BACOLOD CITY – The Philippine Army is intensifying efforts to locate more firearms stashed by the New People’s Army (NPA) to prevent the communist rebels from making up lost ground in Negros Island.

Maj. Gen. Marion Sison, commander of the 3rd Infantry Division (3ID), gave the assurance as he commended the joint police and military forces for the recovery of a cache of firearms in the hinterlands of Calatrava, Negros Occidental over the weekend.

“We will carry on in stepping up our military and non-military operations to recuperate more loose firearms and defuse the remnants of the communist-terrorist group in Negros Island,” Sison said in a statement on Monday.

The operation on July 8 was conducted by troops of the 79th Infantry Battalion together with personnel of the Philippine National Police’s Regional Mobile Force Battalion-Western Visayas, 1st Negros Occidental Provincial Mobile Force, and 6th Special Action Battalion, Special Action Force upon receiving information from the locals that led them to the location in Sitio Bandol, Barangay Maaslob.

They recovered an M14 rifle with a magazine containing live ammunition, M16 rifle magazines, clips for Garand rifle, commercial radios, and subversive documents believed to have been hidden by the remnants of the dismantled NPA Northern Negros Front.

Brig. Gen. Orlando Edralin, commander of the 303rd Infantry Brigade, said the recovery of the arms cache is “a significant blow to the NPA’s capacity to carry out its destructive acts”.

“It also serves as a clear warning that law enforcement agencies in Negros Occidental remain committed to ensuring the safety and security of the people, and are relentless in the pursuit of those who seek to sow terror and disorder,” he added.

Meanwhile, in central Negros, troops of the 94th Infantry Battalion also recovered an M4A1 rifle with magazines loaded with ammunition along with backpacks, personal items, and copies of extortion letters after a series of clashes in Barangay Carabalan, Himamaylan City on July 7.

The body of a still unidentified NPA fighter, who died during the second encounter, was left behind by his comrades, the report said.

BUTUAN CITY – Two New People’s Army (NPA) rebels surrendered in the Surigao del Sur town of Lianga over the weekend, the Philippine Army’s 3rd Special Forces Battalion (3SFBn) said Monday.

In a statement, 3SFBn said the surrenderers yielded before them and the 75th Infantry Battalion (75IB) on Saturday in Barangay St. Christine, Lianga town.

The surrenderers, identified as a certain “KR” and “Jong-Jong,” belonged to the NPA Regional Sentro De Grabidad of the North Eastern Mindanao Regional Committee.


It said the intensified military operations in Surigao del Sur and Agusan del Sur forced the two rebels to surrender.

“The two rebels also pinpointed to Army soldiers the location of an arms cache concealed in the vicinity of Barangay San Isidro, Lianga town,” the 3SFBn said.

The recovered firearms include two .50-caliber sniper rifles, four AK-47 rifles, seven AK-47 magazines, and two .50-caliber magazines with ammunition.

“The two former rebels are currently undergoing custodial debriefing and legal processing, initiating the formal process of integrating themselves back into the mainstream society,” the military unit said.

The surrenderers are set to receive immediate assistance of PHP10,000 each from the provincial social welfare office.

Brig. Gen. Francisco Lorenzo, the Army's 401st Infantry Brigade commander, called on the families of the remaining NPA members in Surigao del Sur and Agusan del Sur to surrender.

"The government is sincere in its commitment to end the local communist armed conflict in the country,” he said.

PUERTO PRINCESA CITY, Palawan — The Western Command (Wescom) concluded a two-day Mobilization Exercise (MOBEX) over the weekend, involving approximately 300 reservists in Palawan and other provinces.

The exercise was designed to ensure their readiness and capability to contribute effectively in joint military operations, Naval Forces West (NFW) commander, Commodore Allan Javier, said on Sunday afternoon at the event's closing program at Lawak Gymnasium at the Western Command (WESCOM) Headquarters in Barangay San Miguel, this city.

He emphasized the importance of reservists' readiness, highlighting their invaluable skills, expertise, and experiences that are essential for national defense.


Javier pointed out that the MOBEX offered a chance to assess readiness, pinpoint areas of enhancement, and foster stronger connections between active duty forces and reservists.

He emphasized the significance of professionalism and teamwork, underscoring their vital roles in military operations, which the exercise sought to demonstrate.

