The Philippine Army believes there is a need to reform the organization and to enhance the critical system within it.

The Philippine Army has been very supportive of the various reforms by using a Governance Framework to realize Army Transformation.

The ATR has the vision “A World Class Army” that is a source of National Pride.

ATR’s primary purpose is to transform the Army into a better, more dynamic, more responsive, more capable and more professional army committed to its mandate of serving the people and securing the land.

It provides a national and long term basis for the organization, establishes and synchronizes the various reform initiatives and to advance and institutionalize good governance and performance excellence.
