The Philippine government and the Moro Islamic Liberation Front (MILF) on Saturday agreed on the final annex completing the Comprehensive Agreement on the Bangsamoro (CAB), the Office of the Presidential Adviser on the Peace Process (OPPAP) announced.

The Annex on Normalization and the Addendum on the Bangsamoro Waters  of the Comprehensive Agreement on the Bangsamoro (CAB), willl outline the decommissioning of MILF Forces, among others.

OPPAP said on its Twitter account that "the panels agreed on the normalization annex at 4:45 p.m" which "coincides with the birthday of peace icon President Corazon Aquino."

"After more than a year of hardwork, the peace panel (is) in a moment of joy," OPPAP said.

Palace spokesperson Edwin Lacierda said on his Twitter account that, "It is my supreme honor to witness (this) historic event. To those who ask what will define the Aquino presidency, today is a defining moment."

Philippine legislators including senators Teofisto “TG” Guingona III, Aquilino “Koko” Pimentel, and Mindanao congressmen went to Kuala Lumpur, Malaysia to witness the historic event on the fourth day of the 43rd GPH-MILF exploratory talks.

The CAB comprises the Framework Agreement on the Bangsamoro (FAB) and the four annexes on Transitional Arrangements and Modalities, Revenue Generation and Wealth Sharing, Power Sharing, and Normalization as well as the Addendum on the Bangsamoro Waters.

The CAB will be the basis for the drafting of the Bangsamoro Basic Law (BBL) that will pave the way for the establishment of the Bangsamoro region that will replace the Autonomous Region in Muslim Mindanao.

To be drafted by the Transition Commission, the BBL will be certified as urgent by the President, passed by Congress, and subjected to a plebiscite in areas covered by the FAB.