"In this mobilization exercise, we witnessed an opportunity to evaluate our preparedness, identify areas for improvement, and strengthen the bond between active duty forces and reservists. It will showcase the integration of professionalism and teamwork that is crucial in any military operation," Javier said.

He emphasized that the exercise was conducted in compliance with Republic Act 7077, otherwise known as the "Citizen Armed Forces of the Philippines Reservist Act" and had the objective of enhancing the capabilities of reservists.

Looking ahead, he said the reservists are anticipated to play a crucial role, not only in military operations but especially in humanitarian assistance and disaster response (HADR) efforts, considering the challenges presented by El NiƱo and the expected increase in the intensity of typhoons.

In addition, Commander Ariel Joseph Coloma, Wescom spokesperson, said the MOBEX's primary objective is to bolster the readiness and operational efficiency of reservists through comprehensive training exercises and simulations.

These activities are designed to closely emulate real-world scenarios that reservists may encounter during their military service, thereby enhancing their preparedness.

He said that the exercise's importance lies in motivating reservists to actively engage in the government's ongoing efforts to uphold stability in the West Philippine Sea (WPS).

"We have approximately 185 individuals physically present, and we also have online participants, bringing the total to around 300," Coloma told the media following the conclusion of MOBEX.

THE ARMED Forces of the Philippines (AFP) on Monday said that "strategic victory" has been achieved over the New People's Army (NPA) as the insurgents only have 1,800 members as of this time, compared to the 24,000 during its peak in the 1980s.

During the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC)'s "Tagged Reloaded" press conference Monday, Aguilar said of the remaining 1,800 NPA members, 400 of them are already identified and facing criminal charges.


He added that all of them are the subject of "focused military operations".

"They should think of getting back to their families and to the folds of the law," he added.

Aguilar said some of those identified NPA fighters are holding key positions in the Communist Party of the Philippines-New People's Army-National Democratic Front (CPP-NPA-NDF), a factor that must be considered, as they are the ones holding their comrades not to surrender or "waiting to be given graceful exit."

He said that over the past few months, more than 600 NPA members were either killed in combat operations or voluntarily surrendered to the government, further reducing the figure from more than 2,400 back in 2008.

"Because of that, we have reduced the number of guerilla fronts. When before there were five active guerilla fronts, this is now reduced to one, with the dismantling of two guerilla fronts, and weakening of two. That one active guerilla front is located, operating somewhere in (the) northern part of Samar," Aguilar said.


The AFP spokesperson also said that they are now focusing the necessary forces there to prevent and suppress violence that could come from this guerilla front.

Dismantling the politico-military structure of the CPP-NPA-NDF is the key objective of the AFP to achieve a total victory.

This can only be achieved "when the CPP is no longer capable of mounting atrocities or violent activities that will harm our community and disrupt our progress."

"Now, this also calls for the clearing of all affected barangays or even those threatened to make sure that when this shift is focused on territorial defense operation (TDO), there will be no ISO (internal security operation) problem to look back, and by that... we expect that with the guidance and direction given by the President, we will be moving for you will be shifting to TDO. All of us are united towards that purpose," Aguilar said.


Aguilar said the AFP is not abandoning its mandate for peaceful resolution of the local communist armed conflict as President Ferdinand R. Marcos Jr.'s "bringers of peace" and as a potent instrument of unity.

"What is important is to win them back," Aguilar said, noting that the AFP is very much open to recommending that "amnesty" should be offered to the insurgents.

"Amnesty is one way to end the insurgents," he said, but to the leftist rebels, all the AFP spokesperson could recommend is to surrender and be one of their former comrades who was enlightened by the many interventions the government has done to them and their supporters since the inception of the NTF-ELCAC.

Aguilar said the NPA's dwindled and weakened forces could no longer sustain their operations and advance political strategy, as even the residents and their local executives are turning their backs on them.

"They (CPP-NPA-NDF) were declared 'persona non grata'," Aguilar said, referring to most places the Communist Terrorist Group have infested but were cleared by the 'focused military operations' that drove them, and where the NTF-ELCAC poured projects for the development of these communities.


"We want to achieve total victory, for them not to be capable of carrying (out) atrocities again," Aguilar said, echoing the directives of the President to the AFP.

"We should end the local armed conflict now; we cannot let them stay for another 50 years," he said, echoing the AFP top brass' call to eliminate this year the remaining active front.

