CPP/NDF-Sison: Interview: On the Philippines, US, China and other matters

Good day Professor Sison. I writing for Red Sails (https://redsails.org). We are a small Marxist-Leninist publication and are interested in your thoughts on a number of matters related to the Philippines, China, and Marxism-Leninism-Maoism. We heard from the PRWC Twitter account that you would be interested in sharing your perspective.

Without further ado, here are the questions.

1. Let’s start with recent developments in the Philippines. Under President Duterte, the Philippine government has had one of the most ineffective COVID-19 responses in Asia — from slowing the spread, to minimizing economic fallout from lockdowns, to vaccine deployment. In the meantime, this administration has also ramped up its state-sponsored red-tagging effort with the Anti-Terrorism Law of 2020, which gave legal backing to the already ongoing practice of cracking down on various social justice and human rights organizations. Previously, you have pointed out the similarities between the Duterte and Marcos regimes, in particular their open embrace of state terror. How is the situation different today? In particular, what is your analysis as to the material and social conditions that have prevented a mass anti-fascist uprising like what we saw with the People Power Revolution?

JMS: I agree with you that Duterte has failed to adopt and implement the necessary measures to slow the spread of the Covid-19 pandemic, to minimize the economic fallout from the lockdowns and to promptly acquire and deploy the vaccines. In the first place, he ignored the advice of health experts to restrict travel from China and allowed the pandemic to spread from December 2019 to March 2020 by letting more than 500,000 Chinese tourists and casino players.

The main concern of Duterte during the pandemic has been to steal public money and push forward his scheme of fascist dictatorship. He caused the congressional appropriation of hundreds of millions of pesos and has increased the public debt by two trillion pesos supposedly for mass testing, acquisition of vaccines and medical equipment and economic assistance for those who lost their jobs and other means of livelihood . But most of the money has been wasted on bureaucratic and military corruption, with Duterte taking the lion’s share.

He has put generals, instead of health experts in the national task force in charge of fighting the pandemic. He has militarized the lockdowns in order to intimidate the people; railroaded the legislation of the so-called Anti-Terror Law of 2020; increased the budget for the military and police in the name of anti-communism and anti-terrorism; and has escalated both the bogus war on drugs and counterrevolutionary campaigns of state terrorism in both urban and rural areas.

The Marcos and Duterte regimes are quite similar in unleashing state terrorism against the people. But the difference is that Duterte within the span of 5 years has done far worse in extrajudicial killings than Marcos. Marcos was held accountable for 3500 extrajudicial killings. Duterte has scored 33,000 extrajudicial killings. And the economic, social and political crisis of the ruling system is now far worse than during the time of Marcos. The armed revolutionary movement has therefore become much stronger. Also, we should not underestimate the consequences of the health crisis and the accountability of Duterte for this.

The people are outraged and are desirous of revolutionary change. So many people are joining the people’s army and the urban underground, according to reliable reports. Despite the restrictions by the military and police on mass gatherings, mass protest actions are intensifying and spreading The volcano is already rumbling and is bound to explode soon, especially if Duterte insists on using foul means to prolong his stay in power beyond 2022.

2. The Philippines also has elections coming up in 2022. (I promise this will be the only question about bourgeois elections.) Duterte stands as an obstacle for the resumption of peace talks with the CPP-NPA. Would any foreseeable electoral outcome open up the possibility of a diplomatic approach?

JMS: Duterte is confident that he can get his daughter Sara become president and himself as vice president through the 2022 presidential elections because he controls the national vote count through his Comelec appointees and through the TIM Corp which is owned by him and his crony Dennis Uy and is the Philippine counterpart of Smartmatic. He can do again what he did in rigging the 2019 mid-term elections in order to capture both houses of Congress.
And he is ready to declare a pseudo-revolutionary government before or after the 2022 elections in order to counter the possible mass uprisings of the people as in 1986 against the fascist dictator Marcos. There is yet no clear indication whether the electoral opposition has succeeded in persuading the US to require Smartmatic to follow definite measures to ensure a clean vote count. Otherwise there will be more social turmoil for the ruling system if the elections are fraudulent and manipulated under the current conditions of state terrorism.

If Duterte stays in power, with his daughter as his stooge, there will certainly be no resumption of the peace negotiations. In response, the revolutionary movement will be focused on waging the people’s war. If the electoral opposition wins in the 2022 elections, there is a possibility that the peace negotiations will be resumed. But we have to know first who will be the new president and how different is he or she from previous reactionary presidents who pretended to be for peace negotiations and yet were interested only in the capitulation or military suppression of the revolutionary movement,
In view of the rapidly worsening crisis of the world capitalist system and that of the Philippine ruling system, the conditions are increasingly favorable for the people’s democratic revolution through protracted people’s war. If the new president does not like to negotiate a just peace, then there is no choice for the people and their revolutionary forces but to keep on fighting without any distraction by peace negotiations.

If the new president seriously wants peace negotiations, then these can be resumed in accordance with the GRP-NDFP Joint Declaration which sets forth the aims and purposes of the negotiations, the substantive agenda of basic economic, social, political and constitutional reforms and the methods of negotiating and drafting the comprehensive agreements.
3. One aspect of Philippine politics that cannot be ignored is its position in the great power competition between the United States and China. You have made clear that you share the analysis of the CPP and other Marxist-Leninist-Maoist parties — that China and the United States are locked in an intensifying inter-imperialist rivalry, and that the only way out for the Philippines is to assert its sovereignty and free itself from domination by both Chinese and US capital. Today, the US enforces sanctions and other limits to the development of socialist states like Cuba and the DPRK, transitional states with socialist governments like Venezuela and Bolivia, and non-socialist states like Iran. On the other hand, the governments of these nations have engaged in extensive diplomatic and economic relations with China’s government, which has helped them survive while under siege. If, say, elements of the NDF gained control within the existing government, or if the CPP established a revolutionary government, it is likely that the Philippines would similarly be subject to economic attack by the US and its allies. Would you recommend that such a government reject a tactical alliance with China in this scenario, and why?

JMS: You are correct in assuming that the CPP and the revolutionary movement of the people will consistently assert, defend and advance Philippine national sovereign and territorial integrity. You are also correct in anticipating the violent reaction of US imperialism to the revolutionary movement when it shall come to power in the Philippines or have a leading role in a coalition government. There is therefore a need for the revolutionary forces and the people to avail of proletarian internationalism and international anti-imperialist solidarity.

If the revolutionary movement wins political power in the Philippines or the CPP becomes the leading force against the US being the No. 1 imperialist power over the Philippines, the Philippine revolutionary government will try to persuade China to respect Philippine national sovereignty and territorial integrity and the UN Convention on the Law of the Sea and the 2016 judgment of the Permanent Court of Arbitration with regard to the West Philippine Sea and will respect and support China’s national sovereignty over Taiwan, Hongkong, the Daoyu islands,Tibet and Xinjiang.

Even now, the revolutionary movement of the Filipino people observes and appreciates how China supports and assists countries and peoples that are resisting US imperialism and are the target of imperialist economic and military blockades and all sorts of sanctions. It sees the possibility of diplomatically settling with China any serious problems to achieve better relations and higher aims. As a matter of Marxist-Leninist-Maoist principle, the CPP has been critical of how China has become blatantly capitalist since 1978. But party-to-party relations are distinguishable from state-to-state relations.

4. Regarding the specific issue of maritime territory in the West Philippine Sea, the latest incident just this year concerned Chinese fishing vessels anchoring near the Whitsun Reef, a part of the Spratly Islands widely considered to be a Philippine territory in those islands. The Chinese government, for their part, also considers this an issue of sovereignty, and their operations are likely spurred on by the US’s continuing presence in these waters, which together with their bases in neighboring countries might be said to form a “noose” around that country. Do you see a realistic pathway to a resolution among the Philippines, China, and the other Asian countries involved? Can such an issue even be resolved through diplomatic means?

