CAMP EVANGELISTA, Cagayan de Oro City- On March 9, 2023, a high-ranking communist terrorist group (CTG) commander surrendered with nine (9) AK47 weapons to the forces of the 3rd Special Forces Battalion and local government unit in Bayugan City, Agusan del Sur. The number of neutralized communist terrorist groups (CTG) keeps rising.

The surrendered CTG commander, identified as Patrick Tejeros Wagdos, will be enrolled in the government’s Enhanced Comprehensive Local Integration Program (ECLIP).

In February, five (5) further CPP-NPA Terrorists (CNTs) surrendered in Surigao del Sur and Agusan del Sur. Marion D. Tanso and Mariel G. Domino surrendered in Sitio Sunrise, Barcelona, Lingig, Surigao del Sur to the 23rd Infantry Battalion, 4ID and the 67th Infantry Battalion, 10ID. Romel A. Versusa, Fiderico M. Bahian, and Dondon C. Manpinsahan surrendered to 23IB at Jamboree Site, Purok 6, Barangay Alubihid, Buenavista, Agusan del Sur, along with three (3) high-powered guns.

Some surrenderees revealed that terrible hunger, exhaustion, and a strong yearning to be with their families and loved ones led them to lay down their arms and leave the foolish cause. In addition, they disclosed that unpredictable leadership, corruption within the CTG, and the loss of support from their prior mass bases had had a devastating effect on their morale.

Since the start of 2023, 49 CNTs have been neutralized (3 killed during encounters, 1 captured, and 45 surrendered). This includes vice commanding officers such as Ricky Mahinay and Leobert Sumatra who are deemed high-value people (HVIs).

The 4ID Commander, Maj. Gen. Wilbur C. Mamawag, stated in a statement that the serial elimination of CTG is a clear indication that the terrorist organization is currently in disarray and that we anticipate an influx of surrenderees in the coming weeks.

“Former rebels’ willingness to rejoin the legal system is a strong indication that the terrorist organization is on the verge of disintegrating. And with our enhanced Focused Military Operations and cooperation efforts under the aegis of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), it is anticipated that this positive trend will continue “Maj. Gen. Mamawag stated.
