BAUKO, Mt. Province — Presidential Peace Adviser Sec. Carlito G. Galvez, Jr. affirmed the national government’s pledge to honor the commitments it had made under the 1986 Mt. Data Sipat with the Cordillera Bodong Administration – Cordillera People’s Liberation Army (CBA-CPLA).

These commitments include, among others, the implementation of the Normalization Program for CBA-CPLA members, as well as supporting the Cordillerans people’s push for genuine autonomy in the region.


“Patuloy po nating isusulong ang ating adbokasiya tungo sa pagkamit ng tunay na awtonomiya sa Cordillera gayundin sa pagsuporta sa implementasyon ng Normalization program para sa mga miyembro ng CBA-CPLA,” Galvez said in a taped video message shown during the commemoration of the 35th anniversary of the 1986 Sipat here on Monday.

“Ang inyong selebrasyon ay isang paalala sa ating lahat na kinakailangan pa nating paigtingin ang ating pagsisikap upang makamit ang pangmatagalang kapayapaan at mas makahulugang awtonomiya sa rehiyon,” Galvez added.

The theme of this year’s Sipat celebration, “Commemoration of the Mt. Data Sipat: Strengthening the Bodong Towards Cordillera Autonomy,” highlights the importance of the bodong — a judicial system unique to the indigenous peoples — and its instrumental role as a peace framework in realizing the aspirations of the Cordillera people.

For his part, Mountain Province Governor Bonifacio Lacwasan Jr. noted that the commemoration of the Sipat will serve as an opportunity for Cordillerans to push for self-determination and meaningful governance.

“May this occasion remind us of the many nameless martyrs who died fighting our land and resources. May this occasion remind us how the unfinished battle started with these martyrs. May this occasion give us the opportunity to make sure that the third attempt to autonomy will be successful,” Lacwasan said.

Two bills were filed in the House of Representative, House Bills No. 5687 and 7778, as well as Senate Bill No. 1232, which aimed to realize the Cordilleran people’s dream of achieving genuine autonomy.

A substitute bill, filed by Baguio City District Representative Mark Go, which reconciled House Bill Nos. 5687 and 7778, was approved by the House Committee on Local Government on August 24, 2021.

The still unnumbered substitute bill is now under consideration by the House Committee on Appropriations and House Committee on Ways and Means. (OPAPP)