JMS: In my answer to your previous question, I have already asserted the sovereign and maritime rights of the Philippines over its exclusive economic zone and extended continental shelf in the West Philippines and pointed to the need for China to respect these rights, the UNCLOS and the 2016 judgment of the PAC. I have also pointed out that through diplomatic negotiations China can signify its respect for Philippine sovereign and maritime rights over the West Philippine Sea. On the Philippine side, there is no problem about recognizing and supporting China where it legitimately asserts its national sovereignty.

But now and insofar as China continues to disrespect Philippine national sovereign and maritime rights over the West Philippine Sea, the revolutionary movement considers as positive and necessary for all countries to keep the high seas of the South China Sea open for free navigation and reject the false and baseless claim of China that it owns 90 per cent of the entire South China Sea. It is also positive and necessary for the Philippines to demand the withdrawal of China from the artificial islands and military bases that it has made in the West Philippine Sea, pay rent for the duration of the illegal occupation and pay for the damage and destruction of the marine features and environment.

5. An analysis of the United States and China as an inter-imperialist conflict can lead one to the difficult position where denouncing one country’s policy works as a tacit endorsement of the other’s. One example is the CPP’s endorsement of the Hong Kong protest movement in 2020 (a post was briefly on its website before being removed) — there is evidence that some of the civil society groups that drove this movement had material support from the “soft” wings of American regime change apparatus, like the National Endowment for Democracy (NED). What does the CPP (and its sympathizers worldwide) need to do to ensure that its “pox on both houses” position does not serve imperialist ends?

JMS: It is just and proper for the CPP and the Filipino people to criticize and condemn the all-round domination of the Philippines by US imperialism and at the same time China’s aggressive transgression of Philippine sovereign and maritime rights in the West Philippine Sea. The issue is clear against each of the two imperialist powers. The CPP and Filipino people can continue to recognize China’s national sovereignty over Hong Kong and distinguish it from the autonomy and democratic rights of the Hong Kong people and the transition measures agreed upon by the Chinese and British states.

In expressing support for the autonomy and democratic rights of the Hong Kong people, the CPP and the Filipino people do not deny the China’s national sovereignty over Hong Kong as qualified by the transition measures agreed to by China itself. Neither do they become responsible for or become identical to all sorts of people and organizations that also support the autonomy and democratic rights of the Hong Kong people, including those US entities that wish to make Hong Kong independent of and hostile to China.

All proletarian revolutionaries are critical of monopoly capitalism and all imperialist countries. But they must consider and evaluate the economic and political circumstances, the differences and contradictions among the imperialist powers. The Bolsheviks were able to take advantage of the contradictions and shifting alliances of the imperialist powers. The Soviet Union was able to join the Allied Powers against the Axis powers which were fascist and aggressive. A socialist country can maintain and develop diplomatic and trade relations with all countries, irrespective of ideology and social system.

6. July 2021 marked the 100-year anniversary of the Communist Party of China (CPC). You have previously made clear that your stance is that the CPC has undergone a revisionist counterrevolution from 1976 onwards. You have also stated that it is only a matter of time before the CPC sheds its branding as a communist party, and that the only hope for the Chinese proletariat is a new communist party that reasserts the primacy of Mao Zedong Thought. It is true that the role of the Chinese party-state somewhat diminished in society after 1976, with the injection of capital introducing contradictions that were not seen in China under Mao. This also fueled a number of new “left” movements within China. Yet in the years since 2012, with the rise of Xi Jinping, there has been something of a reassessment or reappraisal of the CPC leadership, especially among younger left-wing Chinese citizens. With Xi’s anti-corruption drive seen as widely justified and necessary to clean out the corrupt bureaucracy created by Reform and Opening Up, with his strengthening of Marxist education in schools, and with his creative maneuvers to reassert party control over even privately held firms, Xi is starting to look like he’s addressing at least some of the contradictions created since 1976. What do you make of these developments? In your eyes, do they represent a return to a socialist path? If not, what concrete steps would convince you that they have turned away from revisionism and returned to the revolutionary road?

JMS: I do not think that Xi Jin Ping has done anything since 2012 to undo the comprehensive and thoroughgoing capitalist restoration on China since 1978 when the Chinese revisionists or capitalist roaders used their seizure of political power in the October 1976 counterrevolutionary coup to undertake the full restoration of capitalism in China.. The anti-corruption drive so-called has been carried out at best to control the rampant corruption at every level of the Chinese bureaucracy, the mountains of bad debts made by state and private corporations and the scandalous sale of land by local governments to private corporations. As in the revisionist-ruled Soviet Union, it was quite easy for the anti-Marxists to pretend carrying out Marxist education only to misrepresent andridicule Marxist theory and practice and play up the anti-socialist and capitalist-oriented reforms.

I suggest that you read the annotations of the Communist Party of the Philippines on the speech of Xi Jinping in celebration of the 100th anniversary of the Communist Party of China. The speech reveals how much Marxism-Leninism-Mao Zedong that Xi Jin Ping has. He consistently refers to the CPC as the party of the entire people and never as party of the proletariat and the people. He is quite skillful at avoiding any reference to the CPC as the advanced detachment of the proletariat, the socialist state as a class dictatorship of the proletarian and proletarian internationalism even in the period of Mao. The CPP annotations try to critique many major points. They can somehow help you in answering the question whether the anti-corruption campaign of Xi Jinpin and his other reported actions will undo the comprehensive and deepgoing restoration and development of private and state monopoly capitalism by the phoney communist party.

I also attach hereto my long article, “Influences and Relations between China and the National Democratic Movement in the Philippines” by way of answering your questions. This can give you a clear view of my summing up and analysis of the background, course and defeat of the Great Proletarian Cultural Revolution by the Dengist counterrevolutionary coup in October 1976, the arrest and mass expulsion of those CPC cadres and members who supported the GPCR, the proclamation of the blatantly anti-socialist and capitalist reforms and opening up for China’s integration with the world capitalist system in 1978 and the collaboration of US and Chinese monopoly capitalism in promoting and carrying out the neoliberal policy until their recent sharpening of inter-imperialist contradictions.

In 1979 the US started its diplomatic relations with China, after making preparations for these since the Nixon visit to China in 1972. US and China carried out in earnest their partnership in promoting the neoliberal policy of imperialist globalization in the 1980s onward. But being cautious in giving concessions to China and pressuring it to bend further, the US promoted sweat shop operations in China, the delivery of low-end technology and Chinese exports of garments, shoes and other consumer goods to the US market. By 1989, the inadequacies of the US-China economic relations showed with the rise of mass discontent against flagrant corruption and inflation in China.

Consequent to the mass uprisings in Beijing and many other Chinese cities in 1989, China under the over-all leadership of Deng begged the US to grant more economic concessions to China and promised to further liberalize the entry of US and other foreign investments and open special economic zones. In turn, the US demanded that China join the World Trade Organization and further open up the Chinese economy. China joined the WTO in 2001 and the US and China became undoubtedly the main partners in promoting and carrying out the neoliberal policy. Since then, the economic growth of China accelerated on the capitalist road to become the largest capitalist power after the US.

To make monopoly capitalism dominant in China, the phoney Communist Party and the monopoly bureaucrats have plundered the social wealth created by the Chinese working people under the Red flag of socialism and have submitted the working people to extreme conditions of exploitation, mass poverty and deprivation. The dismantling of the commune system drove great numbers of peasants to urban poverty and exploitation by Chinese and foreign companies. The
abolition of the right to strike and the lack of labor rights have generalized the 996 rule of wage slavery, 9 a.m. to 9 p.m. work for 6 days a week, reminiscent of early 19th century England. Even the highly educated white collar employees are subjected to this rule. Gross inequality and social injustice reign in China.

