The Chairperson of the National Commission on Muslim Filipinos (NCMF) called on the nation to move forward and focus on the Bangsamoro Basic Law passage.
In an article from Philstar, Yasmin Busran-Lao, head of the NCMF and member of the government peace negotiating panel, urged the public to help convince the Congress to pass the BBL as “soon as possible.”
She pointed out, “We need the BBL so we can establish the necessary mechanism on the ground to reduce and eliminate violence such as what happened in Mamasapano.”
Busran-Lao hoped the report of the Department of Justice on Mamasapano encounter shall provide closure to the tragic incident.
In a statement last January 26, 2015, Busran-Lao urged the public not to forget the decisive effort made by the peacebuilders of the government and the Moro Islamic Liberation Front (MILF) in forging a lasting peace.
Geared to end the decades of strife in Southern Philippines, the BBL is the legal translation of the Comprehensive Agreement on the Bangsamoro, which the government and MILF peace panels signed in March 27, 2014 at Malacañan.
The proposed measure, now undergoing congressional deliberation, is the fruit of 17 years tedious peace negotiation between government and the MILF.
The Mamasapano incident where 44 police commandoes were killed in clash with MILF forces and other Moro armed groups draw public outrage that relived bigotry towards the Muslims.
Seventeen Mujaheedins and three civilians also perished in the incident described by some media practitioners as “massacre” while the MILF asserts it was a “mis-encounter” resulted from non-coordination.
The BBL will serve as the legal basis for the establishment of the “Bangsamoro”, an autonomous political entity that will replace the Autonomous Region in Muslim Mindanao once passed by Congress and ratified through a plebiscite.
Various groups have been calling the passage of undiluted BBL. The measure was drafted by the Bangsamoro Transition Commission. Eight of its members came from the MILF and seven from the government side.