Aguilar said the AFP has been successful in dismantling the NPA mass bases and the removal of sectoral organizations as sources of funds and recruits. Most importantly, Aguilar said, those efforts being made by the NTF-ELCAC in rallying national government agencies and local government units (LGUs) to bring basic social services to far-flung communities vulnerable to NPA influence.

"For the LGUs, they should be giving spaces for the NPA to launch their tactical offensives. This is total victory," Aguilar added.

Earlier, AFP chief Gen. Andres Centino said the successful ISO against the NPA insurgents and local terrorist groups will allow the military to shift its resources to external defense operations or missions concerning territorial defense.

“The AFP under the banner of ISO continues with the aim of totally defeating the CTG and other local terrorists. Our efforts have resulted in success with the significant reduction of their numbers and firearms and the clearing of areas where they used to maintain presence; and those countering their propaganda, and suppression of their financial and logistics support,” he added.

Centino said the AFP's success in ISO was highlighted by the fact that of the five NPA guerilla fronts known as active in 2022, only one is active as two were reported dismantled while the other two are weakened.

"With these, we have safeguarded the safety and welfare of our fellow citizens. Thanks to the tireless efforts, support and cooperation of government agencies and different sectors of society,” the AFP chief noted.

With significant gains in ISO, Centino said a shift to external security operations (ESO) is on the horizon as the AFP strengthens its security posture with the increased conduct of aerial and surface maritime patrols, employment of air surveillance radar systems, monitoring of sea lines of communications and redeployment of naval special operations units and the Philippine Marines Corps.

Also, he noted an increased capacity and capability and professionalism brought by the AFP modernization and transformation programs.

“We have improved our capabilities and our presence in strategic locations with the increase in the number of naval vessels and the effective presence of our maritime detachments in the Batanes group of islands and the West Philippine Sea,” he added.

“These are complemented by partnering with our ally and strategic partner armed forces from our global and regional allied countries that enables leveraging of capabilities through information sharing, subject matter expert exchange, and joint and combined maritime patrols. All of these are with the help of an interagency-wholistic effort through the National Task Force-West Philippine Sea," Centino said. (Priam Nepomuceno)

Governor Sakur Tan is responsible for modernizing the Sulu province, once the poorest in the southern Philippines.

ZAMBOANGA CITY - Residents of Sulu, a small island in the southern Philippines, are experiencing a transformative change in their lives as internet connectivity becomes more accessible.

The impact of this newfound connectivity is far-reaching, touching various aspects of daily life, from education to business opportunities. One of the most significant changes brought about by internet connectivity is in the field of education.

State-of-the-art library

In May, Sulu Governor Sakur Tan and Interior Secretary Benhur Abalos Jr led government officials in the inauguration of the modern Lupah Sug Provincial Library in the capital town of Jolo. Tan invited Abalos to the ceremony attended by provincial and municipal government officials, including representatives from different government agencies, the police and military and education officials.

The state-of-the-art, two-storey library was designed by Manila-based Architect Alfred Caritavo and Engineer Henry William Nihevas, according to Tan. “Kinuha namin sila sa Maynila at dinala dito sa Sulu upang gawin ang state-of-the-art library. The last time that we had a public library was in 1974, that was about five decades ago,” he told Abalos.

The library, funded and built by the provincial government, is also equipped with over four dozen iMAC or Apple desktop computers and superfast internet connection and modern furniture, according to Provincial Engineer Abdurasad Baih, referring to Starlink, a satellite internet constellation operated by American aerospace company SpaceX, providing satellite Internet access coverage to over 56 countries.

“Maganda talaga itong library natin dahil modern ang design, kumpleto sa mga kagamitan, pati iMac desktop (computers) and Internet connection. Iyan ang gusto ni Governor Tan, yun modern library para sa ating mga estudyante. Si Governor is really pushing for his literary program. Marami na rin schools na ipinatayo si Governor at talagang edukasyon ang gusto niya para sa mga Tausug,” Baih told The Mindanao Examiner by phone from Jolo.

Previously, students had limited access to educational resources, often relying solely on textbooks and local libraries. However, with the advent of the internet, a wealth of knowledge is now at their fingertips.

Students can access online courses, educational videos, and interactive learning platforms, allowing them to expand their horizons and pursue subjects that were previously out of reach. This increased access to education has the potential to empower the youth of Jolo and open doors to a brighter future.


