From Kalinaw News (Aug 30, 2020): Task Force ELCAC launch PEACE Project in Agusan del Norte
BANCASI, Butuan City – The Provincial Task Force in Ending the Local Communist Armed Conflict (PTF-ELCAC) of Agusan del Norte through the Poverty Reduction, Livelihood and Employment Cluster (PRLEC) led by the Technical Education and Skill Development Authority (TESDA) Caraga in partnership with the 2nd Congressional District Office and Provincial Local Government Unit of Agusan del Norte and the 402nd Infantry (Stingers) Brigade launched People Empowerment in Agriculture for Community Enterprise (PEACE) Project held at the Northern Mindanao School of Fisheries Brgy Matabao, Buenavista, Agusan del Norte on August 28, 2020.
The PEACE project is a collaboration project of the PLGU of ADN, TESDA Caraga, ATI-DA Caraga, Philippine Army and PNP Force ELCAC in response to implementation of the Whole of National Approach mandated under the Executive Order No. 70 which synchronizes all efforts of the national and local agencies to address the problems commonly exploited and utilized by the Communist Terrorist Group (CTG) to recruit new members to fight the government.
Brigadier General Maurito L. Licudine, Commander of the 402nd Brigade lauded another trailblazing feat of the PRLEC recognizing it as one of the most active cluster of the TF-ELCAC with several accomplishments in addressing the root causes of the insurgency problem. He cited the Ibuan Enterprise Village in Sitio Ibuan, Brgy Mampi, Lanuza, Surigao del Sur a former stronghold of the CTG that became a model for a resilient community after issues such as poverty, limited access to basic services and agricultural issues commonly exploited by the CTG were addressed by the PRLEC of the Regional Task Force ELCAC in partnership with the provincial and municipal government units.
Director Ashary Banto, the Regional Director of TESDA Caraga explains that the PEACE project is a community-based intervention utilizing locally developed technologies and best practices in order to attain household food security and sustainability by having a certified learning site for agriculture and an accredited Farm school. It aims to develop a pool of trainers in Organic Agriculture Production NCII. It will establish five earning sites for the conduct of Organic Agriculture Production and establish Demo Farms or production areas in the (50) identified barangays in the province of Agusan del Norte considered as Geographically Isolated, Disadvantaged, and Conflict Affected Areas.
During the launching, thirty two participants composed of personnel from the Army and PNP units in Agusan del Norte together with the selected IPs and former Rebels (FRs) have graduated from the Trainers Training to develop agricultural extension workers in the locality.
The launching was also attended by Hon Norberto Pagaspas and Hon Amy Pagaspas, Municipal Mayor and Vice Mayor of Buenavista, Agusan del Norte, respectively; Hon Aristotle Montante – Municipal Mayor of Kitcharao, Agusan del Norte, Ms Rebecca Atega – Regional Technical Director of DA Caraga; Mr Jerry Laurito, the Provincial Administrator, ADN and Ms Perofanta Racho – Chief of Staff fo the 2nd Congressional District of ADN together with the Rotary Club of Central Butuan and the 401st and 901st Infantry Brigade.
Brigadier General Licudine stressed that the challenge in the implementation of the program is its sustainability that could cultivate success stories in order to contribute in the campaign to end local communist armed conflict and induce more surrenders from the CTG.
“The success of this PEACE project lies with the utmost commitment of all stakeholders. We must ensure that we are all on board to continue to help uplift the lives of the Caraganons whatever the circumstances. Hence, we ask for your continuous support and cooperation as we perform our respective mandates to end this long menace, the CTG, hampering the development”, He added.