State monopoly capitalism has served to accelerate strategic economic and military production and to expand private monopoly capitalism to the extent that this has become larger in share values than the state sector. Shares of stocks in state corporations as well as in state-private corporations are publicly traded and acquired by private stock owners. As of 2003, according to a survey report done by the OECD, the private sector share in value-added in the entire Chinese economy was already 59.2 per cent and was growing at an accelerated rate since the 1990s. As of 2020, China claimed that its private sector owned 60 per cent of the economy and accounted for the GDP to the same extent.

As of 2021, according to the Hurun Global Rich List, China had the most billionaires in the world, with 1058 in comparison to 696 in the US. Millionaires and billionaires like Jack Ma of Alibaba are highly honored members of the CPC. In the National People’s Congress as of 2016, more than 100 delegates were billionaires in US dollars (like Pony Ma of Tencent Holdings, Robin Li of Baidu and Kei Jun of Xiaomi) and 209 other delegates had net assets above 2 billion yuan or USD 300 million. In the US Congress at the time, there was no billionaire and the richest was California Republican Rep. Daniel Issa who had as net worth only USD 440 million.

Members of the CPC Central Committee have generally concealed their private assets. But immediate and close relatives have openly become millionaires and billionaires with large shares of stocks in major private corporations, in real estate, technology, energy, manufacturing, commerce, banks and finance. The big bourgeoisie is flagrantly in power in the CPC and the State and in the big private corporations. Corruption has been so rampant in the CPC and the State that President Xi Jinping has so prominently crusaded against it. But Quora researchers point out that the sister of Xi, Qi Qiaoqiao, has accumulated assets of more than USD 1.7 billion.

State monopoly corporations have been intertwined with private monopoly corporations and even sell shares to big private capitalists. Take a look at the list of the 500 largest Chinese private corporations. Let me just mention here the 10 with the largest capital: Huawei (in electronics), Pacific Construction Group, Amer International Group (metals), Hengli Group (chemicals), Country Garden Holdings (real estate), Evergrande Group (real estate), Legend Holdings Ltd (electronics), Gome Holdings Group (retail), China Vanke Co Ltd (real estate) and Geely Holding Group (motors). Huawei’s largest capital is 858 billion yuan or USD 126 billion and Geely’s is 330 billion yuan.

The 10 largest private banks of China are: China Merchants Bank, Industrial and Commercial Bank of China, Bank of China, Agricultural Bank of China, China Construction Bank, China International Capital Corporation, Bank of Communications, Shanghai Pudong Development Bank, China CITIC Bank and China Minsheng Bank. The following are the 5 largest private insurance companies: China Life Insurance Company, Ping An Insurance Group, China Pacific Insurance Group, People’s Insurance Company of China and New China Life Insurance.

7. You’ve stated that the Great Proletarian Cultural Revolution (GPCR) is “the greatest epoch-making contribution of Mao.” Do you think that Mao or the Gang of Four made any errors in the implementation of the GPCR? If so, what were they? On a related note, is your view that the Philippines will require a cultural revolution of its own, after political power is seized by its proletarian movement?

JMS: In the course of the Great Proletarian Cultural Revolution from 1966 onwards, the CPC itself acclaimed it as the greatest epoch-making contribution of Mao. The GPCR was supposed to be the practical application of Mao’s theory of continuing revolution under proletarian dictatorship through cultural revolution in order to combat modern revisionism, prevent the restoration of capitalism and consolidate socialism. It was supposed to be greatest contribution of Mao to the development of Marxism-Leninism on top of his contributions to Marxist-Leninist philosophy, political economy, social science, rectification movement as requisite for Party building and the strategic line of protracted people’s war by encircling the cities from the countryside.

The importance and necessity of the GPCR from 1966 to 1978 could not be underestimated because the Soviet Union was already afflicted by modern revisionism and had become a social-imperialist power and cast a lot of influence and pressures even within the CPC. The Rightists and revisionists within the CPC Central Committee who opposed the Great Leap Forward and wanted to perpetuate the concessions to the bourgeoisie and the rich peasants were influenced by the Soviet modern revisionists. The correctness of the GPCR in posing modern revisionism as a lethal problem for socialism is well verified by the collapse of the Soviet Union and China’s own comprehensive and thoroughgoing restoration of capitalism.

Like the Paris Commune of 1871, the GPCR won great victories before it was defeated. As a result of the GPCR, the youth were mobilized as Red Guards, as revolutionary successors in combination with the toiling masses of workers and peasants. Art and literature were revolutionized to serve the people and honor the revolutionary workers, peasants and soldiers as the heroes. The theatrical models were promoted. The educational system was reformed to stop the phenomenon of university students coming mostly from former exploiting classes and from strata higher than those of the workers and peasants. Barefoot doctors were trained to spread and raise the level of health care in the rural areas.

Revolutionary committees were created as new organs of political power.Three-in-one leading committees were formed in the factories, communes and institutions to combine the representatives of the Party, the masses and the experts. The Anshan Constitution became the model for organizing the workers. The Tachai and Taching models were promoted. Even the economic growth rate during the GPCR averaged more than 10 per cent per year. So, it was successful even in economic terms. The superstructure was revolutionized to put politics in command of production and to enhance production.

The GPCR was defeated but it succeeded in posing the problem of revisionism within socialist society, brought up the principles and methods of fighting it and provided the positive and negative lessons from which succeeding proletarian revolutionaries can learn from. After great victories from 1966 to 1971 in the GPCR, the Left committed errors of ultra-Leftism (which was reflected in the line of condemning both Lin Piao and Chou Enlai) turned off the Middle against the Left and prevented the Left from winning over the Middle to defeat the Right and became vulnerable to intrigues and splitting tactics by the Right which amplified its strength by winning over the Middle.

As in the Soviet Union, when Khruschov rose to power by splitting the Stalinists like Molotov, Voroshilov, Malenkov and others, Deng skilfully got the support of Chou Enlai, Yeh Chingying Chen Yun, Li Xiennian and Hua Kuofeng to bring down one after the other Lin Piao, Chen Boda, members of the Group of Four and posthumously Kang Sheng after the counterrevolutionary coup of 1976. After 1971, the health of Mao was deteriorating but Chou En Lai was most assiduous in consulting him and letting him grace diplomatic occasions. The latter succeeded in putting on record even the informal comments of Mao critical of the Group of Four.

The Rightist-Centrist combine succeeded in undermining and depreciating the class struggle as the key link in favor of diplomatic maneuvers to develop relations with US imperialism against its Soviet superpower rival for the purpose of modernization, access to latest technology, capitalist reforms and integration in the world capitalist system. Indeed, the Chinese monopoly bourgeoisie has been quite successful in the last more than four decades in restoring and developing capitalism. But it has also brought into China the exploitative and oppressive conditions of the capitalist system which can arouse the proletariat and the entire people to fight back and bring back socialism in due time.

On the subject of cultural revolution in relation to he Philippine revolution, I say that there is the appropriate cultural revolution correspondent to every stage of the Philippine revolution. Right now the Filipino proletariat and people are carrying out the new democratic revolution against the semicolonial and semifeudal ruling system. They are now carrying out a national, democratic and scientific cultural revolution in line with the new-democratic economic, social and political demands. When they reach the socialist stage of the revolution, they will carry out the socialist cultural revolution corresponding to every phase of the socialist revolution and aiming for the ultimate goal of communism.

