Not sure where or when this photo was taken. But in the comments posted to the photo by whoever is running Nur Misuari's Facebook page it seems clear that his intent is to use this photo as evidence of US military involvement/interference in Philippine military "clearing" operations in Zamboanga City in the aftermath of the devastating defeat of MNLF forces led by MNLF commander and close Misuari associate, Habier Malik.
Of course this is simply not true and is just more of the MNLF's propaganda disinformation/lies that have been posted to various of the group's Websites to help rationalize/justify the Zamboanga debacle.
Now in the past, US military forces have assisted the Philippine military with the conduct of humanitarian assistance (HA) projects in the Zamboanga area. It may be that these soldiers were conducting a needs assessment for a future project. That would be a more reasonable explanation for the photo.
The fact that one of the soldiers is armed is no big deal. Everyone know that Abu Sayyaf and JI extremists have targeted US soldiers in the past and several members of the US military have been killed in bombing/IED attacks in the Southern Philippines. It is only prudent that they carry weapons for their own self-protection. The US soldiers have strict rules covering the use of their weapons and they are for self-defense only.