It was also Tan who put up an array of internet satellite dishes in Maimbung town and other areas allowing villagers to connect to the world wide web. He was responsible for modernizing the province.

Small enterprises that were once confined to the local market now have the opportunity to reach a global audience. CAMP ALAGAR, Cagayan de Oro City: Forty-three members of the outlawed New People's Army (NPA) yielded to Gen. Benjamin Acorda Jr., chief of the Philippine National Police (PNP), in an acceptance ceremony held here Saturday.

During the ceremony, Acorda led the oath of loyalty of the surrendered communist rebels, who vowed to support the government's efforts to end the insurgency in Northern Mindanao.

The PNP chief commended the surrenderers for their courage to denounce the communist propaganda that ruined the lives of innocent people in a war of deception and notoriety.

"I am confident that your decision to return to mainstream society will encourage others in the hills to come down and lay down their arms for us to attain lasting peace, development, and progress in our communities," Acorda said.

The 43 surrenderers, all under the North Central Mindanao Regional Committee (NCMRC) based in Bukidnon, also led law enforcers in the recovery of a cache of 15 high-powered firearms buried in Talakag, Bukidnon.

A 78-year-old former member of the New People’s Army (NPA) voluntarily surrendered to the personnel of 401st B Maneuver Company, Regional Mobile Force Battalion in Taytay, northern Palawan, on July 7, the regional police reported.

“Ka Miding,” who was formerly affiliated with the Kilusang Larangang Gerilya-North of the NPA’s, Sub-Region Military Area 4E of the Southern Tagalog Regional Party Committee (SRMA-4E STRPC), and worked as a peasant farmer under the organization Pinagkaisang Lakas ng mga Okupante, Residente, Manggagawa, Magsasaka, at Mangingisda (PLORMMM), surrendered at approximately 11:00 a.m. at the headquarters of the police unit in Barangay Poblacion in the said town.

“Ka Miding” is currently under the custody and supervision of 401st B MC RMFB for custodial debriefing, documentation, and assistance in processing the Enhanced Comprehensive and Local Integration Program (ECLIP).

BACOLOD CITY, Philippines — Eighty families or 318 people evacuated their homes as New People’s Army (NPA) rebels clashed with soldiers in Barangay Carabalan in Himamaylan City in Negros Occidental on Friday.

The displaced families are taking shelter at a covered court in the barangay.

Lt. Col. Van Donald Almonte, 94th Infantry Battalion (IB) commander, said an NPA rebel, who has yet to be identified, was killed in the gunfights.

The military said a rifle, two backpacks containing extortion letters and personal belongings were recovered at the scene.

Almonte said the clash occurred after soldiers belonging to the 94th IB responded to a report on the presence of the rebels in the area.

Meanwhile, an NPA rebel identified only by his alias of Pepe surrendered to the 94th IB and turned over his rifle.

BACOLOD CITY: A suspected New People's Army (NPA) rebel was killed Friday in renewed armed clashes with government troops in Sitio Pangi, Barangay Carabalan in Himamaylan City, Negros Occidental.

Lt. Col. Van Donald Almonte, 94th Infantry Battalion commander, said the unidentified slain NPA member was left behind at the encounter site by his fleeing comrades, who scampered in various directions.

Almonte said the first encounter took place at about 7:30 a.m. in the area, after Army soldiers responded to a tip by a disgruntled NPA member on the presence of his former comrades who were extorting food from the villagers.

He added that two backpacks containing extortion letters and personal belongings were left behind by the armed men who retreated in the northward direction.

Pursuing soldiers then clashed with the fleeing rebels about 2 kilometers from the first encounter site. It was followed by another gun battle, which lasted about 10 minutes before the disoriented NPA members fled in separate directions, Almonte added.

While government troops were scouring the two encounter sites, they recovered the cadaver of the still unidentified rebel as well as an M4A1 automatic assault rifle with a magazine containing ammunition, he added.

The series of encounters also led to the temporary displacement of several families, who stayed at the covered court of Barangay Carabalan in Himamaylan City for safety.

The City Social Welfare and Development Office has extended immediate assistance to the evacuees.

MANILA, Philippines — The communist New People’s Army (NPA) only has one remaining active guerrilla front nationwide, the Armed Forces of the Philippines (AFP) chief of staff, Gen. Andres Centino, said in a command conference in Camp Aguinaldo on Tuesday.