8. In previous interviews you have said that China is concerned about separatist elements in the regions of Tibet, Hong Kong and Xinjiang. In the US and allied countries, where much of our readership resides, the news and discourse about China and the CPC is almost exclusively occupied by allegations of human rights violations in these regions. In our own analysis of the reports about Xinjiang in particular, we have called it an “atrocity propaganda blitz” whose ultimate purpose is to provide grounds for war, much like the US did with Iraq. (To me, they’re reminiscent of stories I heard throughout my childhood about the NPA, as fed by the Philippine government through the bourgeois media.) What is the correct stance for organizations and individuals who are asked to address these allegations? Do you consider it worthwhile to push back against them, even if you regard the CPC as a revisionist party?

JMS: China has national sovereignty over Tibet, Hongkong and Xinjiang as in Taiwan and Daoyu islands. The human rights and the autonomy rights of the people must be respected. Wherever certain transitory measures have been agreed upon by Chinese central and local authorities must be respected. At the same time, US imperialism and its agents should be prevented from interfering with China’s internal affairs and should stop making provocations. They should be condemned for carrying out propaganda and activities for the purpose of interference and possible aggression.

9. Our last question is regarding the Communist Party of Peru – Shining Path. You’ve previously pointed out that Abimael Guzmán committed errors in terms of both being ultra-left sectarian earlier on, and then swinging to the right after his capture. Today, the newly elected Peruvian socialist Pedro Castillo faces many challenges, including smears of being sympathetic toward or similar to the Shining Path. Can you explicate your view of where the Gonzalo leadership went wrong? Are explanations that fault left-adventurism and the romanticization of violence correct? Even if the CPP-NPA has not committed these errors, why does it seem that they have not escaped similar criticism?

JMS: The background of Pedro Castillo as a peasant, rural teacher and union leader is quite impressive and his electoral success is quite spectacular. According to the Libre Peru, he is not a communist. At any rate, he faces tremendous odds because the US is telling him what to do and uses the US-controlled Peruvian army to threaten him and he does not have control over Congress and it will take a great deal of effort o change the Peruvian constitution. I hope that he can find ways of upholding and realizing national independence, democratic rights, social justice and development in Peru. I also hope that he can free Comrade Gonzalo and other political prisoners who have been languishing in jail for so long.

The people’s war started by Comrade Gonzalo is widely reported as having declined since 1992. I think that the cadres and members of his party are the ones in the best position to sum up, analyze and evaluate their experience. Their criticism and self-criticism and their determination to rectify errors and shortcomings are far more important than what outsiders like me can say. The Communist Party of the Philippines and the New Peoples’ Army have summed up their own experiences periodically and made some major rectification movements to learn from positive and negative lessons, to work and fight more resolutely and vigorously and to achieve greater victories in the revolutionary struggle.

The Communist Party of the Philippines denounced yesterday the Department of Health (DOH) and its secretary Francisco Duque III after reports of the Commission on Audit (COA) revealed that the agency had billions of unspent and misused funds from last year.

In the report, a whopping P101.34 billion was flagged by the COA and tagged as unused, misused and excessive expenditures. This included a sum of P67.3 billion deficiencies in Covid-19 funds with P11.9 billion unused funds for health workers’ risk allowance and hazard pay.

“It is height of criminal irresponsibility and neglect that funds for pandemic response have not been properly used by the DOH,” said CPP Chief Information Officer Marco Valbuena. “The delay and failure to release these funds is utterly contemptible and condemnable especially in the face of the health crisis, and in particular, the clamor of health workers for the release of these allowances.”

The audit also found out that billions allotted for infrastructure, equipment acquisition and public health service were unsued. A total of P24.6 billion could have been used for about 6.5 million Covid-19 test kits which can cover up to four months of testing at the current rate.

“The billions of unspent funds reek of corruption on grand scale,” Valbuena said amid Duque’s defense that the funds were not “lost” and will be properly “liquidated.”

“People are outraged over the mismanagement of the DOH of its funds,” he added. “While people were made to sacrifice during the lockdowns, the DOH, the main agency of the Duterte regime in this pandemic, has displayed gross inefficiency, lack of urgency and total disregard for the people’s health and welfare.”

Malacañang has put up an act today by saying it wants the DOH to present a “comprehensive” and “clear” response to the “serious” findings of state auditors. According to Harry Roque, Duterte’s spokesperson, the president has instructed Secretary Duque to explain.

“Duterte is sure to protect his favorite secretary, Duque, despite the reports, similar to what he did months ago amid clamor for Duque to resign,” Valbuena said.

“There is no future under a Duque-led DOH,” said Valbuena as health workers and other sectors renewed their clamor for Duque to be removed from the helm of the department. “Ultimately, however, it is Duque’s boss, Duterte himself, who must go,” he ended.

A soldier was killed while another was wounded when Red fighters of the Leonardo Panaligan Command-New People’s Army Central Negros Guerrilla Front (LPC-NPA) sniped at the detachment of the Philippine Army’s 62nd Infantry Battalion (IB) in Sitio Casingan, Barangay Trinidad, Guihulngan City, Negros Oriental last August 11, 2021 around 6:15 in the evening.

According to Ka JB Regalado, LPC-NPA spokesperson, the sniping operation was a response to continuing military abuses in Central Negros especially the 94th IB’s atrocities where its soldiers ransacked houses and threatened the lives of peasants in the mountainous parts of Barangay Santol, Binalbagan, Negros Occidental and Sitio Irene, Barangay Apanangon, Jimalalud, Negros Oriental.

“The 94th IB and a fanatic group led by Barangay Apanangon Councilor Karem Calpiz purposefully whitewashed their failures by brutally murdering Henry Brial and Junior Pedro in the afternoon of August 5 at Sitio Binigsi-an, Barangay Santol,” said Regalado.

The LPC-NPA, in its statement, also condemned the 62nd IB’s abduction of George Francis who was illegally arrested by the 94th IB together with Edwardo Mission, both Guihulngan City residents, after an encounter in Sitio Tibak, Barangay Santol.

Regalado accused the 94th IB and the Binalbagan Police force of deceit upon declaring on August 3 that they have released Francis following the expiration of the 36 hour reglementary period and evidence against him was insufficient.

He said that the family of George Francis is troubled and anxious that he is not under their roof up to now. They are worried that the 94th and 62nd IB will make Francis guide military operations and then kill him just like Brial and Pedro.

The LPC-NPA called upon the people to not be deceived by false promises of the fascist military and Duterte regime through the Enhanced Comprehensive Local Integration Program (E-CLIP) of its National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).

It also instructed all LPC-NPA units to mount successful tactical offensives in order to give proper justice to all victims of military abuses and of militarization in the countryside.###

Due to Rodrigo Duterte’s unbridled neglect and failure of governance, especially in the face of the Covid-19 pandemic, there is an imminent break out of an even worse crisis in the coming months that will possibly result from one or a combination of the following factors:

the continuing worsening of the pandemic as a result of Duterte’s pigheaded refusal to prioritize health measures; the downfall of the economy and people’s lives due to reliance on lockdowns and other onerous and burdensome policies; and the tottering of the Duterte regime with the wearing down of people’s patience.

With the emergence of the Delta variant, and low level of vaccination in the country, there is a strong possibility that Covid-19 will spread more rapidly beyond the capacity of hospitals and facilities in the coming months. It is not improbable that the Duterte government will resort to repeated lockdowns due to lack of testing and contact-tracing capacity and the turtle-paced vaccination.

