CAMP GEN SERVILLANO AQUINO, Tarlac City (DWDD) – Nineteen (19) communist terrorist in Mountain Province surrendered to troops of the Armed Forces of the Philippines – Northern Luzon Command (AFP-NOLCOM).

According to data released by the AFP NOLCOM, the rebels surrendered to officials on April 26, Thursday. Two of them were members of the New People’s Army (NPA), while the rest were Militia ng Bayan. The two NPA fighters were residents of Ifugao and Mountain Province operating in the Cagayan area, while the Militia ng Bayan members were from the Cagayan Valley.

With the latest development, NOLCOM spokesperson Lieutenant Colonel Isagani Nato said more communists are expected to surrender given the intensified operations in the area. “NOLCOM [is] expecting more from the ranks of the communist terrorists to surrender in the coming days, as NOLCOM units relentlessly pursue the conduct of focused military operations in their identified sanctuaries,” he said.

Philippine Army spokesperson Lieutenant Colonel Louie Villanueva said a total of 6,709 rebels have surrendered—not counting these 19—and 288 firearms have been seized since the peace talks were terminated November last year. “The Philippine Army, as the main force provider of the Armed Forces of the Philippines, fully supports the commander-in-chief on his thrusts and advocacies to totally eliminate the CPP-NPA-NDF terrorists and the other threat groups,” he said.

“Due to intensified military operations, there was a significant increase in the number of surrenderees particularly from the CPP-NPA terrorists,” he added. NOLCOM / MCAG

Ombudsman withdraws raps vs Misuari for 'lack of evidence'

From the Philippine Star (Apr 28): Ombudsman withdraws raps vs Misuari for 'lack of evidence'

The Office of the Ombudsman has moved to drop two of the six cases it filed against Moro National Liberation Front founder Nur Misuari in connection with the alleged anomalous procurements made during his term as governor of the Autonomous Region in Muslim Mindanao.
In a motion dated April 16, filed before the Sandiganbayan Third Division, the ombudsman's Office of the Special Prosecutor moved to withdraw one count each of graft and malversation of public funds through falsification of public documents, which it filed against Misuari and former regional officials of the Department of Education in May last year.

In a resolution attached to the motion, the ombudsman admitted that it is withdrawing the two cases for “lack of sufficient evidence.”

The motion came after the Third Division, in its Aug. 31, 2017 ruling gave the prosecution a chance to gather additional evidence to support its charges.

It can be remembered that in the cases it filed on May 22, 2017, the ombudsman's prosecution team charged Misuari with three counts of violation of Republic Act 3019 or the Anti-Graft and Corrupt Practices Act and another three counts of the complex crime of malversation of public funds through falsification of public documents under the Revised Penal Code.

Named as Misuari's co-accused in the cases are former regional officials of DepEd namely; then DepED-ARMM director III Leovigilda Cinches, chief accountant Pangalian Maniri and supply officer Sittie Aisa Usman, as well as several private individuals.

Based on the information of the cases, a total of P115,220,454 was paid by the ARMM government to three private suppliers from 2000 to 2001 for the supposed purchase of educational kits for the public schools in the region.

Of this amount, P31 million was allegedly paid to MBJ Learning Tools on Dec. 21, 2000 while P46.261million was paid to CPR Publishing on July 24, 2001 both for the supply of information technology packages.

An amount of P37.959 million, meanwhile, was allegedly paid to White Orchids Printing and Publishing House in September 2001 for the supply of educational materials.

The ombudsman said none of the supposed purchased materials were ever delivered. Instead, the respondents allegedly falsified disbursement vouches, purchase orders, canvass reports, sales invoices, delivery receipts and other supporting documents to make it appear that the transactions were above board.

However, in its Aug. 31, 2017 resolution, the Third Division noted that while the prosecution alleged that Misuari and Usman signed the purchase order and inspection report, respectively, pertaining to the transactions with White Orchids, these documents were not among those transmitted by the prosecution to the court as part of the records of the cases.

However, instead of outrightly dismissing the cases pertaining to the alleged anomalous procurements from White Orchids, the Third Division gave the prosecution opportunity to submit additional evidence.

In its motion, the prosecution said it had coordinated with an audit team from the Commission on Audit who conducted an investigation on the questioned ARMM transactions but the team said the documents requested are not in their possession or could no longer be located.

The prosecution said it had also coordinated with the ombudsman's Military and Other Law Enforcement Offices which is the nominal complainant in the cases, as well as the with the DepEd-ARMM, but both agencies said they cannot locate the requested documents.