The conference is held regularly with field commanders to evaluate the status of AFP programs and campaigns.

“Our efforts have resulted in success with the significant reduction of their numbers and firearms and the clearing of areas where they used to maintain presence,” Centino said.

From five active guerilla fronts by the end of 2022, two had been dismantled and two had been weakened — “leaving only one active,” he added.

Before this, Centino said the NPA had two active guerrilla fronts.


Earlier Sen. Ronald dela Rosa, who was a chief of the Philippine National Police during the Duterte administration, said that every NPA guerrilla front should have at least three platoons with around 100 armed combatants.

With the “substantial gains” in the internal security operations (ISO) Centino said the AFP would now be free to focus on external security operations as directed by President Ferdinand “Bongbong” Marcos Jr.

That would mean more aerial and sea patrols, air surveillance through radar, monitoring of sea communication lines and redeployment of Naval Special Operations units and the Marines, Centino said.

So far, he said: “We have improved our capabilities and our presence in strategic locations with the increase in the number of naval vessels and the effective presence of our maritime detachments in the Batanes group of islands and the West Philippine Sea.

“These are complemented by partnering with our ally and strategic partner armed forces from our global and regional allied countries that enables leveraging of capabilities through information sharing, subject matter expert exchange, and joint and combined maritime patrols.”

Meanwhile, Centino said the AFP should seek further improvements in reserve force development, cyber defense, resource programming and prioritization, and human resource competencies.

He also ordered a review and assessment of the AFP modernization program.

Inilunsad noong Hunyo 27 sa Bantayog ng mga Bayani sa Quezon City ang “Breaking chains, Reclaiming freedom from Marcos Sr to Marcos Jr,” isang aktibidad para ipanawagan ang agarang pagpapalaya sa lahat ng bilanggong pulitikal. Pinangunahan ito ng Samahan ng Ex-Detainees Laban sa Detensyon at Aresto (SELDA) at nilahukan ng 13 organisasyon at ilang dating detenidong pulitikal ng diktadurang Marcos Sr. Sa ilalim ng diktadura, mayor na kampanya ang panawagang “Palayain ang lahat ng bilanggong pulitikal!”

Ayon sa SELDA, umaabot na sa 49 ang biktima ng arbitraryong pang-aaresto at detensyon sa unang taon ni Ferdinand Marcos Jr. Kabilang sila sa 778 bilanggong pulitikal na nasa talaan ng Karapatan hanggang Hunyo 30.

Kabilang sa mga bilanggo ang mahigit 70 matatanda, 150 babae at 90 maysakit.

Sa mga rehiyon, Northern Mindanao ang may pinakamaraming bilang ng mga inaresto at idinetine (105), sunod ang National Capital Region (104), Caraga (93), Western Visayas (90) at Central Visayas (85).

Karamihan sa mga bilanggong pulitikal ay nakakulong dahil sa gawa-gawang mga kaso. Inaresto sila nang walang ligal na basehan at karamihan ay walang mandamyento de aresto. Ipiniit sila dahil sa kanilang pampulitikang paninindigan at aktibidad.

“Usad-pagong” ang pagharap at paglilitis sa kanilang mga kaso. May mga detenidong nakatapos ng maksimum na sentensya pero hindi pa rin nakalalaya dahil hindi matamang nasusubaybayan ang kanilang kaso. Madalas ito sa mga detenidong mahirap at nasa malayo ang pamilya, at walang regular na abugado.

May mga detenidong napapawalang-sala sa orihinal na kaso, pero hindi nakalalaya dahil sa pagsasampa ng “sapin-saping kaso” ng militar. May iba naman na namatay na lamang sa kulungan nang hindi nareresolba ang kanilang mga kaso.

Ginunita rin sa aktibidad ang International Day in Support of Victims of Torture. Liban sa tortyur at iba pang di makataong trato, nagtitiis ang mga bilanggong pulitikal sa mga seldang masisikip, kulang na pagkain at disapat na serbisyong pangkalusugan.

Layunin ng kampanya na makalikom ng suporta sa loob at labas ng bansa, makabuo ng network at koalisyon sa iba’t ibang entidad at makipagdayalogo sa kinauukulang mga insitusyon tulad ng United Nations.