Assurances of “economic recovery” are empty as there have been no investment to kick-start production and consumption. Based on experiences in 2020, there is the threat of unemployment shooting up within a few months and rapid rise of businesses losses and bankruptcies. This will cause the intensification of workers exploitation, further deterioration of the lives of millions in both cities and the countryside, worsening of hunger and malnutrition, worsening of the crisis of education and learning, and aggravation of other socioeconomic problems.

A severe political crisis of the ruling Duterte regime is a strong possibility in the face of its failure to effectively manage the health and economic crisis. Duterte’s scheme to perpetuate himself in power goes on full swing as his end of term approaches, and will be marked by his resort to intensified violence and deception, to paralyze the people with fear and strike down against all dissent.

People are forced to desperate straits by the rotten, failed and oppressive Duterte government. Millions of Filipinos daily suffer in long queues for food, aid and vaccines.

Facing threats of a more severe crisis, the Filipino people must act and manifest their outrage and rejection of the burdensome policies. They cannot remain silent and dispersed. They cannot forever wait for aid or rely on the good-heartedness of others to avoid extreme hunger.

They must no longer allow themselves to be forever locked in their homes while the government does nothing to strengthen its capacity to respond to the pandemic; while officials abuse their power, politicize aid and vaccine distribution, pocket public funds, squander these on counterproductive wars, or repay the ever rising government debt which did not benefit the people. They must converge on alleys and streets, forge a united stand and demonstrate their rage against the failed government that is responsible for the severe pandemic and crisis.

The people must resist being silenced by Duterte’s shock and terror. Their silence will all the more embolden Duterte and his vassals and minions to trample on the their rights and welfare, plunder public funds, impose heavier taxes, betray and conspire with foreign powers, monopolize political power, sow terror and perpetuate themselves in Malacañang.

All revolutionary forces and progressive, patriotic and democratic activists must bear the responsibility of guiding and leading the Filipino people in their fight against Duterte’s ruling tyranny.

Amid an impending outbreak of a bigger crisis, they must exert all-out effort to use every possible means to overcome limitations and restrictions under the militaristic lockdown, in order to reach the broad masses, raise their consciousness through different forms of propaganda and education, expand their organization, build the most number of associations in the biggest number of areas, and forge their militance to express their outrage, fight for their urgent democratic demands, defend their rights and make the Duterte regime pay for its failure and negligence.

The broad masses of the Filipino people oppressed by Duterte are like tinder waiting to be kindled to become a mighty flame that will end their hardships under the oppressive and failed regime. The people’s heightening desperation–for food, aid and vaccine–must be drawn and transformed into a force of resistance, while raising their national democratic consciousness. The people must be led to the path of collective action and not segregation; to the path of struggle and not supplication.

The Filipino masses have been deprived of everything. They have nothing else to lose.

Atty. Jacqueline Ann de Guia, CHR spokesperson, cited reports that Villasis was riding a motorcycle with a civilian when they were stopped by around 40 armed men on their way to the town hall.

The Army officer was reportedly taken, tortured, and shot from behind while his hands were tied.

The civilian was left unharmed, but the motorcycle they were using was said to have been set on fire.

“Such senseless violence is an affront to human rights, particularly to the sanctity of human life. We urge the government to apply the force of law in ensuring that the perpetrators are held accountable for these transgressions,” De Guia said.

DAVAO CITY (MindaNews / 14 August) – She was freed after a harrowing 13-hour ordeal of being arrested and detained on June 9, 2019 but two years and two failed attempts to hold the perpetrators accountable, Davao City-based journalist Fidelina Margarita “Gingging” Avellanosa Valle continues to fight for justice that would liberate her from the trauma that continues to hound her, and hopefully allow her to “claim back my equilibrium that has long been destroyed and so difficult to take back.”

Valle will appeal before the Supreme Court the Ombudsman’s ruling clearing military and police officials of accountability for her arrest and detention in what officials claimed to be a case of “mistaken identity.”

The Ombudsman on August 10 last year dismissed the criminal charges filed in 2019 by Valle, development worker, freelance writer and Davao Today columnist, against 17 police and military officials and other unidentified suspects, stating she was not able to establish probable cause to charge them with arbitrary detention, kidnapping and serious illegal detention, violation of RA 9745 or the Anti-Torture Act of 2009, and RA 7438 or the rights of person arrested, detained or under custodial investigation and the duties of the arresting, detaining and investigating officers.

The Ombudsman also dismissed the administrative charges she filed for grave misconduct, grave abuse of authority, and conduct unbecoming of a public official against 15 of 17 military and police officials named in the complaint and held liable only two officers – Colonel Tom Tuzon, then Regional Commander of the Criminal Investigation and Detection Group (CIDG) in the Zamboanga Peninsula and Moh Madzie-Aziz Mukaram, then OIC of CIDG Zamboanga del Sur — ordering their suspension for three months without pay for “simple neglect of duty.”

Valle, now chair of the Davao City chapter of the National Union of Journalists of the Philippines (NUJP) and vice chair of the International Association of Women in Radio and Television (IAWRT) Philippines, filed a motion for reconsideration on November 3, 2020 which the Ombudsman denied. In a decision dated June 24, 2021 but received only a few days ago, the Ombudsman reiterated that Valle “failed to adduce any newly discovered evidence which could materially affect the outcome of this case, or proofs that grave errors of facts or laws , or serious irregularities were committed by this Office.” It added that the matter raised by Valle’s motion “are mere rehash of the arguments that this Office has already considered and passed upon.”

In a statement she read during an online press conference on Thursday morning, Valle said, “’simple’ neglect of duty as they call it, now easily excuses command responsibility and accountability, and therefore, only the small fry are made responsible, while the big, fat asses go scot-free.”

“Big bullies that they are, we just cannot allow this transgression to continue without a fight. Yes, we may be small and insignificant against their boastful might, but when we band together and speak up, no matter if our voices may seem just mere whimpers as against their loud mouth curses and insults, we shall prevail,” Valle said.

Accountability and justice

It has been a painful two-year journey for the 63-year old Valle who has had to seek professional and spiritual help to address her trauma.

“Two years have passed, and though my heart, head and hands long to go back to take on writing, all I can muster each and every day is do mundane tasks as household chores, pretending that I am ‘okay’ so far. I have wanted to believe that nothing’s changed, that I am doing ‘well,’ but deep inside, I am far from my true self,” she said, adding she has been having difficulties writing and she hates “every moment that a blank wall stares at me each time I attempt at writing my ‘usual’ stuff. Because it’s just hard, blanko lang talaga.”

“I seem to be falling off a bottomless pit in my mind, and yet, out there in the sun, everything seems so painfully ‘normal’…Lies. Maneuverings. Paulit-ulit na bumabalik sa akin yong mga excuses ng mga pulis at military” (The excuse of the police and military are repeatedly coming back), she recalled.

Jonathan de Santos, NUJP chair, said “more than an apology and a slap on the wrist, we call for accountability and justice for the arrest of Margarita Valle.”

Lynda Garcia, President of the IAWRT Philippines, said “reducing (Valle’s) plight as a mere simple neglect of duty is unacceptable to the attack made against her and her profession and duty as a truth-teller.”

Valle was arrested at around 10 a.m. on June 9, 2019 at the Laguindingan Airport in Misamis Oriental and transported to Pagadian City, a 200-kilometer, four-hour ride away, on the basis of warrants of arrest against suspect Elsa Renton, allegedly a leader of the New People’s Army, for “multiple murder with quadruple frustrated murder and damage to property” issued by the Regional Trial Court in Calamba, Misamis Occidental in December 2011 “with no bail recommended” and for arson issued by the RTC in Pagadian City in September 2006 with bail recommended at 24,000 pesos.

