A Philippine Seabee high-fives a U.S. Navy engineer after mixing a batch of cement for the construction of a footbridge in San Pascual, Zambales. The footbridge is being built as part of this year’s Balikatan Exercise. Barangay residents were previously cut off from their community, and had to make a 40-minute detour around the San Pascual River to reach schools and markets.