Noong Hulyo 1, muling idinulog ng mga tagapagtanggol sa karapatang-tao ang lumalalang paglabag sa karapatang-tao sa ika-53 pulong ng United Nations Human Rights Council sa Switzerland.

Sa ikatlong taon ng Anti-Terorrism Law (ATL), nagprotesta ang iba’t ibang progresibong grupo sa harap ng tanggapan ng National Security Council sa Quezon City noong Hulyo 3. Binatikos nila ang patuloy na paggamit ng estado sa batas para lantarang supilin at patahimikin ang mga kritiko ng rehimen at mga progresibong organisasyon.

Sa Southern Tagalog pa lamang, nasa 15 indibidwal na ang kinasuhan ng paglabag sa ATL. Pinakahuli sa kanila ang dalawang tagapagtanggol ng karapatang-tao na kinasuhan noong Hunyo 26 ng 59th IB ng “pagbigay ng materyal na suporta” sa mga “teroristatng organisasyon.” Pinalalabas na lumabag sa Section 12 ng naturang batas sina Ken Rementilla at Jasmin Rubia. Ang pagkaso ng “pagtulong sa terorismo” ay dahil sa isinagawang fact-finding mission (FFM) noong Hulyo 2022 para imbestigahan ang pagpaslang ng AFP sa batang si Kyllene Casao sa Taysan, Batangas.

Idinawit din sa kaso ang pangalan ni Hailey Pecayo, tagapagsalita ng grupong Tanggol Batangan, kung saan pinalalabas na isa siya sa naka-engkwentrong Pulang mandirigma ng mga sundalo noong Hulyo 18, 2022.

Samantala noong Hunyo 29, natanggap naman ni Rev. Edwin Egar, Interim Officer ng Karapatan-Southern Tagalog, ang isang subpeona na nagsasaad ng umano’y paglabag ng pari sa naturang batas.

Naitala rin sa Central Luzon, Bicol at mga rehiyon sa Mindanao ang paggamit sa ATL para supilin at ikulong ang mga aktibista at progresibong personahe. Ang ATL din ang pangunahing salarin sa nagpapatuloy na pagsensor sa 27 website ng mga progresibong organisasyon sa internet. Arbitraryong itinalaga din ng Anti-Terrorism Council, na nilkha ng ATL, ang mga konsultant ng National Democratic Front of the Philippines at ilang mga personahe tulad ni Dr. Natividad Castro bilang mga “terorista.”

Nagpapatuloy ang malalalang paglabag sa karapatang-tao at internasyunal na makataong batas sa nakaraang dalawang linggo.

Sa Masbate, binaril at napatay ng mga sundalo si Randy Dionan Mahinay sa Sityo Abanggan, Barangay San Carlos, Milagros noong Hunyo 21 habang nagtatrabaho sa konstruksyon ng kalsada sa lugar. Idinadawit siya ng militar sa inilunsad na ambus ng Bagong Hukbong Bayan (BHB) sa mga aset paniktik at CAFGU, kung saan isa ang napatay, noong Abril 14 sa parehong barangay. Pinaratangan siyang tumulong sa mga Pulang mandirigma dahil lamang nagtatrabaho siya sa lugar kung saan nangyari ang ambus. Aktibo siyang kasapi ng samahan ng mga maralitang magsasaka na tutol sa planong pagpapalawak ng dayuhang kumpanyang Filminera-Masbate Gold Project sa bayan ng Mobo, Uson at Milagros.

Tangkang pagpatay. Tinangkang patayin ng mga sundalo si Rudolfo Ygot sa kanyang bahay sa Barangay Barag, Mobo, Masbate noong Hunyo 18. Ang 41-anyos na si Ygot ay kapitan ng naturang barangay at kabilang sa mga tumututol sa pagpapalawak ng Filminera-Masbate Gold Project.

Pag-aresto. Inaresto ng mga pulis ang apat na magtutubo na kasapi ng balangay ng Pagkakaisa ng Manggagawang Bukid sa Tubuhan (PAMATU) sa Barangay Tumalim, Nasugbu sa Batangas noong Hulyo 3. Ang apat na biktima ay sina Felix Cailing Diraya (53), Francis Joshua Diraya (20), Efren Panganiban (51), at Lanie Villa Diraya (48). Inaresto sila matapos ipagtanggol ang kanilang karapatan sa paggawa at paninirikan sa lupa.