The warrants did not bear Valle’s name but Renton’s whose alias on the warrant was Tina Maglaya. Valle said her name was inserted on the warrants of arrest when they passed by Iligan City for her mug shots and fingerprints. “Didto sa gipapirmahan nga mug shots, giinsert ang Valle” (They inserted Valle when they had the mug shots signed), she said.

Colonel Bernard Banac, then spokesperson of the Philippine National Police (PNP) told reporters that evening that Valle would be released because according to the witness, she “has major resemblance but is not the actual suspect who is the subject of the warrant.”

The next day, Tuzon in a statement apologized to Valle, saying they “should have headed your call regarding your identity from the start and have released you at the airport.” Valle did not accept the apology.

Kathy Panguban of the National Union of People’s Lawyers (NUPL) said Valle has resolved to go to the Supreme Court to appeal the decision. because there is “enough evidence to say na hindi lang po ito simplc case of mistaken identity and to overturn disputable presumption of regularity in performance of duty.”

Valle, she said, was arrested without legal cause as she was not the subject of the warrants of arrest “and mistaken identity has never been a lawful cause to arrest and detain a person.”

Panguban said they will file with the Supreme Court a petition for certiorari for grave abuse of discretion on the part of the Ombudsman which dismissed the charges and denied the motion for reconsideration.

Arrest warrants served instead of breakfast

Valle, a 1982 graduate of BA Communication Arts at the Ateneo de Davao University, was a reporter of the Media Mindanao News Service from the 1980s until it ceased operations in1996. She was a correspondent of Mr & Ms Special Edition until People Power ousted the Marcoses in 1986. She also served as Administrative Officer of MindaNews on its first year in 2001.

Valle was a columnist of SunStar Davao until early 2018 and wrote a column, Kanak Gamay na Kyatigaman (My Little Understanding) for the online paper, Davao Today, as Fides Avellanosa.

Valle went to Pagadian City for a data gathering mission on June 6, 2019. Three days later, she traveled to Laguindingan Airport to wait for her evening flight back to Davao.

Valle was waiting to be served her late breakfast of brewed coffee and sandwich at the Dunkin’Donuts stall inside the airport at around 10 a.m. and had not even warmed her seat when she was served – not her breakfast – but warrants of arrest that the arresting team did not give her to read.

She recalled a team of “six to eight” men in civilian clothes approached and surrounded her, the head of the team telling her she was under arrest. She questioned her arrest and demanded her right to a phone call. She called her relative, Sister Mila Gimeno of the Missionaries of the Assumption in Davao City, at 10:07 a.m. to inform her she was being arrested.

From Laguindingan, Valle was brought to Iligan City where she was ordered to wear a “CIDG Detainee” shirt and was subjected to fingerprinting and the taking of mug shots. “Grabe ka dehumanizing. Gi fingerprint pa gyud ko,” Valle told MindaNews the next day.

Valle was held incommunicado and managed to phone Siter Mila only about eight hours after her arrest. Sister Mila had repeatedly phoned Valle after her 10:07 a.m. call but her two phones were in the possession of her arresting team. It took hours before reporters were told Valle was in Camp Abelon in Pagadian City.

Tuzon and Mukaram also filed a motion for reconsideration of the Ombudsman’s August 10, 2020 decision suspending them for three months without pay but the June 2021 decision of the Ombudsman denied their motion. The Ombudsman reminded respondents that “every public officer is bound to perform the duties of his office faithfully and to use reasonable skill and diligence and to act primarily for the public.”

Maximum accountability

What kind of justice would liberate her from the trauma she continues to suffer, MindaNews asked Valle.

Justice not just for journalists but “justice for those whose rights have been violated, especially the marginalized,” she said in Filipino.

“If you think of it, what happened to me might be a small thing compared with what others experience but it is heavy. So heavy,” she sadded.

Valle’s son, Rius, spokesperson of Save Our Schools Network, said their family wants “maximum accountability.”

“We want people ma hold sila behind bars. Kailangan may managot,” (Somebody should be held accountable) Rius said, adding there are so many cases of state-perpetrated human rights violations but no one has been accountable or “kung meron man, talagang one in a million” (or if there is, it’s just one in a million).

“We want justice – accountability yun – kailangan may managot especially the arresting officers,” he said, adding they also hope what happened to his mother will not happen again, not just to other journalists but also to indigenous peoples and other marginalized sectors.

Valle’s last word at the press forum: “Patuloy tayo. Ilalaban natin ito hanggang sa dulo” (Let us continue. We will fight for this until the end).

Rights groups are celebrating successive wins in different courts and even in the justice department’s own prosecutor’s office in several cases filed against individuals whom authorities have tried to connect to the communist insurgency.

“We are so glad and relieved that this legal pushback is on a roll and that our courts are stepping up the plate to assert judicial independence against excesses, shortcuts, abuses and even incompetence of our law enforcement agencies in the dubious legal assault on activism,” said NUPL President Edre Olalia in a statement.

DOJ PROSECUTORS

Among the raps dismissed are the kidnapping and child abuse complaints filed by the Philippine National Police (PNP) Criminal Investigation and Detection Group (CIDG) and a certain Jovita Antoniano against officers of the progressive group Anakbayan.

Antoniano claimed her daughter Trishia stopped schooling and joined protest actions without her knowledge, eventually supposedly becoming part of Anakbayan and League of Filipino Students.

A rebel returnee supposedly identified Trishia in one of the meetings and claimed that Anakbayan and LFS are front organizations of underground group Kabataang Makabayan.

But the DOJ panel of prosecutors headed by Senior Assistant State Prosecutor Rassendell Rex Gingoyon rejected the kidnapping and child abuse raps because at the time Trishia left her house, she was no longer a minor.

Even assuming she was a minor then, no evidence was presented to show that the Anakbayan officers named in the complaint were entrusted with her custody and that they failed to return her to her parents, the 15-page resolution dated May 28, 2021 said.

Prosecutors also found no probable cause to charge the Anakbayan officers with violations of the Anti-Trafficking law (RA 9208), the Special Protection of Children in Situations of Armed Confict Act (RA 11188) and the Philippine Acts on Crimes Against International Humanitarian Law (RA 9851) because there was no evidence presented that Trishia was a member of Anakbayan.

“Also, complainants failed to introduce evidence that the Anakbayan organization is an armed group that recruits and/or uses children to participate in hostilities or armed confrontation or a recruitment front of the CPP-NPA and its underground organization is the Kabataang Makabayan (KM),” they said.

“Further, we cannot consider joining and participating in rallies and conducting peaceful assemblies as acts of armed struggle,” they added.

DOJ prosecutors, in October last year, junked similar complaints against Kabataan Party-list Rep. Sarah Elago and former Rep. Neri Colmenares involving another student whose parents also claimed was supposedly kidnapped by Anakbayan on the same grounds.

GENERAL SANTOS COURT

In General Santos City, a court declared illegal the warrantless arrest of a couple accused of being members of the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF).

Edgard and Regina Patulombon were arrested in July 2015 allegedly for taking part in the kidnapping of soldiers in June 2013.

A gun and 2 grenades were supposedly recovered from the couple which supposedly justified their arrest even without a court order.

But GenSan RTC Branch 23 Judge Dennis Velasco noted that the authorities failed to inform the couple of their constitutional rights to remain silent and to have a lawyer representing them.

“These are the so-called ‘Miranda rights’ so oftenly disregarded by our men in uniform. Infractions thereof render inadmissible the extrajudicial confession or admission made during custodial investigation,” he said in granting the demurrer to evidence (essentially a motion to dismiss based on insufficiency of evidence) and dismissing the case.

Lawyer Emilio Pana, who represented the couple, welcomed the ruling as a “great day for justice,” noting that both of the accused were elated.

