Fourteen members of the Rebolusyonaryong Partidong Manggagawa ng Pilipinas/Revolutionary Proletarian Army/Alex Bongcayao Brigade-Tabara Paduano Group (RPM-P/RPA/ABB-TPG) turned over firearms to the government in two separate occasions over the weekend.
Col. Roland Vilela, Iloilo Police Provincial Office (IPPO) director, said in an interview Monday afternoon, said the turnover of firearms is a proof of the sincerity of the RPA/ABB to the government.
“This is a soft stance of the RPA. They talk to the government, and to show their sincerity, they turned over firearms. We anticipate that there are more to come because they are building up confidence that they are sincere, and the government is also sincere,” Vilela said.
“We don’t only negotiate with only one group, but to other groups that were formerly against the government. This is a welcome development,” he added.
The IPPO coordinated with the Office of the Presidential Adviser on the Peace Process (OPAPP) to secure the firearms.
The turnover simultaneously took place in Subog village, Maasin town and Guibuangan Tigbauan village in Cabatuan town.
Among the weapons deposited are seven long firearms, six short firearms, two explosives, and several assorted ammunition.
The surrendered firearms were brought to the headquarters of the Philippine Army’s 3rd Infantry Division at Camp Macario Peralta in Jamindan, Capiz.
The disposition of firearms of the RPM-P/RPA/ABB-TPG or Kapatiran is part of the agreements in the Clarificatory Implementing Document (CID), which was signed by the group and the Philippine government on July 19, 2019, towards the completion of the commitments in the 2000 peace agreement.
The activity is also part of OPAPP’s mandate and reaffirmation of the government’s commitment to achieving just and lasting peace through a comprehensive peace process.
As ending insurgency is one of the vows of Vilela for Iloilo, he said that he had already identified areas where police actions need to be strengthened.
“Here in our boundaries with other provinces, the first district, and the second district. We focus our attention on that with regard to insurgency,” he said.
Vital installations in the province like the Jalaur River Multipurpose Project II in Calinog town were being continuously safeguarded by the police, he assured.
“Good negotiation is one of the ways to end the armed struggle and the police plays a significant role in the whole-of-nation approach to end local insurgency,” he said.