Sa Negros Occidental, inaresto ang lider-magsasaka na si Susan Medes. (Tingnan ang kaugnay na artikulo sa pahina 7.)

Panggigipit. Sa Negros Occidental, ininteroga ng mga sundalo ang magsasakang si Benjie Teruel sa detatsment ng CAFGU sa Barangay Hilamonan, Kabankalan City noong Hunyo 19. Si Teruel, mayroong kapansanan, ay pilit na pinaaamin na sangkot sa pag-atake ng hukbong bayan sa naturang detatsment noong Hunyo 13. Pinagbantaan ang kanyang buhay at kaligtasan ng kanyang pamilya.

Pamamaril. Nagdulot ng labis na takot sa mga residente ng Sityo Cansampo, Barangay Bagtik, La Libertad, Negros Oriental ang pagpapaulan ng bala ng 62nd IB sa lugar noong Hunyo 23 ng hapon. Naiulat din sa barangay ang sapilitang pagpasok at panghahalughog sa mga bahay ng residente.

Sa pagitan ng Hunyo 23 at Hunyo 30, hinabol at pinagbabaril ng mga sundalo ang may kapansanan sa pag-iisip na si Junior de los Trico sa parehong lugar.

Pambobomba. Naghulog ng 14 na bomba at ilang beses na nag-istraping ang mga sundalo sa mga sakahan ng mga barangay ng Bazar, Naguilian, Sacaang at Bilabila sa bayan ng Sallapadan, Abra sa pagitan ng Hunyo 26 at Hunyo 28. Ganti ito ng mga sundalo matapos ang dalawang magkasunod na armadong aksyon ng BHB laban sa kanilang mga tropa.

Nagsagawa ng imbestigasyon noong Hunyo 24 ang National Solidarity Mission (NSM) na binubuo ng mga kinatawan ng simbahan, magsasaka, manggagawang bukid, kababaihan, pambansang minorya, at kabataan hinggil sa masaker sa pamilyang Fausto sa Himamaylan, Negros Occidental.

Sa press conference na ginanap noong Hunyo 26, iniulat ng NSM ang resulta ng imbestigasyon hindi lamang sa kaso ng masaker kundi pati ang brutal na pagpatay kay Crispin Tingal Jr, at iba pang kaso ng pamamaslang sa isla ng Negros.

Ayon sa NSM, hindi hiwalay na insidente ang nangyari dahil lumabas sa imbestigasyon ang malalala at paulit-ulit na paglabag sa karapatang-tao sa mga sibilyan sa isla. Sa kaso ng pamilyang Fausto at ni Tingal, lahat sila dumanas ng panggigipit ng militar bago tuluyang patayin.

Isang araw bago ang pag-uulat, inaresto si Susan Medes, ang tagapangulo ng Baclayan, Bito, Cabagal Farmers and Farmworkers Association (BABICAFA), ang organisasyon na kinabilangan din ng pamilyang Fausto. Kasama si Medes sa 17 iba pang indibidwal na sinampahan ng gawa-gawang kaso ng pagpatay at bigong pagpatay kaugnay ng isang ambus na naganap sa Kabankalan City noong Mayo 2018.

Sino ang 94th IB?

Isa ang 94th IB sa mga batalyon na itinayo sa ilalim ng rehimeng Duterte. Binuo ito ng mga sundalo mula sa 4th at 6th ID ng Mindanao at 7th ID ng Luzon. Pinakawalan ito sa Negros noong 2018 sa layuning pulbusin ang rebolusyonaryong pwersa sa isla. Sa taon ding ito ipinataw ni Duterte ang batas militar sa isla ng Negros at mga rehiyon ng Bicol at Eastern Visayas sa pamamagitan ng Memorandum 32.

Mula noon, nakapagtala ang batalyon ng higit 150 kaso ng paglabag sa karapatang-tao at internasyunal makataong batas sa Central Negros. Higit sa 18,000 residente ng Moises Padilla, Isabela, Binalbagan, Himamaylan City at Kabankalan City sa Negros Occidental, at Guihulngan City, Jimalalud, Ayungon at Manjuyod naman sa Negros Oriental ang apektado ng pang-aabuso ng militar. Ang batalyong ito ang nasa likod ng ekstrahudisyal na pamamaslang sa 34 na mga indibidwal, kasama ang mag-asawang Fausto at dalawa nilang menor-de-edad na anak.