“But the damage to the spouses Patulumbon and their family is incalculable. They languished in jail for more than five years on the basis of trumped-up charges. This is reprehensible because these charges are intentionally committed by state agents,” he said.

LEGAZPI COURT

Meanwhile, a Legazpi court quashed search warrants and junked the illegal possession of firearms, ammunitions and explosives charges against Pastor Dan Balucio, an alleged NPA member.

Cops secured search warrants from another Legazpi City court claiming that Balucio, with other companions, were supposedly peddling firearms.

The search warrants were served in May this year that led to Balucio’s arrest, with the police allegedly recovering a gun with several bullets, a grenade and flag of the CPP-NPA.

But Legazpi City RTC Branch 10 Judge Maria Theresa San Juan-Loquillano questioned how the search warrants were issued in the first place when the applicant police officers did not have personal knowledge about the supposed crime, as required under the Constitution.

Instead, it was only a tipster who supposedly knew about Balucio’s activities but the judge also had reservations about his testimony.

Among her reservations — how the tipster managed to travel to Metro Manila from his house in Daraga, Albay to report the matter to CIDG NCR when there were no public transportation due to pandemic restrictions imposed earlier this year.

The judge reminded authorities what the laws and the Constitution require of every law enforcer applying for a search warrant.

“When the Constitution mentioned the term ‘the witnesses he may produce,’ the framers of the Constitution had in mind that the application for the issuance of a search warrant must not be supported by only one witness, but by at least two witnesses and the latter must also possess personal knowledge about the matters that they are testifying to. This is to ensure that the search warrant will not be issued on the whims and caprices of the applicant or the lackadaisical attitude of the issuing judge,” she said.

The dismissal of cases based on improperly-issued search warrants follows the dismissal of charges against journalist Lady Ann Salem and trade unionist Rodrigo Esparago in February this year, also accused of illegal possession of firearms and explosives.

The Mandaluyong court voided the search warrant for being vague.

PAMPANGA COURT

In yet another dismissal, a court in Angeles, Pampanga junked on July 1 the illegal possession of firearms case against former CPP-NPA leader Rodolfo Salas alias Kumander Bilog due to insufficiency of evidence by granting his demurrer to evidence.

Salas was arrested in February 2020 based on charges of murder over his alleged role in the “purge” of NPA members from 1985 to 1992.

A gun and ammunitions were supposedly recovered during his arrest, which led to a separate charge.

Angeles RTC Branch 58 Judge Assisting Judge Ramon Corazon Blanco however disregarded the evidence because they were taken as a result of an illegal search, violating Salas’ constitutional rights against unreasonable search and seizure.

Since there was no search warrant for the gun and ammunitions, authorities tried to justify it as having been seen in plain view to justify warrantless search but conflicting testimonies contradict this position.

And while a search is allowed after a lawful arrest, the court said that it appeared from the conflicting testimonies that the search was not limited within the immediate control of Salas to justify the search as an incident to a lawful arrest.

Salas continues to face the murder charges, which he claims to be already covered by his prior conviction for rebellion based on a plea bargain agreement in 1991. He was in jail for 6 years.

The accused/respondents in the General Santos, Legazpi and DOJ cases were represented by NUPL while the Free Legal Assistance Group lawyer for Salas.

A leader of the Bangsamoro Islamic Freedom Fighters (BIFF) and 10 of his followers yielded to the military in Barangay Kuloy, Shariff Aguak, Maguindanao on Friday morning, August 13, 2021.

Lt. Gen. Corleto Vinluan, Jr., Commander of the Western Mindanao Command, said on Saturday that combined elements of the 33rd Infantry Battalion and the intelligence operatives facilitated
the surrender of a BIFF leader identified as a.k.a. Molawin.

Ten of his followers were identified only with the following aliases: Rahib, Nasrullah, Salahuddin, Esmail, Rahim, Haron, Tapa, One Eye, Naser, and Kasim.

“A.k.a. Molawin and his followers belong to the BIFF Karialan Faction,” Vinluan said in a statement.


According to Col. Pedro Balisi, Jr., Commander of the 1st Mechanized Infantry Brigade, the successful surrender of the BIFF personalities was made possible through the support of the barangay chairpersons of Kuloy and Tapikan, both of Shariff Aguak town.

Balisi said the BIFF members surrender their weapons including:

two cal. 30 Barret,
one cal. 30 M1 Garand converted to M14 rifle,
one cal. 30 M1 Garand,
one cal. 5.56mm M16 rifle,
one cal. 45 pistol,
one cal. 45mm Thongram Submachine Gun,
one 60mm Mortar,
two improvised explosive devices,
four rounds cartridge of 7.62mm ball, and
two round cartridge of 60mm high explosives

According to the military, the BIFF members have surrendered as military strength is invincible that group's dwindling manpower cannot match in battle.

“The influx of surrenders exemplifies that we are winning not only the people’s trust but that of the enemies as well”.

Joint Task Force Central has reported a total of 87 surrenders for this year alone. It can be recalled that last August 7, 13 members of the same group also surrendered to the military in President Quirino, Sultan Kudarat, Maj. Gen. Juvymax Uy, Commander of JTF Central said.

“The spate of surrenders in central Mindanao signifies a breakthrough in our peace efforts to end terrorism in the area. We are hopeful that soon enough we will be able to totally dismantle the BIFF and all other threat groups,” Vinluan said.

The BIFF members were brought to 33IB headquarters in Barangay Zapakan, Rajah Buayan, the same province for custodial debriefing and proper disposition.

A total of 26 former members of the local terror group Bangsamoro Islamic Freedom Fighters (BIFF) in this province on Friday completed a livelihood training workshop to make them productive as they reintegrate into mainstream society.

Brig. Gen. Roy Galido, commander of the 601st Army Infantry Brigade (601Bde), said Saturday the three-day training, held at the military unit’s camp in Tacurong City, Sultan Kudarat was provided and facilitated by the Ministry of the Interior and Local Government - Bangsamoro Autonomous Region in Muslim Mindanao (MILG-BARMM).

“It was part of the 'Project Tugon' (Tulong ng Gobyerno sa Nangangailangan) initiative of BARMM under the national government’s thrust of ending local armed conflict nationwide,” Galido said.


He added that more projects from BARMM are in the pipeline for surrendering local terrorists in Maguindanao and North Cotabato.

Since January, some 100 BIFF members have yielded with the help of the provincial governments of Maguindanao and North Cotabato.

Maj. Gen. Juvymax Uy, commander of the Army’s 6th Infantry Division, lauded the 601Bde, MILG-BARMM, and the local government units for actively pushing for projects that would improve the lives of former rebels.

“With this project, more BIFF who are still out there can be convinced to follow suit and live normal and productive lives,” Uy said.

The wife of Cpl. Frederick Villasis, who was on non-combat duty during a community support mission when brutally killed by New People's Army (NPA) terrorists in Barangay Lahug in Tapaz, Capiz, has demanded justice for his death on behalf of their two children.

“Nagapangayo ako bulig nga mahatagan sang hustisya ang gin obra sa iya. Pwerte gid ka brutal. Sakit-sakit gid ya ang natabo sa iya. (I am asking for help so justice would be served. It was too brutal. What happened to him was very painful),” Shella Villasis told the Philippine News Agency (PNA) over the phone on Saturday.

Cpl. Villasis of the 12th Infantry Battalion (12IB) was the leader of the Philippine Army's (PA) left-behind force when the Community Support Program (CSP) in Barangay Lahug ended in March.

The CSP is the Army's people-centered program to bring peace and development to conflict-affected barangays. It is an initiative to bring the government closer to the people through the immediate delivery of basic services.


