Another member of the Communist Party of the Philippines - New People’s Army (CPP-NPA) from Capiz province has abandoned the rebel group and returned to the government’s fold on Tuesday.

Hunger and hardship inside the rebel group led alias “Rudy”, a member of Front 15, Eastern Front, Komiteng Rehiyon - Panay, to surrender,
Lt. Col. Joel Benedict Batara, commander of the Philippine Army’s 61st Infantry Battalion (IB) said in a phone interview on Thursday.


Batara said the Army had undertaken a rigid process to identify "Rudy" as a member of the CPP-NPA to ensure that he was not presenting himself only to avail of the programs allotted for rebel surrenderers.

“There are a series of negotiations that the Army and the Philippine National Police had conducted. We had kept contact with him for months already before we identified him as a surrenderer,” he said.

Part of the negotiations was the conduct of debriefing, interviews, and confirmation with other agencies.

Like the previous surrenderers, "Rudy" also realized that the CPP-NPA is fighting for the wrong principle Batara said.

“He witnessed the deception and the false promises by the rebel group, and he felt guilty because of the human rights violations committed by the group,” he said.

"Rudy" also said he still has relatives involved in the rebel group. Batara assured that they would exert effort in encouraging the rest of the members to return to the government.

"Rudy" will be entitled to the benefits under the government’s Enhanced Comprehensive Local Integration Program (E-CLIP).

His surrender brought to 12 the total number of rebels who yielded to the 61IB since January.

Alias "Den-Den", a member of the Southern Front, Komiteng Rehiyon - Panay from the first district of Iloilo is one of the most recent surrenderers of the 61IB. He yielded with a firearm last October 16.