“Thus, in view of the fact that the documents relative to the transaction between White Orchids and DepEd ARMM could no longer be located and produced despite diligent efforts, the prosecution hereby moves for the withdrawal of Informations for Criminal Case Nos. SB-17-CRM 1019 and 1022,” the prosecution said

MILF: Stakeholders Set Guidelines for Sustainable Peace

Posted to the Moro Islamic Liberation Front Website (Apr 28): Stakeholders Set Guidelines for Sustainable Peace

IN PHOTO- Participants to the workshop listen to the presentation of one of the speakers at Bai Fatima Matabay Plang Memorial Gymnasium, Doruloman, Arakan, Cotabato

Over 50 highly selected individuals have shown their eagerness and collective efforts to work for sustainable peace held at Hadja Bai Fatima Matabay Plang Memorial Gymnasium, Community Foundation College of Science and Technology (CFCST), Doroluman, Arakan, Cotabato on April 20-22, 2018.

Under the auspices of Bangsamoro Development Agency- Central Mindanao (BDA-CenMin) in line with its Peace Building Program, the 3-day Workshop on Sustainable Peace was participated by representatives from various stakeholders from Arakan, Cotabato, such as: United Bangsamoro of Arakan Valley for Peace (UBAVP), Unity and Reconciliation Committee (URC), Muslim Youth Religious Organization (MYRO)-CFCST Chapter, employees and Supreme Student Council (CSSC) of CFCST.

“Participation to the workshop we were able to set guidelines to ensure that peace becomes sustainable,” said Prof. Anok U. Nonakan, Dorm Manager III, CFCST, and one of the participants.

“This is the best formula for sustainable peace: a people-centered approach where human beings are transformed to a unique persons where moral and spiritual developments precede over material development,” said Masulot Mintok, UBAVP President.

Peace and violence mainly rely on how far men and women behave, for it is through them that make what the world would be, explained Musib A. Plang, URC Representative.

“The state of peace and success of any nation depends on how people are enlightened, morally and spiritually,”

Mintok added.

“I know that we, the youth are the hope of our nation in the future to achieve lasting peace despite the longest history of bloodshed due to centuries-old injustices perpetrated by colonial powers from some parts of the world. This workshop is an important tool that serves as our guiding principles in attaining sustainable peace, stressed Saddam Abdulwahid, President, MYRO-CFCST Chapter.

“That is why, we need to establish strong foundation of peace within ourselves,” Plang retorted in response to what Abdulwahid have said.

“Hence, the people-centered approach is the best way to ensure that moral and spiritual developments precede over material development. This is the most appropriate formula for sustainable development,” said Nonakan during a conversation with the BDA-CenMin Team.

“This is also the best way where the youth are guided in the most upright way to safeguard them from any temptation and makes them free from all kinds of illegal acts and extremist groups,” clarified Mintok during his message of support to the activity.

“So, we thank the BDA for facilitating this workshop as this plays vital role to remind us that attaining sustainable peace in our homeland is neither impossible dream nor an unreachable aspiration as long as the Bangsamoro behave the way it would be along with their utmost collective struggle to regain their right to self-determination in the most diplomatic and civilized ways,” said Kadatuan Makalin, SSC President.

The BDA-Central Mindanao believes that the Bangsamoro, amidst all the injustices including divide-and-rule tactic committed against them by the oppressors are continuously working hard to empower itself in accordance with the universally accepted norms and standards of international law.

NDF: On the AFP’s brutal killing of 15-year old Rondi Ondo

Propaganda statement posted to the National Democratic Front Website (Apr 29): On the AFP’s brutal killing of 15-year old Rondi Ondo

The CPP condemns in the strongest terms possible the AFP’s Eastmincom for the despicable killing of 15-year old boy Rondi Ondo last Saturday (April 21) in Barangay Astorga, Davao del Sur. Ondo, was with his uncle and cousin collecting coconuts when operating troops of the AFP fired upon them mistaking them for NPA fighters.

The CPP further condemns the AFP for claiming that Rondi was a “child soldier” of the NPA in a futile effort to cover-up their crime. Rondi’s mother, Marissa, vehemently denies that he was an NPA member. The AFP’s fake news mill is daily churning out increasingly incredulous lies in the mass media to fool the people.

This incident of child killing adds to the growing list of atrocities committed by the AFP against the peasant masses under Oplan Kapayapaan.

CPP: Manggagawang Pilipino, magkaisa at buklurin ang buong bayan!

Propaganda statement posted to the Communist Party of the Philippines Website (Apr 29): Manggagawang Pilipino, magkaisa at buklurin ang buong bayan!

Communist Party of the Philippines

29 April 2018