While on his way to the town’s municipal hall with two other village officials to follow up on development projects for the barangay on August 11, the soldier was snatched by a group of NPA rebels while his companions were set free.

He was later fatally shot three times with his hands tied behind his back.

“Waay gid tinyo kaluuy insa ginpatay gid ninyo asawa ko. Waay gid kamo ka sayod nga may darwa pa tamon ka unga, mga gagmay pa (You showed no mercy in killing my husband. You have no idea that we have two children who are still small),” Shella said, directing her grief to the NPA terrorist group.

She described the 33-year-old Villasis, who entered the military in 2012, as dedicated to his work. He was also a caring husband and a loving father to their two children, a girl who is turning nine years old next month and a three-year-old son.

She said she has no idea how to explain to their children that their father is dead, especially to their youngest, who is a Daddy’s boy.

At home, Villasis did not talk about the risks of his job but spent his time keeping their house spic and span and bonding with the kids, Shella said.

His last visit to his family was more than a month ago and his last phone call was on August 10.

The slain soldier's remains will be brought to his parent’s house in Barangay Jaena Norte in Jamindan, Capiz at 2:30 p.m. on Saturday for a five-day wake upon the request of his father.

He will then be transferred to their house in Barangay Cogon, Sigma to be buried at the municipal cemetery on a date yet to be determined.

Tapaz Mayor Roberto Palomar condemned what he called a barbaric act “to the highest level.”

The Western Visayas Regional Task Force to End Local Communist Armed Conflict (RTF6-ELCAC) likewise denounced the slaying as “an act of terror designed to undermine the peace efforts of the government in the hinterland barangays of Tapaz, Capiz.”

Brig. Gen. Marion R. Sison, commander of the 301st Infantry Brigade, called it a “cowardly act of desperation by the communist terrorist group.”

The commander of the 3rd Infantry Division, Maj. Gen. Eric C. Vinoya, assured that what Villasis had started in Barangay Lahug would be continued until the local communist armed conflict comes to an end.

Four government troops were wounded in a clash with 10 New People's Army (NPA) rebels at the mountains of Barangay Capellan in Ilagan City on Friday.

Maj. Jekyll Dulawan, 5th Infantry Division spokesperson, said the wounded soldiers were airlifted from the site by the Philippine Air Force - Tactical Operations Group 2 members and brought to the military hospital for treatment.

Recovered from the rebels after the 30-minute encounter between a platoon of soldiers of the 95th Infantry Battalion and the communist terrorists at about 7:30 a.m., were an M-16 Armalite rifle, two shotguns, three magazines, 53 bullets for M-16 rifle, five shotgun bullets, and personal belongings.


Bloodstains were reportedly seen along the withdrawal route of the communist rebels, indicating casualties.

Dulawan said villagers had tipped off the presence of rebels belonging to the Regional Sentro De Gravidad (RSDG) of the Komiteng Rehiyon - Cagayan Valley (KR-CV) who were allegedly extorting for food.

Lt. Col. Carlos Sangdaan Jr., 95th Infantry Battalion commander, said they would continue to focus their efforts on getting rid of insurgents.

Meanwhile, Brig. Gen. Danilo Benavides, 502nd Infantry Brigade commander, urged the rebels to surrender.

“Army troops will not stop from chasing you so better grab the opportunity to yield to the government troops. Benefits from the Enhanced Comprehensive Local Integration Program (E-CLIP) await you,” he said.

A sub-commander of the Bangsamoro Islamic Freedom Fighter (BIFF) and 10 of his followers yielded in Maguindanao, the Army announced Saturday.

Lt. Col. Benjamin Cadiente Jr., Army’s 33rd Infantry Battalion (IB) commander, said
the surrender took place in Barangay Kuloy, Shariff Aguak, Maguindanao on Friday afternoon.


“Village chairmen Remmy Degay and Mohamad Dawaling, of Barangays Kuloy and Tapikan, respectively, helped us in convincing the BIFF batch to surrender,” he said.

Citing security reasons, Cadiente declined to name the surrenderers but said they are members of the BIFF-Karialan faction.

The group also yielded a 60 mm mortar launcher, two .50 caliber Barrett sniper rifles, an M14 rifle, two Garand rifles, an M16 rifle, a Thompson submachine gun, two improvised explosive devices, and ammunition.

Cadiente said the relentless military operations against the extremist group pushed the BIFF batch to yield.

A certain alias Datu, one of the surrenderers, said the provincial government’s promise of giving them a chance for a peaceful life under the AGILA-HAVEN (Anak na may GInintuang Layunin upang Hintuan Ang Violent Extremism Ngayon) program further made them change their minds to abandon the futile BIFF cause and be with their families again.

“We really miss our families,” Datu, 33, said in the vernacular during a media interview.

Records from the Army’s 6th Infantry Division here showed that some 130 BIFF combatants had surrendered to military and police in Central Mindanao since January this year.

Government troops on Saturday recovered a cache of weapons and war materiel belonging to the communist terrorist New People's Army (NPA) in Nueva Ecija.

Col. Rhoderick Campo, director of the Nueva Ecija Police Provincial Office, said government security forces discovered high-powered firearms and other war materiel in the mountainous area of Barangay Sampaloc in the town of Pantabangan.

Campo said the recovered items were an M203 40MM grenade launcher ammunition; two rocket-propelled grenade ammunition; 29 cartridges of 5.56-mm; 18 cartridges of caliber 7.62; among others.


Brig. General Valeriano de Leon, director of the Police Regional Office 3, said the latest recovery of a cache of high-powered firearms further incapacitates the enemies’ key operatives.

He also commended the troops for successfully implementing President Rodrigo R. Duterte's Executive Order 70 which aims to end the local communist armed conflict.

BALER, Aurora – Hundreds of children from a Muslim community benefitted from the joint outreach program of the military and local government unit of Barangay Pingit, Aurora on Saturday.

The outreach program was organized by the 91st Infantry “Sinagtala” Battalion, 7th Infantry, "Kaugnay" Division, Philippine Army, 307th Community Defense Center (CDC), 3rd Regional Community Defense Group (3rd RCDG), Army Reserve Command (Arescom), and Aurora Ready Reserve Infantry Battalion (ARRIBn).


During the event, a total of 200 children benefited from the feeding program while 50 others availed themselves of free haircuts.

Some 200 notebooks and 200 toys were distributed during the activity at the covered court of Barangay Pingit.

The outreach program was led by Lt. Col. Valentino P. Azarcon, battalion executive officer with the participation of Miss Universe candidate Charissa Claire Gonzalez, Yes For Peace headed by Sangguniang Kabataan chairwoman Judith Sindac of Barangay Calabuanan and local barangay officials headed by village chair Lysander Ritual Querijero of Barangay Pingit.

Lt. Col. Reandrew P. Rubio, commander of the Army’s 91st Infantry “Sinagtala” Battalion, lauded the joint efforts of giving importance to the Muslim community, saying that the outreach program shows that the government is caring for them.

“Our soldiers will continue to support and provide activities that aim to strengthen our partnership with the local governments, national government agencies, and other stakeholders to improve the economic, health and social well-being of our Muslim community in the province,” Rubio said in an interview.

Arescom director, Maj. Alfadzhar M. Salim, who is also a Muslim, said they want to make sure that the free government services will reach the people at the grassroots level.

“We are reaching out to the people to provide assistance as part of our mandate to serve the people just like the 91st IB while securing the land,” Salim said.

On the other hand, Maj. Edward Pineda, ARRIBn commander, said with the help of the different stakeholders, the Philippine Army reservist will continue to extend government programs and stakeholders’ support to help the Muslim communities.

“We are so grateful to get the chance to talk and serve them,” Pineda said.
