Three years after the bloody Oplan Sauron, and most recently the rampage of Supertyphoon Odette, militarization in the countryside of Central Negros aggravates and worsens the socioeconomic crisis affecting the people.
On the 3rd year of the cold-blooded murder of 6 civilians last 2018, infamous as ‘Oplan Sauron 1’, justice continues to be elusive to their families left behind. Their murderers like Debold Sinas, Cecil Burgos-Villavert, and their mastermind Duterte are still at large. What’s worse is that human rights violations committed by the AFP/PNP/NTF-ELCAC combine continue to pile up as the desperate US-Duterte regime intensifies counterrevolutionary schemes in an attempt to foil the revolutionary movement.
Amid the Covid-19 pandemic and constant fear of the people with the AFP’s presence and operations in the countryside, cases of red-tagging, torture, intimidation, gun-pointing, indiscriminate firing, frustrated murder and murder continue to hamper the livelihoods of the impoverished masses. The AFP’s relentless attacks mostly target innocents that blatantly disrespect the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL).
Just recently, there are reports that the military pressured barangay officials in Guihulngan to force the people to help in rehabilitating their damaged detachments, with clear disregard of the situation of the homes and livelihoods of the masses that need to be prioritized after the wrath of typhoon Odette, with the prices of roofing and other housing materials almost tripling in value. The AFP forces the masses to repair their detachments, yet when the same people help each other through ‘dagyaw-alayon’ and ‘bayanihan’ systems, they are quick to tag them as NPAs and disrupt such collective efforts. This situation is most probably similar in other municipalities in Central Negros as well. No adjective is more appropriate for the AFP but insensitive and self-serving.
On top of these, there are also reports that the military are having drinking sprees on their operations during the holiday season as what happened in Sitio Banat-e, Barangay Macagahay, Moises Padilla, Negros Occidental. Around a month ago, troops in Sitio Kasingan, Barangay Trinidad, Guihulngan City, Negros Oriental also indiscriminately fired in their detachment in the middle of the night causing fear to the population nearby. The AFP has the audacity to squander taxpayer money and live in decadence, like their corrupt Commander-in-Chief Duterte, while the Negrosanons and the Filipino people struggle to survive a pandemic, supertyphoon, and a brutal, corrupt, tyrannical, and treacherous regime.
With this, the LPC-NPA calls on the masses in Central Negros to unite and amplify their demand to stop the militarization in the countryside that continues pester their lives and livelihoods. They should demand for immediate rehabilitation and aid, and for the government to stop overspending on infrastructure projects and the NTF-ELCAC. Meanwhile, the NPA will continue to protect the well-being of the people through the expansion and consolidation of its mass base, agrarian revolution, and launch tactical offensives to frustrate Duterte’s counterrevolution and to advance the Protracted People’s War. ###