Simula 2022 hanggang kasalukuyan, pinamumunuan ni Lt. Col. Van Donald Almonte ang berdugong batalyon. Si Almonte ay galing sa 303rd IB na nakabase sa Negros Occidental. Kilala siya sa mga iskemang mapanlinlang tulad ng pagpapadala ng mga liham sa mga residente ng Brgy. Buenavista noong nakaraang buwan na kunwari ay makatao at nagsusulong ng kapayapaan.

Samantala, namumutiktik ang bilang ng kaso ng paninindak at intimidasyon ng 94th IBde sa mga sibilyan. Tahasan ang militarisasyon, pwersahang pagpapasurender, iligal na pag aresto, paninira ng ari-arian, pagdukot, at pagpapalaganap ng mga kasinungalingan nito upang bigyang-katwiran ang pagkopo nito ng milyong badyet mula sa kaban ng bayan.

Iba pang tampok na kaso

Kabilang sa karumaldumal na mga krimen ng batalyon ang Oplan Sauron na sinimulan noong Marso 2019 bilang pangalawang serye ng Simultaneous Enhanced Managing of Police Operations (SEMPO) sa Negros noong 2019. Labing-apat ang pinatay at 12 ang inaresto sa “oplan” na ito.

Kilala din itong nasa likod ng pagdukot sa ilang buwan pa lamang na sanggol na di umano ay “anak ng NPA” noong Nobyembre 2020.

Pangunahing biktima ng batalyon ang mga sibilyang magsasaka. Sa isang insidente noong Enero, pinaslang nito ang isang 49-taong gulang na magsasaka sa Himamaylan City na si Jose Gonzalez dahil pinaghinalaang kasapi ng Bagong Hukbong Bayan.

Kilala rin ito sa paninira at pagsusunog ng mga bahay at ari-arian ng mga pobreng magsasaka na hinihinalaang kasapi ng BHB. Sa isang insidente noong Pebrero 2019, sinunog nila ang bahay ni Arlene Pausal, isang buwan matapos naganap ang inilunsad na taktikal na opensiba ng BHB sa Barangay Banwage, Guihulngan City.

Kabi-kabila rin ang proyektong imprastraktura na di umano’y layuning magbigay daan para mapabilis ang pagbyahe ng mga produkto direkta sa mga merkado. Ilan ang renobasyon ng daanan sa bayan ng Candoni na mayroong habang 222.8 kilometro at anim metrong lawak sa Kabankalan na magkukunekta sa kanayunan ng Ilog at tatagos sa Barangay Tapi at Magballo. Samantala, walong barangay naman sa Isabela, Negros Occidental na idineklarang “insurgency free” ang pagtatayuan ng kaparehong proyekto na nagkakahalaga ng ₱160 milyon. Ang mga ito ay bahagi ng paghahanda sa pagpasok ng mga kumpanya ng mina, enerhiya at ekoturismo sa interyor na bahagi ng prubinsya.

Kinundena ng mga grupo sa karapatang-tao ang hatol na maysala ng korte noong Hunyo 29 sa matanda at maysakit na konsultant ng National Democratic Front of the Philippines (NDFP) na si Frank Fernandez, 75, at kanyang asawa na si Cleofe Lagtapon, 69. Ang hatol ay kaugnay sa gawa-gawang kasong illegal possession of firearms.

Ang mag-asawa, kasama si Ge-ann Perez, ay inaresto noong Marso 24, 2019 sa Barangay Calumpang, Liliw, Laguna. Pinalalabas noon na nasamsam sa kanila ang tatlong kalibre .45 pistola, tatlong magasin at mga bala, at tatlong granada.

Sina Fernandez at Lagtapon ay nagpapagamot sa Laguna nang arestuhin. Si Fernandez ay mayroong sakit na chronic artery disease, chronic stable angina, hypertension stage 2-uncontrolled, chronic obstructive pulmonary disease, at hyponatremia, liban pa sa ibang sakit na dulot ng labis na katandaan.

Samantala, ibinalita ng grupong Karapatan na napawalang-sala ang mag-asawa sa mga kaso ng illegal possession of explosives at COMELEC gun ban. Si Perez, na kasama nilang akusado, ay ipinawalang-sala sa lahat ng mga kaso at nakalaya noong Hunyo 30.
