanwhile, said they do not foresee serious security problems for the Oct. 30 polls.

“This early, we do not foresee any serious peace and order concerns on a national scale in the barangay and SK elections. The actions of some remaining active guerrilla fronts of the CPP-NPA are closely being monitored for possible conduct of atrocities,” Acorda said.

The 90-day election period for the election of officials of some 42,022 barangays across the country will run from Aug. 28 to Nov. 29.

The country’s top cop also urged candidates in this year's BSKE candidates and the public to coordinate with authorities for their security and safety.

“On the part of the persons of those who are affected there are procedures that can be adopted and they can avail of some of the exemptions being provided for by Comelec (Commission on Elections) like gun ban exemptions, they can avail of that and I think there was also a set date of the processing of these gun ban exemptions,” he noted.

Acorda said they would also conduct threat assessments to determine if barangay officials would need a security detail.

According to the PNP's Police Security and Protection Group, officials can only have one police officer and one protective agent to secure them but this can be augmented based on the results of the threat assessment conducted by the PNP.

Acorda also urged candidates to undergo drug testing for them to be able to present to their constituents a “clean bill of health”.

“This is a magnanimous manifestation of the individual candidate’s support of the national anti-illegal drugs campaign and should be recognized by constituents as a personal display of leadership by example, especially among SK candidates who represent the youth sector,” he said.

The COC filing period for the 2023 BSKE will be from Aug. 28 to Sept. 2.

TACLOBAN CITY – Four suspected members of the New People’s Army (NPA) were killed after a clash with government troopers Sunday on the outskirts of Catarman, Northern Samar.

Several firearms were seized after the clash, the Philippine Army’s 803rd Infantry Brigade said on Monday.

The report said two male and two female combatants died during the 15-minute clash that took place past 2 p.m. in upland Mabini village.

“Acting on tips from residents on the presence of armed NPA rebels, our troops have been patrolling the boundaries of Catarman, Bobon, and Lope de Vega towns. It was almost an ambush since the NPA rebels opened fire on the patrolling soldiers,” said Capt. Capt. Valben Almirante, spokesperson of the Army’s 803rd Infantry Brigade.

The rebels belong to the NPA sub-regional guerilla unit deployed to reinforce the NPA front committee 2 dismantled by the military early this year.

After the clash, soldiers recovered two M16 rifles, two caliber 45 pistols, magazines, and the rebels’ belongings.


“This is a huge setback since the front committee 2 is already dismantled and the unit that took over the area also lost some of their fighters in this encounter,” Almirante added.

The military has been monitoring the movement of two remaining guerilla fronts in Eastern Visayas, all operating in Northern Samar.

They are hiding in the upland villages of Catubig, Las Navas, Silvino Lobos, Palapag, Mapanas and Gamay towns.

Several upland communities in the province are considered the hotbed of the communist terrorist group due to thick forests and poor road networks.

PARANG, Maguindanao Norte – More police forces have been deployed to Marogong town and nearby areas in Lanao del Sur to ensure the safety of civilians after the Daesh-linked gunmen threatened to launch a Marawi-like siege.

Brig. Gen. Allan Nobleza, police regional director for the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), arrived in Marogong on Monday and assured local officials and civilians that the police will protect them.


A police mobile force company from Camp SK Pendatun, the regional headquarters of BARMM police based here, was dispatched to Marogong as early as Sunday morning.

“I came over to ensure and monitor the peace and security of the area and conducted a consultative meeting with local officials,” Nobleza said in a statement.

He assured Marogong Vice Mayor Haroun Marohom of police and military presence in his town.

Nobleza’s visit came after the local Islamic State of Iraq and Syria (ISIS) group led by Fajarudin Pumbaya Pangalian, the self-declared leader of Dawlah Islamiya (DI) militants in the country, threatened to launch terror attacks.

The group ordered the civilians to leave Marogong using a two-way radio communication set, forcing about 2,000 individuals to flee to nearby towns leaving a few men to take care of their valuables since Friday night.

In his threat on Saturday, Pagalian said the offensives will be carried out if the four ISIS members earlier nabbed by the Moro Islamic Liberation Front and turned over to the military with their firearms are not freed.


No attack was launched so far but Nobleza said the police will stay in town whether the ISIS-linked militants will make true the threat or not.

“The national government, especially the Philippine National Police, is very much concerned about the safety of the people of Marogong considering the threat posed by the DI group in this municipality,” he said.

Nobleza said many civilians have returned home, but a few, especially women and children, prefer to stay with their relatives in neighboring towns of Binidayan, Tubaran, and Marawi City for the meantime.

ZAMBOANGA CITY – A female New People’s Army (NPA) leader and two other women rebel fighters have separately surrendered to the Joint Task Force (JTF)-Zamboanga Peninsula and Lanao (ZamPeLan) amid offensives against them in the region.

Maj. Gen. Antonio Nafarrete, JTF-ZamPeLan commander, said the female NPA leader identified only as Ka Maui surrendered Sunday to the Army’s 103rd Infantry Brigade in Kampo Ranao, Marawi City.

Nafarrete said Maui, 34, served as the secretary of the Sub-Regional Committee-5 of the NPA’s North Central Mindanao Regional Committee.

She was recruited as a member of the NPA youth sector in 2007 and became a full-time guerilla fighter in 2011.

Meanwhile, Nafarrete said the other two NPA surrenderers identified as Ka Baby, 19, and Ka Jean, 25, also surrendered to the troops of the 10th Infantry Battalion Sunday in Barangay Litapan, Josefina town, Zamboanga del Sur.

Both Baby and Jean are members of the Iskwad Dos, Platoon Uno of the NPA’s Guerilla Front Sendong. They were wounded in a clash against government troops in Barangay Siloy, Calamba, Misamis Occidental on March 31 this year.


Lt. Gen. Roy Galido, Western Mindanao Command chief, attributed the surrender of the three NPA rebels to the "relentless efforts" of the Army’s 102nd and 103rd Infantry Brigades and police counterparts in the Zamboanga Peninsula and Lanao provinces.
